3 I. Overview 1. Report scope The report mentions the fresh and processed fishery products including: Shrimp: with three main products being frozen shrimp, canned shrimp and fresh shrimp. Fish and products from fish including fresh fish, processed fish, frozen fish and fish meal. Mollusca: including squid, frozen sepiabone, squid, fresh sepiabone, frozen and fresh poulp. Dried fishery products. Other fishery products. 2. Overview of fishery sector Fishery products industry is of the pioneering ones in the innovation and transformation to the market economy of Vietnam. From the brink of downturn in late 1970s, the industry has grown dramatically and in the year 1992 the output of fishery products exceeded the number of one million ton. Fishery products industry, at the same time, is one of important industries of Vietnam. Probably speaking, the development of the fishery products industry has made considerable influence on other fields and careers in the society. Fishery products industry has contributed to the increase of export turn-over and commerce and diplomatic exchange between Vietnam and other countries in the world. Growth of fishery products export is equivalent to industries, construction and service creating a lot of jobs and attracting a number of labor forces participating in all steps of production, reducing the pressure of unemployment in the nation scale. At the present, Vietnam is ranking 7 th in fishery products export in the world. Many countries import fishery products from Vietnam including three big markets in the world which are European Union, USA and Japan. Potentiality and capacity of fishery products export of Vietnam is considerable. Consumers in the world are very impressed by shrimp and catfish from Vietnam. Shrimp in Vietnam has many advantages from the different raising conditions in comparison with other countries. Many exporters from Vietnam have exported clean shrimp to European Union market. Vietnam is able to raise big prawn for leading markets while other countries such s Thailand and Indonesia are changing to white-foot shrimp rising. 3

4 II. Production situation 1. Production allocation Vietnam has more than one million km 2 of fishery area. Apart from the exploited area at sea, there is also a great deal of area for raising fresh water fish together with welloff raising area in Mekong river delta and midland region. Exploiting regions are allocated as follows: Highland and northern mountainous region raises and exploits fishery products species of subtropical and temperate climate. Area of water reservoirs, natural lakes, small ponds and lakes are suitable for extensive, semi-intensive and raft raising in the rivers. Red river delta region raises and exploits brackish water fishery products. Potential aquaculture in tide area is about 58,800 hectares which is equal to 9.54% of natural area the whole region and domestic fresh water area of 126,500 hectares which is equal to 8.48% area of the whole region. Besides, there is also 39,700 hectares of closed gulfs along the coastline Area for aquaculture in the Northern central region is not large. Tide area is about 52,000 hectares (in which there are 18,500 small ponds and lakes, 24,500 large water surfaces, 24,700 low-lying fields), area of lagoon is 37,600 hectares. Aquaculture area in the coastal southern central region is 43,000 hectares. Tide area accounts for only 1% natural area of the whole region and more than 22,000 hectares of airtight channel with high degree of salting which is suitable for different scales and methods of raising. Area of fresh water is inconsiderable about 18,000 hectares. Area of small ponds and lakes in the central highland is about 2,600 hectares. The southeast region has the advantage of raising and exploiting fishery products of fresh, salt and brackish water. Potential area for aquaculture is more than 19,000 hectares. Besides, there is approximately 11,000 hectares of gulf for aquaculture at sea. Aquaculture area in this region is about 78,500 hectares which is mainly water surface of 83,000 hectares. Mekong river delta is suitable for raising shrimp due to the characteristic of geological composition with salinity area accounting for 46.15% area of the whole region. Area for fresh water aquaculture accounts for more than 400,000 hectares. 2. Characteristics, classification and structure of fishery products Fishery products of Vietnam are plentiful and diversified, including the following kinds: Shrimp: is the product which has the highest value for export among the fishery products with three main products: frozen, canned and fresh shrimp. Fish and products from fish including fresh fish, processed fish, canned fish and fish meal. 4

