2 SUBSIDY BENEFITS TO FARMERS FOR CHEMICAL FERTILIZERS 22 nd February, 2013 RSQ 36 DR. V. MAITREYAN (a) whether chemical fertilizers under the subsidy regime are made available to farmers at the Maximum Retail Price (MRP) fixed by Government; (b) if so, the reasons therefor; (c) whether farmers are not being provided with chemical fertilizers at the price fixed for farmers; and (d) if so, the steps taken by Government to provide economic benefits to the farmers? MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRI SRIKANT KUMAR JENA) (a)&(b): Presently, Government is providing subsidy on Urea and 21 grades of Phosphatic and Potassic (P&K) fertilizers. Urea is provided to the farmers at Maximum Retail Price (MRP) of Rs.5360 PMT fixed by the Government. As regards P&K Fertilizers, the Government is implementing Nutrient Based Subsidy (NBS) Policy w.e.f Under this policy, a fixed amount of subsidy, decided on annual basis, is provided to subsidised P&K fertilizers depending on its nutrient content. Under this policy, MRP is fixed by fertilizer companies. (c): Under the Fertilizer Control Order (FCO), the fertilizers companies are required to print the Maximum Retail Price (MRP) on each bag of fertilizer. No fertilizer company or dealer is supposed to sell or offer for sale any fertilizers at a price exceeding the printed MRP. Violation of this is punishable under Essential Commodities Act. (d): The Government has undertaken a number of steps to provide financial benefits to the farmers in the country as per details below: 1) To promote production of bio-fertilizers, financial support for establishment of bio-fertilizers production unit as back ended 25% of total financial outlay up to a maximum of Rs lakh through NABARD is provided. Financial assistance of 50% of cost or Rs. 100/- per hectare, whichever is less, is provided to farmers for promotion of bio-fertilizers under Integrated Scheme for Oilseeds, Pulses, Oil Palm and Maize (ISOPOM). 2) Financial assistant of Rs. 150/- per hectare is also provided under Accelerated Pulses Production Programme in National Food Security Mission (NFSM). 3) To encourage the producers of organic fertilizers, Government is providing financial assistance for setting up of production units of organic fertilizers under following schemes:- i) Under National Project on Organic Farming (NPOF) financial assistance is provided as credit linked back ended subsidy through NABARD for setting up of fruit/vegetable waste/agro-waste compost of the total cost of project upto Rs lakh per unit. ii) Under National Horticulture Mission (NHM) financial assistance is provided for setting up vermi-compost production of the cost subject to a maximum of Rs. 30,000/- per beneficiary. 4) Financial assistance is also provided to farmers under National Project for Management of Soil Health & Fertility for promotion of Integrated Nutrient Management (INM).
3 IMPLEMENTATION OF SCHEMES FOR BHOPAL GAS VICTIMS 1 st March, 2013 RSQ 508 SHRI RAGHUNANDAN SHARMA Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: a) whether it is a fact that 75 per cent partnership of the Madhya Pradesh Government has been fixed for the Schemes being operated for the Bhopal Gas victims; b) if so, whether the amount as per the above agreement is being provided to the Madhya Pradesh Government for rehabilitation Schemes being operated for the Bhopal Gas victims; and c) if not, by when the amount will be made available? MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATSTICS AND PROGRAMME IMPLEMENTATION AND MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SHRI SRIKANT KUMAR JENA) (a) to (c): Government of India had released its share of 75% of total outlay of Rs. 258 crore for the first Action Plan of the State Government of Madhya Pradesh for medical, economic, social and environmental rehabilitation of Bhopal Gas Victims, approved in The implementation of this Action Plan was completed in July, In July, 2010, Government of India has further released its share of 75% of the total outlay of Rs crore as Additional Central Assistance for schemes for medical, economic, social rehabilitation and for providing safe drinking water under the New Plan of Action submitted by Government of Madhya Pradesh. BHOPAL GAS TRAGEDY CASE 26 th April, 2013 RSQ 3463 SHRI AVTAR SINGH KARIMPURI Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the present status of the Union Carbide- Bhopal Gas Tragedy case; (b) the number of persons, so far, brought to book for their involvement in the case; and (c) the measures taken/being taken to ensure delivery of justice to the victims in the case? MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF CHEMICALS AND FERTILIZERS AND MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (SHRI SRIKANT KUMAR JENA) (a) to (c) : The Chief Judicial Magistrate in his judgement dated pronounced Shri Keshub Mahindra, Shri Vijay Prabhakar Gokhle, Shri Kishore Kamdaar, Shri J. Mukund, Shri S.P. Choudhary, Shri K. V. Shetty, Shri SL Qureshi and the Union Carbide Corporation, guilty for the offences punishable under sections 304-A, 336, 337 and 338 r/w S.35 of Indian Penal Code (IPC), 1860 and accordingly imposed punishment. Mr. Warren Anderson, UCC USA and UCC Hongkong were found absconding. Against the said order, Central Bureau of Investigation (CBI) filed an appeal in the Court of District & Sessions Judge, Bhopal for enhancement of sentence, which is pending.
