1 Appendix 2 TECHNICAL SPECIFICATIONS for supply of thermal medical waste disinfection devices applying microwave technology for the project Environmentally Sound Management of Medical Wastes in India SAP ID , grant GENERAL INFORMATION AND AIM OF THE PROJECT The Technical Specifications shall be used for preparation of bids for the purchase of thermal medical waste disinfection device applying microwave technology for disinfection of infectious medial waste collected and transported in closed containers for the project Environmentally Sound Management of Medical Wastes in India. UNIDO is implementing a project on Environmentally Sound Management of Medical Wastes in India funded by the Global Environment Facility (GEF). The project promotes country-wide adoption of best available techniques/best environmental practices (BAT/BEP) in healthcare institutions of widely differing in their complexity and size, as well as in the evolving medical waste management infrastructure and industry in a manner that protects human health and reduces adverse environmental impacts. The project is in conformity with the Government of India s Bio-Medical Waste (Management and Handling Rules), The overall project objective will be achieved through private-public partnerships (PPPs) covering but not limited to the following approaches: segregation, decontamination and compaction of the medical wastes (MW) and thus reducing its volume to be disposed of by introducing alternative technologies; enhancing and optimization of incineration technologies; raising of awareness and dissemination of know-how; incorporation of management systems; innovation and adaptation of appropriate and affordable technologies and techniques; introduction of participatory funding systems; and enhancement of relevant existing laws and regulations. The project will create a unique opportunity for the healthcare providers, policy makers, implementing agencies and service providers viz. hospitals, environment department, State Pollution Control Board (SPCB) and Common Biomedical Waste Treatment Facilities (CBWTFs) operators, respectively to come together on a single platform to create an enabling healthcare environment. The PPP model envisaged at the district level will involve all concerned stakeholders and inter-sectoral coordination where the community members, healthcare providers, state government departments, monitoring and evaluation entities will cooperate with well-defined roles and responsibilities for creation of a demonstration/model district of integrated medical waste management model in one district in each of the 5 selected states, so as to achieve health and environmental benefits and replicate the outputs and lessons learned in other regions. Under the project, biomedical waste disinfection devices applying microwave technology will be required in 4 large healthcare facilities in each of the 5 selected states namely Gujarat, Karnataka, Maharashtra, Odisha and Punjab. 1

2 2. REQUIRED SUPPLY AND TECHNICAL SPECIFICATIONS OF THE EQUIPMENT The equipment to be supplied and its main characteristics are depicted in the following Table below. A total of twenty (20) units of Thermal Medical Waste Disinfection Devices need to be quoted; however, initially only eight (8) units (respectively four (4) in Punjab and four (4) in Karnataka) shall be delivered; remaining units will be supplied at a later stage as required. As general requirement, all electrical equipment, plugs and cables must be in compliant with electrical network standards. I. 3 fully automatic program cycle; overheating protection system; total water consumption including cooling and steam production is about 0.3 L /kg of waste; Total energy consumption including steam preparation is </=0.35 kwh/ kg waste treated; automatic adding of deodorizing liquid; very low noise emission; no steam generator or water treatment facility is required; and Documentation: Print out self adhesive labels for marking the decontaminated waste bags and for the cycle documentation with builtin printer. II. Warranty: warranty of 24 months starting from the issuance of the Certificate of Acceptance. III. Service /maintenance during the warranty period (i.e. 24 months after signature of Performance Acceptance Certificate by UNIDO and end-users), including required spare parts IV. Spare parts The contractor shall include and provide a list and prices indicating the set of spare parts for maintenance after the warranty period V. Manuals and softwares A complete operating manual including identification reference for all spare parts, a Safety Document and softwares in English shall be provided VI. VII VIII. IX. SUPPLIER s GENERAL RESPONSIBILITIES The Supplier must provide evidence and references of being a recognized supplier or manufacturer of thermal medical waste disinfection device applying microwave technology and shall provide all necessary test certificates and other existing documents to verify that the equipment is commercially available and functioning; advise and provide technical documentation and specification for the use of the equipment as deemed necessary. The Supplier shall take into account all the details presented in these TSs and shall request any further information, which is considered necessary for the correct implementation of the work. When preparing its technical offer, the Supplier shall also include the following information as a minimum: Detailed description of equipment item; 1 For full and exact address, please refer to end-user address in paragraph 12 3