5 Mollusc: this is of very important fishery products group for export. This group includes squid, frozen sepiabone, squid, fresh sepiabone, fresh and frozen poulp. Dried fishery products. Production scale and capacity 3.1. Potential source of income from natural fishery products According to the latest assessment, in the whole territorial waters of Vietnam, the reserves and capacity for each kind of fishery products are as follows Reserves of sea fish is 4.2 million tons with more than 2000 kinds of fish in which reserves for exploitation is 1.7 million tons a year including 850 thousand tons of ground fish, 700 thousand tons of small surface fish, 120 thousand tons of ocean surface fish. There are more than 1600 kinds of crustaceans and the allowed reserves for exploitation is 50 to 60 thousand tons a year in which sea crayfish, lobster, miter shrimp, crab are kinds bring high benefit. There are about 2500 kinds of molluscas in which squid and poulp bring highest benefit (allowed reserves of 60 to 70 thousand tons a year); Annually, Vietnam can exploit from 45 to 50 thousand tons of seaweed such as Gracilaria. Apart from that, Vietnam owns many kinds of valuable fishery products such as abalone, tortoise-shell, and sea birds and can exploit fin, swimming bladder, pearl In general, due to the specific characteristics of tropical sea, fishery products source of Vietnam is diversified in kinds with small individual size and high renewable rate. Additionally, monsoon mechanism creates major changes in oceanographical condition which makes fish allocation change seasonally and scale of swarms is small. 5

6 According to statistics, allowed reserves for Vietnam sea fish including ground and surface fish in the seashore can maintain at the rate of 700,000 tons a year, which is smaller than the exploiting reserves in this area in the past few years. At the same time, resource of income from the offshore region is considerable. Apart from the sea fishery products, Vietnam also has quite diversified sources of natural domestic fishery products. Fresh water fish has 544 kinds in 18 sets, 57 families, and 228 varieties with plentiful varieties and high biodiversity Aquaculture Vietnam has the potentiality of raising the fishery products which are plentiful and diversified. The water surface area includes system of ponds, lakes, fields of one million hectare, tide area of 0.7 million hectare, system of channels, gulfs, lagoons which can be used for aquaculture and has not been planned of about 300, ,000 hectares, apart from that there is also system of interlacing rivers and channels all over the country. According to the resolution No.09 of the government on transferring agriculture cultivation structure, allowing the cultivator freely choose the method of cultivation to increase income for each unit of areas, provinces has checked land area, kinds of water surface, salt production areas with low efficiency, sandy soil areas, uncultivated areas to plan, transfer and implement aquaculture projects. From 1999 to 2005, total area transferred to aquaculture has reached the number of 377,269 hectares (from low efficiency rice-growing land: 346,694 hectares, from sandy land: 1,304 hectares, from sedge growing land: 2,236 hectares, salt producing field: 2,170 hectares, garden and uncultivated land: 24,826 hectares). The transference to aquaculture has increased the area of water surface as well as the output of fishery products. Therefore, potentiality of the land has been exploited more effectively and at the same time a new job with high income has been created in many rural regions. Statistics shows that average income after transference to aquaculture in Hai Duong Province is 88 million dongs per hectares (6.8 times higher than rice growing), in Vinh Phuc is 85 million dongs (5.7 times); in Tay Ninh is 80 million dongs (4 times higher); in Ca Mau extensive shrimp raising brings 25 to 30 million dongs of benefit per hectare, raising shrimp and crab in the channel of orchards is 30 to 40 million dongs per hectare, raising shrimp at industrial scale is 70 to 110 million dongs per hectare, goby raising is 450 to 500 million dongs per hectare, carp raising is 250 to 300 million dongs per hectare, trinh fish raising is 200 to 250 million dongs per hectare a year. In rice-growing land, Thai Binh, land area transferred from salt producing land and low efficiency rice-growing land to brackish and salt water aquaculture brings high economic efficiency which is 7 to 8 times higher than rice growing, 8 to 10 times higher than salt production with the benefit of 70 to 80 million dongs per hectare a year, some households especially get benefit of 300 million dongs per hectare a year. 6