4 Simultaneously, to reframe the charges under section 304 Part II of Indian Penal Code, CBI also filed a Revision Petition in the District & Sessions Court on The Revision Petition was not admitted by the Court vide its order dated which is being challenged by the CBI in the High Court. Additionally, a Curative Petition was filed by CBI in the Supreme Court in August, 2010 for reconsideration of its earlier judgment dated whereby offences were made to be tried under section 304 A instead of section 304 Part II of IPC. The same was dismissed by the Supreme Court on SUPPLY OF FERTILIZERS AND PESTICIDES 3 rd May, 2013 RSQ 4070 SHRI K. C. TYAGI DR. V. MAITREYAN (a) whether Government propose to provide sufficient supply of fertilizers and pesticides to the farmers of the country: (b) if so, the details thereof; (c) the steps taken to provide financial support for the States, including Tamil Nadu so as to provide essential fertilizers and pesticides to farmers at subsidized rate; (d) the names of fertilizers and pesticides manufacturers and suppliers from whom these fertilizers and pesticides are procured; and (e) the manner in which Government ensures the adequate supply of fertilizers and pesticides to the farmers of the country including, Tamil Nadu? MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF CHEMICALS & FERTILIZERS AND MINISTER OF STATE (I/C) IN THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION (SHRI SRIKANT KUMAR JENA) (a)to (e): The following steps are being taken by the Government to ensure adequate and timely availability of fertilizers at state level as per projected requirement by Department of Agriculture and Cooperation (DAC): (a) The month-wise demand is assessed and projected by the Department of Agriculture & Cooperation (DAC) in consultation with the State Governments, before commencement of each cropping season. Accordingly, month-wise, state-wise supply plan is made by Department of Fertilizers and issued to the states (including Tamil Nadu) and fertilizer companies. State Governments are responsible for monitoring the availability intra-state. (b) DOF, continuously monitors the availability through following system: i) The movement of all major subsidized fertilizers is being monitored throughout the country by an on-line web based monitoring system ( also called as Fertilizer Monitoring System (FMS); ii) The State Governments are regularly advised to coordinate with manufacturers and importers of fertilizers for streamlining the supplies through timely placement of indents for railway rakes through their state institutional agencies like Markfed etc. iii) Regular weekly Video conference is conducted jointly by Department of Agriculture & Cooperation (DAC), Department of Fertilizers (DoF), and Ministry of Railways with State Agriculture Officials and corrective actions are taken to dispatch fertilizer as indicated by the State governments.
5 iv) The gap in the demand and domestic production of fertilizer is met through imports. (c) : Department of Fertilizer is providing reimbursement of rail freight on movement of all the chemical fertilizers (Urea, DAP,MOP and NPK) for all the states (including Tamil Nadu) as a primary freight subsidy and along with this secondary freight subsidy for distribution from rail head to block level in case of urea only. (d) : Department of Fertilizers (DOF) has notified Special Freight Scheme for P &K fertilizers (except SSP), w. e. f , for giving subsidy for secondary movement for difficult, hilly and accessible States like Jammu & Kashmir, Himachal Pradesh, Uttarakhand, all North Eastern States and Andaman & Nicobar Islands, in order to have equitable distribution of fertilizers. The list of fertilizer manufacturing companies is annexed. As regards pesticides, the manufacturing in the Pesticide sector is deregulated and pesticides are freely importable subject to fulfillment of the conditions indicated in the current Exim policy. The Department of Chemicals and Petrochemicals neither procures pesticides nor provides any financial support for their procurement. Sl. STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF THE RAJYA SABHA STARRED QUESTION NO. *300 TO BE ANSWERED ON REGARDING SAVING ON SUBSIDY OWING TO ORGANIC FARMING (a): No subsidy is paid on chemicals. However, subsidy on certain chemical fertilizers, namely Urea and 22 Phosphatic and Potassic fertilizers is provided through fertilizer companies. Hence, State-wise payment of subsidy is not maintained. However, the details of subsidy paid, company-wise, for imported and indigenous fertilizers for the last three years are given in the Annexure-I, II, III & IV.
