WHAT S IN THIS UPDATE? HCSIS Project Update Distributed: October 27, 2006 The following are the highlights of this Monthly Update: General HCSIS Release HCSIS Release 5.7.0
2 October 27, 2006, Page 2 of 7 OMR Provider Kick-Off and Enrollment Workshop Provider Service Location Status Report Wave 3 Financial Management (FM) Implementation OMAP/OSP Contact for ACT 150 Billing Through PROMISe TM Billing Update Your Provider s Contact Information OMHSAS Adding, Modifying, or Deleting User s in HCSIS CHIPP Implementation Consumer Demographic Data Entry and Checking Alerts on a Regular Basis HCSIS Resources Web-Based Training Available in PDF Format General HCSIS Release HCSIS Release went live on September 30, The release highlights included: Select County and SC Entity users have access to State Center demographic screens. Submitted individual monitoring forms can be modified without requesting a data fix. Three Financial Management reports (Individual Benefit Detail, Quarterly Individual Benefit and Claims Adjustment) have been modified to include data for transferred and inactive individuals. The new eligibility form PA 1768 now appears in the list of eligibility documents. MPI# has been added to the Provider Demographics data extract.

HCSIS Release The following are highlights coming up with HCSIS Release 5.7.0: Creating a new Financial Extract to include inactive and transferred individuals Adding additional functionality in preparation for shared consumers Enhancing ISPs to display historical views Including service utilization on the printed ISP Adding the service name to the contract request alert for the Contract Administrator Stay tuned for more information about these highlights in the November issue of the HCSIS Monthly Update! OMR Provider Kick-Off and Enrollment Workshop In preparation for the next round of the HCSIS Financial Management Implementation, all providers who have not enrolled in PROMISe TM (or who have not enrolled all of their locations in PROMISe TM ) should begin the enrollment process. The Provider Kick-Off and Enrollment Workshop is being offered to provide assistance to you in this process. You should attend the Provider Kick-Off and Enrollment Workshop even if the counties with which you contract have not implemented HCSIS Financial Management. This workshop is being conducted for providers to learn about activities and tasks necessary to file claims through PROMISe TM, as well as to receive guidance on completing the PROMISe TM Provider Enrollment Application. The agenda for this session includes:
4 October 27, 2006, Page 4 of 7 Introduction to HCSIS Financial Management and the HCSIS/ PROMISe TM Interface. Review of the Financial Management Guidebook, including provider activities and tasks, timeline of when they should be accomplished, and tools available for reference. Review of the PROMISe TM provider enrollment application and assistance with completing the applications. *Please note, this is not PROMISe TM billing training.* All providers who want help enrolling their sites in PROMISe TM and at least one county representative are invited to attend. Each provider may send a maximum of two attendees. This one-day session will run from 9:00AM to 4:00PM. Registration is available via the Learning Management System (LMS) for the OMR County Provider Administrator and the OMR Provider Registration Data Entry roles by clicking on the PROV300I_OMR Provider Kick-Off and Enrollment Workshop course. You will only be able to register for this workshop up until one week before the scheduled session date. For dates and locations, please see the LMS or contact your county. Provider Service Location Report The Provider Service Location Report is a new report available in HCSIS with Release This report provides counties with provider/service locations and contract information required for counties to monitor and validate provider services as counties begin implementing HCSIS financial management. This report lists locations, the services offered at those locations, and also contains information identifying the services that have been contracted to-date. To request the report, follow the path: Tools>Reports>Reports Request and click the Provider Service Location hyperlink. Roles that can access the Provider Service Location Report are the following: Contract Administrator County Provider Administrator HCSIS Reviewer