7 Thanks to the transferring policy, aquaculture has made great progress. Area of aquaculture has increased to 640,495 in the year 2000 from 524,691 hectares in 1999, to 755,178 hectares in 2001, to 799,744 in 2002, to 867,613 hectares in 2003, to 920,088 hectares in 2004, and to 959,954 hectares in 2005, which has increased 435,327 hectares in comparison with the year At the same time, the output of aquaculture has increased dramatically: 480,767 tons in 1999, 589,595 tons in 2000, 709,891 tons in 2001, 844,810 tons in 2002, 1,003,095 tons in 2003, 1,202,468 tons in 2004, 1,437,356 tons in 2005 which increases by 956,583 tons (two times) in comparison with the year The rate of growth in output is higher than the increase in area which shows that techniques in aquaculture have been improved and become more and more effective. In term of investment, 468 projects in aquaculture were ratified from 2001 to 2005 with total investment of 9,670 million dongs (in which capital budget of the government is 1,382,200 million dongs accounting for 14.05%, credit capital is 3,868,040 million dongs, mobilized capital is 3,535,860 million dongs, and foreign investing capital is 885,000 million dongs). However, budget capital has played important role in developing necessary facilities. 983,000 meters of dyke was constructed with the dug volume of approximate 9 million cubic meters; 1,082 drains were installed, 220,000 m of main water supply channels were dug with the dug volume of more than 3 million m3; 55,560 m of draining channels with dug volume of 1.5 m3; 29 pumping stations; 1,161 km of communication route; 82 km of low voltage line; 40 transformer stations; the raising area is 65,765 hectares which contributes annual output of 150,000 tons and creates jobs for 66,700 people. Density of aquaculture in brackish and salt water area accounts for 510,400 tons and the bigger rest is the output in fresh water area which is 639,700 tons. However, benefit from aquaculture in brackish and salt water area is much bigger than in fresh water area. in the present period, structure of fishery products according to kinds and varieties are tending to change. 8 With the goal to increase the aquaculture area to 1.1 million hectare, total output to 2.1 million tons, reach export turnover of USD 2.5 billion, create jobs for 2.8 million people by 2010, 17,460 billion dong of capital is needed for investment in aquaculture in the period all sources of capital will increase in which government capital is 3,143 billion dong, credit capital is 6,984 billion dong, mobilized capital is 6,111 billion dong, foreign capital is 1,222 billion dong. Project list implemented in this period includes 235 projects in aquaculture development program with area of 159,403 hectares and investment capital of 4,772 billion dong; 84 projects in fishery products varieties development with area of 1,631 hectares and total investment capital of 916,886 billion dong Exploiting fishery products Vietnam has advantages in fishery products. Apart from exploiting surface fish, thousands hectares of lagoon can be used for aquaculture with fishery products with high export benefit such as shrimp, crab... In term of production capacity, exploiting field develops dramatically however the exploiting method is still small. Therefore there is still shortage of material for processing. Total exploiting output in 2002 reaches 2,647.4 tons (exploiting output 1,802.6 raising output 844.8), but in 2006 total output reaches the number of 3, (exploiting output 2, tons raising output 1, ) which increases 30% with 10% increase of exploiting and 200% increase of aquaculture. Reason for the dramatic increase in aquaculture output is that localities has actively planned and had support policies for enterprises, aquaculture units and especially the high economic benefit. At this growth rate, system of processing factories is developing faster than the growth in fishery products exploiting and aquaculture. Over the past year, the number of frozen fishery products processing factories has increased about 20% while output of fishery products both in aquaculture and exploiting in 2006 increased only 7.6% in comparison with the year The relationship between demand and supply is unbalanced. According to VASEP, fishery products processing factories have recently operated 30 to 50% of designed capacity wasting investing capital. Therefore, exploiting and aquaculture must develop correlatively. 3.4 Fishery production In the last ten years, the output of the fishery industry has on constant growth with the high growth rate of average of 10.1%/year, surpassing the objectives set in the Program to develop fishery export to the year 2005 approved by the Government. 9 (Source: General Statistics Office) 3.5 Fishery procesing industry The Vietnam fishery industry has been in existence for quite a long time. The tradional fishery processing methods such as making fish sauce, frying, drying, Many kinds of products are so popular among Vietnamese such as fish sauce, shrimp sauce, dried fish and dried cuttle fish etc in wich dried shrimp and cuttle-fish have made lots contributions to the increase in export value of the fishery industry... There are now 439 fishery processing factories for exporting nationwide, in which 171 enterprises are the list of fishery exporters to EU (In 1999, this figure was only enterprises apply the product quality management process HACCP, satisfying the requirements to export to America; 222 enterprises fulfill the requirements to export to Korea, 295 to China etc. Until now, in the whole country, the number of fishery producing and processing factories that can meet the industry criteria about food safety is 300, making up 64% of the total production factories that have the industrial scale. 4. Production materials Vietnam has abundant materials for fishery production. The main area of fishrery material is the Coastal South Central region. Some main points about the material area are as followed: In 2004, total shrimp cultivating area was about ha, occupies 59.6% of the total fishery area of the whole country. The shrimp output was tons, making up 26% of the total area. However, the shrimp is mainly in the Mekong Delta with the total output tons, equivalent to76.7% of whole nation fishery output. In 2006, Ca Mau province has set plan of over ha to cultivate shrimp with different kinds of shrimp: forest shrimp, rice shrimp, field shrimp, ecology shrimp and industrial grown shrimps, and establish the model of raising shrimp with other kinds of fish, To Oct, 2007, total fishery raising area of the province was 12,819 ha up by 3.2% compared with the same period. Total output is 65,920 tons of raising and domestic exploiting output was 3,451 ton, exploiting output was 61,220 tons. 9

