LONDON BOROUGH OF HACKNEY Job Description POST TITLE: DIRECTORATE: SERVICE: GRADE: RESPONSIBLE TO: RESPONSIBLE FOR: Fire Risk Assessor Neighbourhoods and Housing Property and Asset Management SO2 Fire Safety Advisor No Staff PURPOSE OF THE JOB: To ensure Hackney is compliant at all times with the Fire Safety Order 2005 To ensure all necessary Fire Risk Assessments (and reviews) are completed on time. To provide advice to managers and staff to ensure that deficiencies identified can be met in full To assist in the continual improvement of fire safety management across the organisation To assist in the delivery of fire safety training as required and directed. MAIN AREAS OF RESPONSIBILITY: Fire Risk Assessment To be responsible for the management and delivery of the Fire Risk Assessment resurvey programme by ensuring that Fire Risk Assessments to communal areas and all types of domestic dwellings are being carried out within Hackney, including resurveys following any major works carried out to our properties To produce and manage a fire risk assessment programme using a risk based approach. To undertake/review FRA s across Hackneys stock in conjunction with the FRA programme. To record FRA s using Concerto and inform managers of corrective actions.
To assist in the co-ordination and completion of fire risk assessments by external specialists or internal colleagues as necessary from time to time and as agreed/directed in advance. During or following assessments - provide advice to managers and staff to assist them in the fulfilment of their responsibilities and therefore organisational compliance with legislative requirements and where appropriate internal standards and best practice. Such advice should be pragmatic, presenting achievable options to eliminate or sufficiently mitigate risk. To keep abreast of relevant fire safety related legislation and good practice, in order to provide advice to enhance compliance. Fire Safety Training To review/improve existing methods of training and make recommendations for improvement. To deliver fire safety training to colleagues as directed. Accident Prevention and Fire Investigation To proactively identify and report any hazards that could cause imminent harm or injury/ To undertake thorough investigations in the event of a fire and identify root causes. External Partnerships Where necessary liaise with external enforcement agencies (fire/local authority) and support agencies to develop good working relationships. To ensure that the health and safety team are informed of enforcement visits; where appropriate attend such visits to assist in organisational compliance. Fire Safety Procedure and Other Advice To assist in the development/continual improvement, implementation and review of fire safety related policies, procedures, manuals and/or Codes of Practice for procedural operations, systems or activities. To develop and maintain effective internal relationships creating a supporting and assisting attitude to foster and promote a positive risk management and safety culture, maintaining the highest possible internal and external customer satisfaction. Health and Safety Communication To assist with the distribution of fire safety documentation across the organisation To assist in the management/improvement of Viridian s fire safety intranet pages Assist in the production of documentation for the H&S Steering Group

Person Specification POST TITLE: GRADE: Fire Risk Assessor SO2 Skills and Abilities: To be able to demonstrate competence with regards the RRO Fire Risk Assessment process and all fire risk issues in relation to Social Housing through related experience, professional qualifications or members of a recognised trade organisation. Ability to effectively communicate, both orally and in writing, with members of the public, statutory bodies, Insurance Section, partners, etc. Ability to present reports and data and to clearly explain to and influence a wide range of people in regard to fire safety and its management. Ability to use various IT systems, to interrogate database information to produce risk based programmes of works. To be able to update the database as works items are completed. Ability to programme manage and lead on schemes, managing a design team comprising of consultants, project managers and partners. Knowledge, Skills and Essential Experience Previous experience of working as a Fire Risk Assessor within social housing or the public sector Excellent knowledge of fire safety practice, demonstrable through relevant qualification and work experience.
Minimum NEBOSH Fire Safety cert. (or equivalent) Working knowledge of MS Word, Excel and PowerPoint Ability to produce and analyse statistical data Ability to communicate clearly both verbally and written Ability to organise and prioritise work in order to meet deadlines Ability to work autonomously and as part of a team Willingness to learn and continue personal development Desirable Member of the Institution of Fire Engineers (IFE) technician grade or equivalent National General Certificate in Occ. H&S Other Special Requirements: Hold a current full driving licence and be prepared to use own vehicle to travel to and from various sites (for which an allowance will be paid).