7 (b) & (c): No such comparison has been made with regard to the savings to be made in case the farmers switch over to organic farming. Under National Project on Organic Farming (NPOF) Scheme, being administered by Ministry of Agriculture, there is no provision to provide financial assistance/subsidy to farmers to opt for organic farming. However, under the Capital Investment Subsidy Scheme (CISS) of NPOF, Government is providing financial assistance as under: 1 For setting up of organic inputs production units. Back ended subsidy through National Bank for Agriculture and Rural Development (NABARD) to the tune of 33% restricted to Rs lakh for setting up of Fruit/Vegetable Market Waste/Agro-waste compost units. 2 For setting up of Bio-fertilizers/bio-pesticides production units. Financial Assistance to the tune of 25% subsidy restricted to Rs lakh. State-wise details of subsidy approved under CISS scheme of NPOF through NABARD for organic inputs production during the periods to are given in the Annexure-V. (d): The Indian Council for Agriculture Research has initiated a Network Project on Organic Farming for different crops in different agro climatic zone. The project is running at 13 Co-operating centres including SAUs, spread over 12 states (Table 1) and is continuing. Funds allocated under the project during last and current years are Rs. 110 lakhs and Rs.120 lakhs respectively. The 12th Plan allocation is Rs, 500 lakhs, Organic farming package of practices for 14 crops namely basmati rice, rainfed wheat, maize, redgram, chickpea, soybean, groundnut, mustard, Isabgol, black pepper, ginger, tomato, cabbage and cauliflower, have been developed and uploaded in PDFSR website. Improved and efficient mains of bio-fertilizers specific to different crops and soil types are being developed under Network project on bio-fertilizers. The ICAR also imparts training, organises FLDs etc. to educate farmers on these aspects. FERTILIZERS USED FOR AGRICULTURE 06 th December, 2013 RSQ *23 SHRI BASAWARAJ PATIL Will the Minister of CHEMICAL AND FERTILIZERS be pleased to state: (a) the quantum of chemicals and fertilizers used for agricultural purpose; (b) the utilization ratio of Indian and foreign chemical fertilizers during the last three years; (c) how Government is working out to minimize the financial burden and also to encourage Indian system in agriculture; and (d) the subsidy given by Government for this purpose? In addition to above, the steps taken by Government of India to promote balanced use of fertilizers are as below:- (I) A Scheme named National Project on Management of Soil Health & Fertility has been under implementation since to promote balanced and judicious application of fertilizers in conjunction with organic manures on soil test basis. Under the scheme, there is a provision to set up new static Soil Testing Laboratories (STLs) and new Mobile Soil Testing laboratories besides strengthening of existing soil testing laboratories. The major components under the scheme are: (i) Strengthening of soil testing service (a) Setting up/strengthening of Static/Mobile soil testing laboratories (STLs), (b) Trainings/Field demonstrations on balanced use of fertilizers, (c) Preparation of digital district soil maps.
