2 RA-FIT is an IMF Initiative to: Gather revenue administration data (qualitative and quantitative). Analyze gathered data to establish baseline measures by appropriate grouping (e.g. income group). Improve the quality of TA delivered by having performance measures and comparative data in advance of planned TA activities. Make data and analysis available to member countries as a Fund service for improved cross-country / regional comparisons and benchmarking (seek to provide data, not rank administrations). Elevate the importance of revenue administration performance measurement and management to improve efficiency and effectiveness of member country administrations. 2

3 RA-FIT: Launched in 2012 English version launched in January Arabic, French, Portuguese, Russian and Spanish versions launched in February RA-FIT is an Excel Workbook containing 4 main Worksheets (General, Revenue and GDP, Tax Ops, and Customs Ops). The first RA-FIT iteration contains 62 questions and seeks to gather information for 3 years (700 data items in total). A PDF guide to completing RA-FIT is also available in all 6 languages, providing some clarification on the information sought and how the information could be used. 3

5 RA-FIT - Target and Goals Targeted countries supported by RTACs (4 AFRITACs, CAPTAC-DR, CARTAC, METAC and PFTAC) and also where resident regional advisors were located to provide inlocation assistance. Approximately 120 countries targeted (112 through RTACs and 8 through HQ missions). RA-FIT Goals to have received 80 returns by end- December 2012, with an average completion rate of 80 percent. Later iterations to include all 188 member countries. 5

6 Progress by end-december 2012 Received returns from 85 countries: 83 have completed the Tax Ops worksheet. 63 have completed the Customs Ops worksheet (not all customs administrations have been approached, only those where recent IMF engagement). Rates of return completion. Overall 69 percent complete. General 86 percent complete. Revenue and GDP 87 percent complete. Tax Ops 62 percent complete. Customs Ops 58 percent complete (for those returning customs parts). 6

9 What is Taking Place Now? Formatting data to facilitate analysis. Establishing a trial set of indicators. Determining baselines (by income group/region). Analyzing results. Identifying obvious gaps and data elements requiring further validation. Producing tables for participating country review. Produce a dashboard of indicators for participating country review. Produce revenue administration trends analysis. 9

10 Next Steps Prepare for next RA-FIT iteration (modify, learn from first iteration). Data input is to be by way of a web-based form (under development). Allows for data validation rules in real time. Definitions and information to clarify data input requirements can be more easily accessible. Data input directly into database (automated rather than manual). Allows more time for analysis, baseline determination, and trend identification. Dashboard template to be established for quick turnaround of key data (after validation/analysis etc.). Other dissemination (tables, graphs, etc.) templates can be established and populated in an automated manner. 10

11 Collaboration Potential Want to work closely with other interested international organizations. Have initiated discussions with the WCO, OECD, IOTA and ATAF so far. Areas: Better facilitate data gathering and minimize intrusion on administrations. Establish an appropriate core indicator set that could be integrated with existing data gathering exercises. Regular fora and heightened focus on performance measurement and management. 11
