4 4 A FEW WORDS OF HISTORY ZINTEGROWANY SYSTEM ROLNICZEJ INFORMACJI RYNKOWEJ (ZSRIR) INTEGRATED AGRICULTURAL MARKET INFORMATION SYSTEM created in 2001 by the Ministry of Agriculture and Rural Development two main objectives: meeting the needs of market participants and decision makers to obtain market information, having a system of price collection for reporting purposes to the EU institutions.

5 5 LEGAL BASIS - I 1) Act of 30 March 2001 on agricultural market surveys legal obligations for the Minister of Agriculture and Rural Development: conducting surveys, collection and processing of data, dissemination of data, preparation of the methodology of surveys (incl. range of data and operators required to send them, frequency, deadlines, etc.), obligation for operators to send the market data free of charge.

6 6 LEGAL BASIS - II 2) Regulation of the Minister of Agriculture and Rural Development of 22 July 2011 on the market data collected: range of data covered and its detailed description, list of products for which quotation of prices and supply is carried out, characteristics of subjects obliged to provide data, deadlines and means of sending the data to the central database in the Ministry.

9 9 SOURCES OF INFORMATION entrepreneurs who buy or sell agricultural and food products (flourmills, feed mills, elevators, slaughterhouses, creameries, fruit-vegetable processing plants, others), wholesale markets (flowers, fruits & vegetables) Advisory Centre for Agriculture and Rural Development (cereals, live animals, vegetables) groups of producers, agricultural chambers, gardening cooperatives (fruits & vegetables) commodity exchanges, Brokerage firms (cereals, meat, sugar, powder milk)

11 11 PIGMEAT SECTOR PART - I Which data are collected? purchase prices of pig carcasses according to SEUROP classification, prices of piglets on marketplaces, selling prices of: pig carcasses, loins (middle part) bone-in, processed products: cooked ham and a specific kind of sausage (toruńska), volume (turnover) covered.

12 12 PIGMEAT SECTOR PART - II How the data are collected? weekly; deadline for sending data via the ZSRIR system for authorized users: Tuesday noon; expert responsible for the given sector in the Ministry processes the data in different configurations and prepares reports.

14 14 PIGMEAT SECTOR PART - IV Who is obliged to sent the data? entrepreneurs who: purchase and slaughter pigs which are classified or have the abattoirs slaughtered purchased pigs which are classified; entrepreneurs who produce carcasses, pigmeat or processed products; for piglets: prices are collected by advisory services and sent to the Ministry.

15 15 PIGMEAT SECTOR PART - V Market coverage purchase prices: 64% of total slaughterings in Poland; Other: carcass selling price: less than 10% of slaughterings (no data on carcasses traded!); cuts (loin) selling price : 3% of loins which are possible to obtain (no data on loins traded!).

16 16 PIGMEAT SECTOR PART - VI How the data are published/disseminated? average prices for Poland and average prices for macroregions (16 voivodships divided into regions) are calculated; every Thursday an information bulletin is published on the website of the Ministry; it contains prices for a previous week compared to a week before/a year before; monthly prices are also calculated; tables and graphs.

17 17 PIGMEAT SECTOR PART - VII Other elements of data published: Weekly bulletin contains also data on: pig herd survey results, foreign trade, slaughterings, EU prices, yearly statistics.

18 18 WHO USES THE DATA? experts in the Ministry to prepare briefings for the Minister, parliament, etc., e.g. pig purchase prices as benchmarks in the aid mechanisms (exceptional market support measures due to African swine fever), market participants for their own analysis and decisionmaking, European Commission, other institutions, including paying agency, banks, etc for their analysis.

20 20 WHAT ELSE COULD BE DONE AND AT WHAT COSTS?

21 21 SOME PRELIMINARY OBSERVATIONS the most important part of the system in Poland purchase prices of carcasses: the best representativeness and usefulness, other parts of database serves to see trends rather than real comparison of prices (especially true for preparations), there are questions from the sector about the transmission of prices in the food chain.

22 22 IDEAL SITUATION WOULD BE to collect selling prices of carcasses, wide range of different cuts and processed products, in the system there are slaughterhouses, cutting plants, processing plants, trading companies and retailers, prices are collected as frequently as possible

23 23 BECAUSE OF ADMINISTRATIVE COSTS AND BURDEN FOR OPERATORS THEREFORE sending data once a week seems optimal; we need to choose products covered and define them.

24 24 SOME ISSUES TO BE ADDRESSED changes on the market (less carcasses traded, different cuts important in different periods); comparability of prices: the definitions should not be too detailed (esp. ham, sausage examples); do we need all MSs to report the same cuts (a selection to choose from)? who should report the prices: MSs to decide.

25 25 SUMMARY our database is so far mostly oriented on purchase prices of pigs but it has a potential to be expanded if needed; it is important to have wider view of the food chain prices transmission but we have to find the balance between what is feasible and benefits.