10 Tien Giang strives to the year 2010 will have the output of 161,000 tons, the average growth rate is 3.06%. The area of fishery raising of Kien Giang provinve has been increasing fast. In 2004 the area was 79,161 ha, 2006 was 92,230 ha, output was 66,780 tons, area increased 3.3 times an d output 7.4 times compared with those of The shripm rasing area alone in 2006 was 72,736 ha, output 23,456 tons in which the industrial and semi-industrial area was of 1000 ha with high productivity and efficiency in the Long Xuyen Retangle.. The fishery area of rasing fishery of Soc Trang also went up constantly. In ,171 ha, in which the area of shrimp raisingwas 52,411 ha, the raising area of sweet water fishery was 12,760 ha. Production trend Main production trend is to develop the raising output of Tra and Basa catfish in the Southern Central area and Mekong Delta for exporting and consuming domestically. Major producers Till the end 2006, Vietnam has about over 900 enterprises, branches and processing units participating in the fishery production. Famous fishery brands domestically and overseas From 2005, Vietnam fishery industry has the strategy to build up a national image for three typical commodities: representing for the Vietnam fishery: tiger shrimp, Tra fish and Basa Fish, and Ngu fish. The enterprises have chosen the common name for Vietnam Tra Fish Top quality Pangasiu from Vietnam, TQP in brief.. 11

12 III. Domestic consumption 1. Market characteristic With the population of more than 80 millions, the domestic market is potential. Vietnam fishery industry has the capacity to provide a stable supply for the domestic market. Besides, due to a large area of river and seas, Vietnamese has the taste for fishery products of different types 2. Consumption situation The average fishery consumption per capital increases yearly. In 1990, this figure was 13.5kg per person, in 2001, this figure increased to 19.4 kg per person. So, within the ten years, the average growth rate is 30%. This figure is projected to be over 19.4 kg/person. In the context of worries over bird flu and other diseases related to pigs, many people change to use fishery products. Along with the export growth, expanding the domestic market is also important task to develop the fishery industry. According to the figure released in 1990, the amount of fresh fishery consumed domestically was 880 thousand tons; in 2001 was 1.52 million tons, up by 1.72 times. So, the domestic market has an equivalent value to the overseas market.. This meant that the consumption growth is greater than the population. It is estimated that to the year 2010, the average domestic fishery consumption per capita will increase by 2 times, to reach the figure of kg/person. Almost all kinds of sweet water fish, except for Tra and Basa fish are consumed in domestic market, where the fresh and iced and suit the customer taste. The selling amount of frozen products and canned products is quite modest. 12

