It is located located on Kyambogo Hill in the capital city, Kampala. The University is a unique institution which has adopted an integrated approach to education, focusing on vocational education at all levels. It has embraced the fields of Science and Technology, Humanities, Business Management and Entrepreneurship, Facilities and ICT Development, Education and Teacher Development as well as Special Needs Education. The mission of Kyambogo University is To advance and promote knowledge and development of skills in science, technology and education and in such other fields having regard to quality, equity, and transformation of society. It prides itself in providing Knowledge and Skills for Service. To achieve its mission and strategic goals, the University seeks to fill the following top management positions: University Secretary, University Bursar, University Library, Dean of Students, Director Human Resources and Chief Internal Auditor. 2 JOB TITLE: UNIVERSITY SECRETARY SALARY SCALE: M 3 RESPONSIBLE TO: VICE CHANCELLOR JOB PURPOSE Accounting Officer of the University and provides general administration to the University including custody of the seal and administration of University assets. KEY FUNCTIONS 1. Directing the preparation of the University annual budget and work plans. 2. Managing and accounting for the proper use of the financial, human and physical resources of the University in accordance with the existing laws, policy, regulations, guidelines, approved annual work plans and budgets. 3. Communicating, interpreting, guiding and providing technical support in the implementation of Council policies and resolutions. 4. Secretary to the University Council and its Committees, providing guidance to the Vice Chancellor and the management team to facilitate Council in decision making and governance. 5. Enforcing accountability and transparency in the management and delivery of University administrative and financial services in line with existing law, policy, regulations, guidelines and Council resolutions. 6. Directing the procurement of University goods, works and services and disposal of assets in accordance with the law, policy, regulations and guidelines. 7. Promoting linkages between Departments, Management, Council, line Ministries and other Stakeholders for effective implementation of University programmes, operations and policies and enhancing collaborative networks. 8. Directing the management, inventory and safe custody of all assets of the University including the seal and records. 9. Coordinating the provision of legal services and representing the University in cases of civil litigation. 10. Answering audit queries that may arise from the appropriate authorities. 11. Managing and assessing the performance of staff in the Office of the University Secretary. 12. Mentoring, coaching and counselling of staff. KEY OUTPUTS 1. Must possess a Masters degree in either Business Administration (Management option), Accounting and Finance, Public Administration or Management Studies from a recognised institution. 2. Must possess a Bachelors degree in either Arts (Social Sciences), Human Resource Management, Social Work and Social Administration, Business Administration, Public Administration, Organisational Psychology, Law and Accounting and Finance from a recognised institution. 3. Membership of the Institute of Chartered Secretaries and Administrators (ICSA) is an added advantage. 4. Diploma in Law or Certificate in Administrative Law is an added advantage. b) Competencies 1. Should have the ability to organize and commit resources and time to establish and deliver on initiatives that will achieve significant long-term benefits for the University. 2. Should have the ability to ensure that University administrative and governance processes are transparent and performance and accountability centres are clearly defined. 3. 5 JOB TITLE: SALARY SCALE: RESPONSIBLE TO: UNIVERSITY BURSAR M3 VICE CHANCELLOR THROUGH THE UNIVERSITY SECRETARY JOB PURPOSE To be responsible for financial administration and planning of the University and maintain accounts in a form determined by the University Council. KEY FUNCTIONS 1. Preparing annual work plans and financial budgets for the Office of the University Bursar and directing their implementation. 2. Coordinating and supporting the preparation, consolidation of University budgets and work plans and monitoring their implementation. 3. Overseeing management of income, expenditure, stores and assets of the University. 4. Directing the preparation of financial statements, accountabilities and supervising the proper management of accounting records. 5. Developing and instituting accounting, accountability and risk management systems for resources and assets of the University in accordance with University policy, regulations and the law. 6. Promoting and enforcing adherence to financial policy, regulatory framework including standards of professional practice. 7. Supporting the conduct of audits and preparing timely responses to audit queries and mandatory inquiries whenever necessary. 8. Providing technical support and guidance to Top Management and Council on financial matters including policy proposals, funding priorities and improvements to financial management systems. 9. Coordinating the disbursement and accountability for University funds including Donor funds. 10. Managing and assessing the performance of staff in the Office of the University Bursar. 11. Mentoring, coaching and counselling of staff in the Bursar s Department 12. Preparing revenue forecasts and initiating investment proposals. 13. Must possess a Master s degree in either Commerce (Accounting and Finance option), Accounting and Finance or Business Administration (Accounting and Finance option). 2. Must possess a Bachelor s degree in either Commerce, Accounting and Finance, Economics or Business Administration. 3. Full professional accounting qualification such as ACCA, CPA or CIMA. 4. Must be a Member of a recognised professional accounting body like the Institute of Certified Public Accountants of Uganda (ICPAU) or equivalent. 5. Diploma in Law or Certificate in Administrative Law is an added advantage. 6. Qualification in Management is added advantage. b) Competencies 1. Should have a high level of integrity with excellent communication, leadership and people skills. 2. Should have the ability to initiate and institute measures to enforce prudent financial management and proper use and accountability of the University s fiscal resources. 3. Should have the ability to monitor and evaluate budget performance. 4. Should have proven ability to manage technical teams and transfer skills and knowledge to others through formal training and technical support. 5. Should have the ability to understand group dynamics, inspire high levels of performance and encourage winning behaviour. 6. Should be computer literate, with good working knowledge of standard office documentation software and with demonstrable knowledge and skills in computerised Financial Management systems and packages. 7. 8 JOB TITLE: SALARY SCALE: RESPONSIBLE TO: M3 UNIVERSITY LIBRARIAN VICE CHANCELLOR JOB PURPOSE To develop, control, manage and coordinate all library and information systems and services of the University in support of teaching, learning and research. KEY FUNCTIONS 1. Preparing annual work plans and financial budgets for University library and information services and directing their implementation. 