2 Project Objective Objective The main objective of this project is to determine and allocate areas with natural and specific constraints in agriculture with aim to continued use of agricultural land; Application and collecting the necessary layers of information and developing a web-based in Geographic Information System for Mapping Areas with Natural Constraints (ANC) in the Balkan Countries (Albania, Bosnia and Herzegovina, Kosovo*, Macedonia, Montenegro and Serbia). Kosovo* "This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence."
3 Why defining ANCs? There are three different categories of such areas: Mountain areas, which are handicapped by altitude, difficult climatic conditions and socio-economic criteria i.e. a short growing season; Areas, other than mountains, facing significant natural constraints; Other areas which face specific constraints and where the land needs to be managed in order to conserve or improve the environment, to maintain the countryside, to preserve the potential for tourism or to protect the coastline.
4 ANC popular and sensitive measure Rural Development Programme in each of the WB countries consists of several individual measures, with the one relating to the payment areas affected by natural and specific constraints in agriculture. Particularly emphasized that the aforementioned measures to provide support to farmers in areas with less favored in the EU exists since 1975; Easy to distribute for MS administration; Easy to receive for beneficiaries; Appreciated measure for Ministries of Agriculture, MEPs, Farmers
5 Outcome of the Project Conducting a study and provide policy recommendations on characterization and mapping of areas with natural constrains in the SEE countries, compatible with the EU methodology and standards; Assessment on the areas with natural and specific constraints in agriculture in the Western Balkans; gap analyses; Policy recommendations ( possibly estimate how much it will cost); Facilitate the process of EU accession of Western Balkan countries as well as assist them to modernise and adjust their national information databases according to the standards set up by the EU.
6 Project Team Partners for implementation of the Project on ANC SWG will be the project coordinator and implementing organization for all the administrative aspects including budget allocation to partners, financial management etc. CIHEAM IAMB in cooperation with other partners from the Balkans Scientifical support will coordinate the technical aspects of the project including developing methodology, training and implementation and harmonization at regional level. Role of Joint Research Centre of the European Commission in Ispra, Italy???
7 Organization of work at country level One coordinator from the Ministry of Agriculture from SEE i.e. National Focal Point which will be responsible for nomination of 3 (three) experts from respective institutions/agencies/institutes which are to be involved in the REAWG on ANC with following background: Agronomist/Agrometeorologist/Agroenvironmentaslist Soil scientist/pedologist GIS expert
8 The selected experts under the leadership will be responsible for: Collect the available historical weather data and to develop the thematic maps of the most relevant variables (temperature, precipitation, reference evapotranspiration) and climatic zones, Collect existing soil data and new ones when missing through field soil surveys using the methodology for soil data collection and classification developed and implemented by the European Soil Bureau of the EC and included in the European Soil Data Centre. Collect other data, i.e. digital elevation model, physiography, remote sensing, cadastral, etc, using existing information at national level.