13 Fish sauce and shrimp sauce, fried shrimp are also mainly consumed domestically. Generally speaking, the price of domestically consumed products is lower than those of exported products because of lower appearance and quality. Overseas consumed. In recent years, many supermarkets and restaurants have provided high quality fishery products.; however, the development of domestic market seems to be spontaneous, of small scale and the trading model is so simple, the products are not match with the food safety requirements (no brands, no preservation methods etc ), The consumption rate fluctuates quite clearly according to the geographical area. The Red river Delta, Coastal Northern Central area, Coastal Southern Central area and the Mekong Delta area have high consumption rate. In contrast, mountainous area such as the highland, Western North, Eastern North, due to the limited output of fishery and the complicates geographical conditions, the circulation of the fishery is very difficult, making higher price lower average consumption per capita. Currently, the source of fishery for domestic consumption comes from catching, raising, from the supply of the domestic processing enterprises and from importing. 3. Consumption trend In general, fishery has become the valuable products on domestic market. The consumption rate of fishery products tends to go up. The domestic fishery market has positive move, in terms of quantity, quality and types of products. Many kinds of products are both consumed domestically and overseas. However, the domestic price always fluctuates as per the fishery exports and fluctuates seasonally; for example, price goes down in the right season and up when the fishery products for exporting are in scarcity. 4. Price Understanding the mood of being afraid of the poultry meat and pig of the buyer, the fishery enterprises has offered various products which are varied in types and ensured about safety. Not only frozen shrimps, fish, fillet or powdered, they accelerate the production of fast-food such as catfish: Tra and Basa, Basa soup and other processed food. Due to high consumption, price of fresh fishery increases much. Processed products are mainly sold in big supermarkets such as Metro, BigC, Fivimart, etc restaurants, hotels and main markets in the countries. 15

16 IV. Export situation 1. Output and export value In many continuous years, fishery maintains among the commodities that bring the biggest source of foreign currency for Vietnam, from 8-11 % of the total export value. Vietnam has the fattest growing rate among the countries that have biggest fishery exports. The average growth rate of was 20.4%, the annual growth rate was 9.97%. To 2003, VN is the 7 th world biggest country of fishery export. In 2004, Vietnam fishery exports was USD 2.4 billion, 2005: USD 2.73 billion, contributing to increase the total export value of the period to USD billion, fulfilling the plan of , reaching the average growth rate of 13%/year. 17 By 2010, Vietnam will strive for aquatic export to achieve billion USD with variety of export article, raising the quantity and quality of products. In term of export variety, the rate has bib change. In the past, the frozen shrimps took majority but now the fresh products and the value added is increasing. The statistics of nine first months of the year 2007 show that the shrimp is the main export, gaining tons worth USD, the second position belongs to frozen fish ( mainly including Tra, Basa and other articles such as mollusk with remarkable quantity and export value. Export market The export market has been incessantly broadened, and now Vietnam s fishery products appear in more than 80 countries in the world. However, it still concentrates on a few main markets such as America, Japan, EU, and China. According to statistics of VASEP, eleven first months of the year 2006, total value of fishery products exported to Japan achieved 775 million USD; however, notably the growth rate is only 2.8%. In the whole 2006, total export turnover to Japan was more than $1bil. 2.2 The EU market EU is the largest export market of Vietnam. Vietnam s export turnover to this market in the period of is small, occupying about 3-5%. Up to 2004 when EU bloc added 10 member nations, the export value to this bloc raised strongly by 98.33% in comparison with the year of 2003, making up 9.46% of total of export value of Vietnam. In 2005, the export value to this market was million USD, eual to 1.87 times of the year 2004, and occupying 15.88% of aquatic export share of Vietnam. In 2006, EU market took 24.7% share with million USD, in which importing the Tra, Basa from Vietnam was million USD. At present EU is holding approximantly 50% of importing density of Tra, Basa. Moreover, EU is at the top of importing tune from Vietnam with value of million USD, increasing by 55%. In respect of the shrimp, the value exported to this market is million USD, ranking the third after the US and Japan. 18

According to statistics of Vietnamese Customs, export value to Belgium occupies the biggest density with million USD equal to 18% of total export turnover to EU in Next is Germany market with 16%, Italian market with 15%, Spanish market with 12%, Holland market with 10%, French market with 9%, British market with 9%. 20 2.3 The US market The US is always the large import market of the fishery products from Vietnam, only ranking after EU. Within seven first months, the US market occupies approximately 20% of aquatic export density of Vietnam with value of million USD in comparison with the last year. The fishery products exported to the US increase by 14.6%, in which exporting the shrimp, Tra, Basa raises by nearly 1% in spite of being imposed antidumping duty. Most of the shell shrimps of Vietnam exported to the US have size of 31/40 and over, and their unit prices increase. Wrapped shrimp raises little by 2%, the price of the shell shrimp with small size of 15 also increases from 16.37USD/kg to 16.62USD/kg and its density rises from 15% to 19%. 20