2. Initiating development and review of library and information services policy, strategies and work plans. 3. Developing appropriate library systems, procedures, regulations and guidelines to facilitate the proper functioning of the University including cataloguing, classification and access to reading materials. 4. Managing the acquisition of library resources including reading material and electronic or other equipment. 5. Overseeing the provision of effective library/ information services and resources including internet, e-library and other emerging technologies. 6. Directing the organization of library resources, maintenance and managing their accurate inventory and safe custody. 7. Acquiring and issuing complimentary copies of books, publications electronic media resources to the relevant Faculty or Department. 8. Coordinating the exhibition and promotion of new library resources relevant to the University s requirements. 9. Fostering advantageous collaborations with other institutions, organisations and consortia in order to expand the reach of libraries resources. 10. Researching on emerging trends and best practices and providing leadership on the emerging landscape of academic research and technologies. 11. Must possess a Master s degree in any of the following: Librarianship and Information Management; Library and Information Science; Library and Information Studies; or Library and Information Practice. 3. Must possess a first degree in any of the following disciplines: Library and Information Science Library and Information Studies; or Information Science. Social Sciences b) Competencies 1. Should have demonstrated success in research, development and implementation of new technologies and innovative services in an academic library environment. 2. Should have the ability to establish systems for collecting, sharing and evaluating new information. 3. Should have a high level of integrity with excellent communication, leadership and people skills. 4. 11 JOB TITLE: SALARY SCALE: RESPONSIBLE TO: M3 DEAN OF STUDENTS VICE CHANCELLOR JOB PURPOSE To ensure provision of effective and efficient administrative services for the welfare and discipline of students in accordance with the law, University rules and regulations. KEY FUNCTIONS 1. Preparing annual work plans and financial budgets for the Office of the Dean of Students, halls of residence, sports and games, entertainment and directing their implementation. 2. Directing the supervision and control of the halls of residence and all matters related to the accommodation of both resident and non-resident students. 3. Directing the provision of catering, counselling and guidance services and coordinating student leadership and career development events. 4. Directing matters related to the operations of the Students Guild, coordinating, accrediting and guiding the activities of other student associations in line with policies and regulations of the University. 5. Advising the Vice Chancellor and other University Managers on matters relating to student welfare and discipline. 6. Directing the organisation and management of student sports, games and recreational activities in line with the university budgets. 7. Supporting the provision of Secretariat services to Committees managing student s affairs. 8. Managing and assessing the performance of staff in the Office of the Dean of Students. 9. Mentoring, coaching and counselling staff of the Office of the Dean of Students. 10. Liaising with the various religious leaders in support of student s spiritual wellbeing. 11. Liaising with University Managers for the delivery of welfare services to students including health and sanitation. 12. Accrediting and advising on student accommodation outside the University campus and liaising between hostel owners and students for provision of acceptable services. KEY OUTPUTS 1. Should have the ability to understand student behavioural patterns, group dynamics and inspire disciplined behaviour. 3. KEY FUNCTIONS 1. Initiating, developing or reviewing human resource management policy, manual, plans, strategies, guidelines, rules and regulations. 2. Directing performance management within the University including supporting the setting of performance standards, drafting performance contracts and conduct of appraisals. 3. Directing the administration of emoluments, benefits and work related compensation as stipulated by University policy or the law. 4. Directing the determination of staff training needs and coordinating the development of staff capacity building strategies and plans in liaison with the various faculties and departments. 5. Directing the development of University staff forecasts, recruitment and exit plans for the medium and long term. 6. Planning, managing and assessing the performance of staff in the Directorate of Human Resources. 7. Mentoring, coaching and counselling staff of the Directorate. 8. Providing professional human resource management advice and guidance to Management and other decision-making organs of the University including the deployment, transfer of staff, succession planning, knowledge management and talent management. 9. 17 JOB TITLE: SALARY SCALE: RESPONSIBLE TO: M3 CHIEF INTERNAL AUDITOR AUDIT COMMITTEE AND UNIVERSITY SECRETARY JOB PURPOSE To head the internal audit function and manage quality assurance services in systems of internal financial controls, risk management, corporate governance and compliance with standards. KEY FUNCTIONS 1. Appraising the soundness and application of the accounting, functional and operational controls of the University. 2. Preparing, submitting and reporting on the execution of the annual internal audit work plan. 3. Evaluating the effectiveness and contributing to the improvement of risk management processes of the University. 4. Providing assurance on the efficiency and effectiveness of the economy in the administration of the programmes and operations of the University. 5. Preparing and submitting annual work plans and quarterly Internal Audit reports in accordance with the law. 6. Planning, managing and assessing the performance of staff in the Internal Audit Department. 7. Mentoring, coaching and counselling staff in the Internal Audit Department. 8. Providing guidance on Internal Audit and Audit Committee Charters. KEY OUTPUTS 1. Annual internal audit work plan developed and reports on their execution prepared and submitted. 2. Should be between 40 and 55 years of age at the time of application. GENERAL TERMS FOR THE ABOVE POSTS 1. APPOINTMENT In accordance with the Universities and Other Tertiary Institutions Act 2001 (as amended 2003, 2006), the successful candidates shall be appointed on contract for five years and shall be eligible for re-appointment in accordance with the HR Manual. 2. REMUNERATION An attractive remuneration package shall be paid in accordance with the HR Manual. 3. EMPLOYMENT CONTRACT Upon acceptance of the job offer the successful candidate will be required to sign a contract of employment with the University setting out the terms and conditions of employment. 4.
