16 Revisions Scheduled and Unscheduled Outage Information Section 5 NEW Data Request 5.15 Each Balancing Authority shall have an Operating Plan(s) for the next-day that addresses several items, one of which is its Capacity and energy reserve requirements, including deliverability capability. Any deliverability constraints that may be identified that affect either the amount or location of Capacity or reserves should be provided. Typically this is a transmission constraint or system limitation provided to the Balancing Authority by one of its Transmission Operators that results in a requirement that either reserves or capacity be procured in specific locations in order to ensure energy is deliverable upon a single contingency 16