21 3. Main export enterprises. Up to 2006, there are about 900 enterprises, branches and production units of Vietnam participating in the aquatic export activities. According to the statistics of Head Department of Customs, 20 enterprises have the highest export turnover occupying 36.6% of total aquatic export turnover in the year of The first is Nam Viet joint-stock company with million USD of the total export turnover equal to 9.1% of total turnover of 20 enterprises with highest turnover and equal 2.97% of the aquatic export turnover of Vietnam.. The second is Minh Phu Aquatic and Sea product join-stock company with the value of 95.5 million USD equal to 7.8% of 20 enterprises with highest turnover. The third is Ca Mau Aquatic and Sea product processing and Export-Import Joint-stock company with 89.5 million USD of the export turnover in 2006 equal to 7.3% of total export turnover of 20 enterprises with the highest one. Export opportunity and strength With plentiful of the aquatic reserves, the diversified species, increasingly improved quality and the event that Vietnam joins in the WTO, the opportunity of aquatic product export are opening so large. 22

23 V. Import situation 1. Import output and turnover The import turnover of the fishery products is very low, only equal to 7-5% of export turnover. The main imports are breeding animals (the breeding shrimp and fish), the fish paste and a few aquatic-origin materials satisfying the increase speed of aquiculture activities with 20% per year. According to the statistics of the period , the total volume and import value raised continuously. In 2001, we imported tons worth million. In 2004, the weight of aquatic imports is 4.4 times higher than 2001 and its value is 5 times higher than It is predicted that by 2010 Vietnam s aquatic import will go up with speed of 8-10% per year; the import weight in 2010 can be at least 200 thousand tons. 2. Import market There are a lot of markets for Vietnam to import from, however Vietnam mainly import from the Asian countries and territories. In which, Indonesia is the top supplier in comparison with the total of aquatic import value of Vietnam. At present, there are about 40 countries and territories over the world exporting the fishery products to Vietnamese market. Orientation and policies on developing the export of aquatic products of Vietnam In order to push the export development of aquticulture sector, Prime Minister signed the Decision no. 149/2007/QD-TTg on 10 September 2007 to ratify the programme of the national target on food hygiene and safety in period of with the following primary content: 1- Intensify managing the quality, hygiene and safety in producing and proccessing the aquatic export. Intensify testing the hygiene and safety conditions of the processing units; stick the quality and efficiency of the processing enterprises with the materials producers.. 2-Focus on solving the difficulties, finding the solutions to problems about the hygiene and safety of exports to Japan (control the surplus antibiotic amount in all the lots of products exported to Japan of the uncontrollable enterprises), procedure of exporting to Russia. Discover and treat definitely, opportunely and initially the entanglements of export to other arkets caused by the hygiene and safety 3- Concentrate on finishing the construction, adjustment of the planning for developing the production and cosumption of Tra, Basa; intensify the management, planning in order to ensure the sunstainable aquiculture development. Stablize the price of Tra, Basa and shrimp materials in themarket, ensure the stable production... Orientation for the year 2008 : expose, protect, develop the aquicuture source of income of Vietnam in principle of ensuring the efficiency, being safe and suitable with the goals if preservation, protection and development of the aquicuture source, lifting Vietnam s fishery to the level equal to the developed countries in the Asia-Pacific region. The tagets and orientaiton of the Aquiculture sector up to 2010 are assuming the supply of 35 billion breeding shirmp, over 50 million breeding crustaceans, over 11 billion breeding mollusk, about 400 million breeding sea fish, and over tons of breeding seaweeds to server the aquaticulture. At present, Ministry of Aquiculture is drafting the Program of developing the export of the fishery products to the year 2010 and visibility for the year According to these programs, the export turnover will be 4 billion USD in 2010 and billion USD in
