4 Why the ENACTS and climate services for agriculture program in Rwanda? Rwanda Services for Agriculture and the Enhancing National Services will benefit nearly one million farmers over the next three years and reshape national foodsecurity planning for the long term. Address two critical issues: Reconstructing Rwanda s incomplete meteorological data record using cutting-edge climate science, Very few meteo stations
5 3. ENACTS ENACTS = Enhancing National Services Attempts to simultaneously improve availability, access and use of climate information. Works with Meteo Rwanda to quality-control all available station data and combine them with satellite and reanalysis products. The main focus of ENACTS is creation of reliable climate information products for local decision-making.

9 Introducing local seasonal forecasts in probability-of-exceedance format Matches local historic climate variability, the information that decision makers would use in absence of forecast Provides probability associated with any threshold (e.g., minimum rainfall to meet crop demand) for management options Conveys the accuracy and uncertainty of forecast in clear, transparent manner Well-developed and tested participatory methods: Consistent with PICSA approach Plans to extend PICSA training Nyanza 2015 experimental forecast
10 Major Outputs of ENACTS Over 30/50-years of climate time series for every 4km grid across each country: o Now data available where there are no stations Installation of the IRI Data Library at Meteo Rwaanda o A powerful tool for generating climate information Unprecedented online access to information products: o Satisfies the needs of many users o Overcomes (partly) the challenges of data access Built capacity at NMHS and some user communities

Nearly One Million Rwanda farmers equipped with relevant operational climate services, empowered to better manage climate risk Agricultural and food security planning improved with climate services National chain of climate services supports key national agencies to sustainably deliver operational services for agriculture

Outcome 4 National Services Governance Outcome 1 Outcome 2 Outcome 3 Services for Farmers Services for Government Planning Information Provision Agricultural extension and other intermediaries provide farmers across Rwanda s 30 districts with decision-relevant operational climate information and advisory services, and empower and guide them to use the information to better manage risk.

Outcome 4 National Services Governance Outcome 1 Outcome 2 Outcome 3 Services for Farmers Services for Government Planning Information Provision Agricultural and food security decision-makers in the Ministry of Agriculture, and in other relevant government agencies and institutions, are using climate information to respond more effectively to climate-related risks and to inform decisions that build the resilience of farmers.

Outcome 4 National Services Governance Outcome 1 Outcome 2 Outcome 3 Services for Farmers Services for Government Planning Information Provision A national climate services governance structure ensures sustained coproduction, assessment and improvement of climate service for agriculture and food security; and facilitates a formal interface and effective dialog between the key agencies involved.

21 Strategy of reaching 1,000,000 People Using the available network of 14,200 farmer promoters and 2,500 FFS Facilitators training farmers through TWIGIRE MUHINZI: Quickly reach all farmers with basic extension messages through mobilisation and demonstration plots in each village. Gradually reaching all farmers with in depth knowledge by offering an experimental learning experience in the Farmer Field School (FFS) plot. If a FP reaches only 100 farmers=14,200*100=1,420,000 famers SMS through climate services information to FPs, FFS facilitator, Agronomists and other extension workers.