13 (ii) Promoting use of Integrated Nutrient Management To improve and maintain soil health & productivity, Government is promoting Integrated Nutrient Management through judicious use of chemical fertilizers, including secondary and micro nutrients, in conjunction with organic manures and bio-fertilizers. (II) Indian Institute of Soil Science (IISS), Bhopal has been sanctioned a project for preparation of Geo-Referenced Soil fertility maps including interlinking of soil fertility status with Soil Test Crop response (STCR) data to generate site specific recommendations in 19 major states (171 districts). (III) Customized Fertilizers: This Ministry has also been encouraging use of Customized Fertilizers with an objective to promote site specific nutrient management so as to achieve maximum fertilizer use efficiency. These customized fertilizes are multi-nutrient carrier designed to contain macro and micro nutrients and use soil & crops specific formulated on the basis of Soil testing results. The Department of Agriculture and Cooperation has notified 25 such fertilizers under FCO, 1985 till date. (IV) Fortified Fertilizers: In order to encourage the use of micro nutrients, the Department of Agriculture and Cooperation also encourages use of fortified fertilizers, which contain the various micro nutrients such as zinc, boron etc along with NPK. 14 Will the Minister of CHEMICAL AND FERTILIZERS be pleased to state: (a) the details of the efforts being made by Government to ensure availability of adequate quantity of quality fertilizers throughout the country and their appropriate use; (b) whether these efforts have helped small and marginal farmers in raising productivity of crops; if so, the details thereof; and (c) how Government proposes to remove imbalance in the use of N, P and K fertilizers? MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF CHEMICAL AND FERTILIZER AND MINISTER OF STATE IN THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTAITON (SHRI SRIKANT KUMAR JENA) (a): Before start of each cropping season i.e. Kharif and Rabi, Department of Agriculture & Cooperation (DAC) conducts biannual Zonal Conferences to assess demand of fertilizers for the coming cropping season. Officials of Department of Agriculture of all the States, representatives of all the fertilizer companies, officials of FAI, officials of Ministry of Railways and Department of Fertilizers are participants in these biannual Zonal Conferences. To ensure the availability of fertilizers in the country, Government has taken following steps:- (a) the month-wise demand is assessed and projected by the Department of Agriculture & Cooperation (DAC) in consultation with the State Governments before commencement of each cropping season. (b) On the basis of month-wise & state-wise projection given by Department of Agriculture and Co-operation, Department of Fertilizers allocates sufficient/adequate quantities of fertilizers to the States by issuing monthly supply plan and continuously monitors the availability through following system: (i) The movement of all major subsidized fertilizers is being monitored throughout the country by an on-line web based monitoring system ( also called as Fertilizer Monitoring System (FMS). (ii) The State Governments are regularly advised to coordinate with manufacturers and importers of fertilizers for streamlining the supplies through timely placement of indents for railway rakes through their state institutional agencies like Markfed etc. (iii) Regular weekly video conference is conducted jointly by department of Agriculture & Cooperation (DAC), Department of Fertilizers (DOF), and Ministry of Railways with State Agriculture Officials and corrective actions are taken to dispatch fertilizer as indicated by the State Governments. (iv) The gap in the demand and domestic production of fertilizer is met through imports. (b): Yes, as per data provided by Department of Agriculture & Cooperation, the yield of food grain productivity is rising. 15 The data on food grain productivity farm size wise (small & marginal farmer having land holdings of less than 2 hectares) is not maintained. However, the increase in yield of food gains depends, inter-alia, on irrigation status, cropping patterns, application of inputs including quality seeds, fertilizers. (c): The steps taken by Government of India to promote balanced use of fertilizers are as below: - (I) A Scheme named National Project on Management of Soil Health & Fertility has been under implementation since to promote balanced and judicious application of fertilizers in conjunction with organic manures on soil test basis, Under the scheme, there is a provision to set up new static Soil Testing Laboratories (STLs) and new Mobile Soil Testing laboratories besides strengthening of existing soil testing laboratories. The major components under the scheme are: (i) Strengthening of soil testing service (a) Setting up/strengthening of Static/Mobile soil testing laboratories (STLs), (b) Trainings/Field demonstrations on balanced use of fertilizers, (c) Preparation of digital district soil maps. Earlier attempts for its incineration in Ankleshwar, Gujarat and Defense Research & Development Organization (DRDO) at Nagpur, Maharashtra could not fructify as the respective State Pollution Control Boards did not issue requisite No Objection Certificate. Even the decision of the Supreme Court of January, 2010 to incinerate the toxic waste at Pithampur, Madya Pradesh could not be carried out due to Public protests. The matter of providing oversight and support to all remediation actions, including disposal of toxic waste lying in around the UCIL plant site at Bhopal is being dealt with by the Oversight Committee constituted in the Ministry of Environment and Forests as per the decision of Cabinet. Ministry of Environment and Forests who has been filing affidavits regularly in matter, has reported that the SLP (Civil) No of 2012 viz Union of India Vs Alok Pratap Singh and others has been recently listed on , , , and The Hon ble Supreme Court has adjourned the matter for The matter is subjudice.