5 October 27, 2006, Page 5 of 7 For more information, please refer to the OMR HCSIS Reports Guide v5.6.0 under the HCSIS Information hyperlink on the Learning Management System (LMS) Wave 3 Financial Management (FM) Implementation HCSIS is proud to announce the beginning of the Wave 3 Rollout for the remaining 30 counties in Pennsylvania! The Financial Management (FM) implementation will include training for providers on how to enroll in and use PROMISe TM. By July 1, 2007, providers will be able to file claims through PROMISe TM. The OMR Field Support Team will work with counties to create payment-ready Individual Support Plans (ISPs), as well as prepare them for the Reserves to Encumbrances (R2E) process. OMAP/OSP Contact for ACT 150 Billing Through PROMISe TM Billing As you continue to utilize PROMISe for ACT 150 billing, please send any questions or issues you encounter to Brian Lester at OSP for resolution. This includes issues you may be experiencing with a particular consumer s record that you are unable to bill for through PROMISe TM. You can reach Brian Lester at blester@state.pa.us. Update Your Providers Contact Information! Since the OSP implementation was completed in June 2005, some providers contact information may be out-of-date. Anyone who would like to receive information regarding project communications, meeting invitations, etc. should send an to Sam Reiman (sreiman@state.pa.us) with their agency s updated contact information. OMHSAS Adding, Modifying or Deleting User s in HCSIS As a reminder, if you need to add a new user or modify an existing user's profile in HCSIS, this is something the Business Partner Administrator in your organization will be responsible for completing. The instructions on how to add, modify or delete a user in HCSIS are included in the Business Partner Administrator Job Aid which is
6 October 27, 2006, Page 6 of 7 located on the LMS. The Business Partner Administrator can find this job aid under their "My Curriculum" link. If you are the Business Partner Administrator and have questions pertaining to how to add, modify or delete a user in HCSIS, you can also call the Help Desk for assistance. CHIPP Implementation OMHSAS will be distributing a more detailed communication to the CHIPP contacts and County Business Partner Administrators in the coming weeks that explains the steps and options for entering CHIPP consumers demographic data in HCSIS. The implementation of CHIPP demographic information in scheduled to begin on November, 2006 with the expectation that incident management reporting will begin for this population by 1/1/2007. Consumer Demographic Data Entry and Checking Alerts on a Regular Basis Before a county or provider enters an incident for a consumer, the consumer must first have their demographic information entered in HCSIS. In order to make the process for entering incidents as efficient as possible, OMHSAS is asking counties to decide at a local level if their consumers are added to HCSIS prior to having to report an incident or not. OMHSAS is leaving the decision for who will enter the information into HCSIS up to the counties. If the county decides to enter the information itself, the county staff members who have access to HCSIS will be able to clear and enter consumers demographic information in HCSIS. As a third option, counties can also choose to wait until an incident is created for a consumer before clearing or entering the consumer s demographic information in HCSIS. Please remember that regardless of the option you choose, counties and providers should check HCSIS on a regular basis (daily in most cases) for any alerts indicating a new incident has been created, approved or rejected. HCSIS Resources As you begin using HCSIS, the HCSIS Help Desk will serve as your primary resource for answering HCSIS questions and documenting any issues you may experience accessing HCSIS. All technical questions you may have, such as how to access a screen, change a password, or to report an issue, etc. should be directed to the HCSIS Help Desk. If the Help Desk is unable to answer your question (this would apply to all questions considered to be policy questions) they will route it to
7 October 27, 2006, Page 7 of 7 the appropriate person in OMHSAS. You can reach the HCSIS Help Desk toll free between 8 am and 5 pm at or via at c-hhcsishd@state.pa.us. In addition, the LMS will remain available to you to download training materials and other communications relating to OMHSAS HCSIS Incident Management. Web-Based Training Available in PDF Format The OMHSAS Incident Management (IM) web-based training materials are available in a downloadable, printable PDF format. These materials include: OMHSAS Basics of IM, Book 1 (Pages 1-40) OMHSAS Basics of IM, Book 1 (Pages 41-89) OMHSAS Basics of IM, Book 2 OMHSAS Incident Management for Managers and Reviewers You can access the PDFs by going to the LMS and clicking on "My Schedule".