4 Technical data and performance; Safety measures intended to apply; Detailed application information; Any other Items/options, which are not included in the scope of supply but required/recommended by the Contractor for the proper functioning, should be explicitly listed, indicated and budgeted where ever appropriate. All deviations from the TSs should be clearly indicated and explained in the offer. Partial and/or not binding offers or offers without indication of the name of original equipment manufacturer (if not identical to the bidder itself) of major equipment items may be rejected. When preparing its offer, the Supplier must prepare and submit a Safety Document including all technical, training and legal requirements dealing with industrial safety in line with the best available international industrial practices. The aim of the Safety Document is to prevent major accidents, which might result from the use of the equipment. During the implementation of the Contract, the Supplier shall be able to supply, install and train personnel according to a well-designed work plan/time schedule and using internationally or nationally approved methods. It should be understood that mistakes in the installation or operation of the equipment by unskilled personnel can result in the disruption of the decontamination process. The supplier should also provide all services needed for the technical reception of the equipment at the end-user site. The supplied equipment should be inherently safe to avoid any damage during its transportation. The Supplier shall make its best efforts to ensure that all works will be carried out according to good quality and adequate accessories. The Supplier assumes the overall responsibility for the correct selection and installation of equipment for the practical implementation of the project. Prior to delivery of the required equipment, a close cooperation between the supplier and end-user needs to be established and adequate informtion from the end-user should be obtained to understand the objective and the need for the purchase of the equipment. 4. PERSONNEL IN THE FIELD The supplier must appoint/nominate a primary contact point for UNIDO and will be responsible for the services of the supplier and especially for the installation. All staff deployed must be suitably qualified and in possession of the necessary valid permits / visas to work in India for the duration of the contract. The supplier is responsible for all allowances, accommodation, transportation and such costs related to personnel in the field. UNIDO will have no responsibility for such staff. The UNIDO Regional Coordinator based in Delhi will be the primary focal point for UNIDO. 5. IMPORT DUTIES AND TAXES The requirement condition for delivery at site i.e. each end-user in 5 states shall be inclusive of all taxes including VAT. 6. GUARANTEE/WARRANTY REQUIREMENTS All delivered goods shall be guaranteed for manufacturing defects for a period of 24 months from date of issuance of the Certificate of Acceptance. A warranty period of 24 months starting from the issuance of the Certificate of Acceptance is therefore required. In the unlikely event that the equipment will be found not compliant with the respected specifications as specified in section 2, the Contractor shall repair/replace the equipment within maximum 6 months. 4

5 7. DELIVERY TERMS It is the sole responsibility of the supplier to deliver the goods to the named place of destination. Upon delivery of the goods, the Supplier is responsible to obtain a Certificate of Acceptance that the goods have been delivered in good conditions. The goods shall be delivered to listed end-user as clearly outlined below. One month before arrival at final destination, separate shipping notification needs to be provided to all parties involved. The supplier should pre-notify all below listed focal points, as well as the procurement department and Project Manager at UNIDO HQ. This shall allow all parties to take appropriate necessary action before delivery to the country. INCOTERMS to be applied for this shipment is DDP, India: for the named places of destination, please refer to the end-users specified in section 12 of the Technical Specifications. 8. DELIVERY PERIOD The bidder shall propose earliest possible delivery in its offer. The delivery period should not exceed 3 months from the entry into force of the Purchase Order. The bidder shall re-confirm the possibility of the earliest delivery date of goods after receipt of the signed Purchase Order. 9. LANGUAGE REQUIREMENTS All required manuals and certificates need to be provided in English language. Working language during Installation /commissioning and Training is English. 10. EVALUTION CRITERIA For the evaluation criteria, please refer to Annex 1 of the Technical Specifications. 11. AWARD CONDITIONS The bidder should clearly state that the proposal is for all or none basis in response to this RFQ. 12.
