4 Tender Notice & Conditions to the Contractor Name of the work :-- Providing, Erecting & commissioning L.P.G. Cremator, Islampur Smashan Bhoomi, Islampur 1. Offer of the contractor hall remain valid for 180 days from the date of opening of the envelope No The tender notice shall for a part of the contract agreement 3. The ternderer shall furnish detail information regarding status of his firm (i.e. proprietary, partnership, private ltd. Or public ltd. Co.etc.) and also produce attested copies of the proof thereof. The tenderer should also specify name of the authorized person who will be transacting with Islampur Municipal Council, Islampur (Power of attorney holder) 4. Right is reserved to amend or revise the contract fully or part thereof prior to the date notified or amended for the receipt of the tender, such deviations, amendments, if any shall be communicated to the tenderer in the form of corrigendum or by letter as may be consideredsuitable. 5. Earnet Money Depoit will be accepted in the form of Cash or Demand Draft or F.D.R. issued by Nationalized / Scheduled bank in favour of The Chief Officer, Islampur Municipal Council. 6. The work to be executed in Islampur Municipal Council Area. 7. Tenderer summary and general information. 8. The tender of the tenderer who do not deposit EMD in one of the above acceptable form shall similarity rejected. 9. The successful tenderer will have to execute the written contract agreement on stamp paper of appropriate value at his own cost before starting the work. 10. All material should be delivered within stipulated period the date of work order and the erection of all equipment shall be completed within mentioned period for the satisfactory trial of the furnace. 11. 5 2 12. a) Guarantee period including one year will be of 12 months maintance period from the date of satisfactory trial of the furnace. b) Maintaining & the L.P.G. cremator for 2 years (excluding guaranteey & its maintainance period) from complition of guaranteey & maintance period. 13. No advance payment shall be made on any work. 14. Security deposit of 5 % of contract amount hall be retained from the running bills and it shall be released after maintance period is over. Tender hall be submitted according to 2 envelopes sytem. Tenderer shall ubmit the sealed tender and documents in 2 sealed envelopes as below : Envelope No. 1 The first envelop clearly marked as Envelop No.1 with name of the work, tender notice no. & name of the tenderer shall contain the following documents : Sr.No. Following document should be submitted in envelop no. 1 1 Earnest Money Deposit will be accepted in the form of Cash or Demand Draft or F.D.R. issued by Nationalized / Scheduled bank in favour of The Chief Officer, Islampur Municipal Council for Rs /- 2 An update Income Tax clearance certificate or PAN card No. 3 Details of the work completed and works in hand till the last date of submission of the tender. 4 The tenderer should have experience of minimum Diesel / Gas operated cremators installations till the last date of submission of the tender. 5 Drawings of LPG cremator furnace should be attached with tender document. 6 Copy of the Sales tax registration, shop act etc. to be attached. 6 Submission of the tender 3 The 2 sealed envelopes no. 1 & 2 shall be again put together in one common cover and sealed. This sealed cover shall be marked with name of the work, tender notice no. & name of the tenderer. Tender offer received after the due date & time will either not accepted or if inadvertently accepted will not be opened. Opening of the tender Envelope no. 1 will be opened as per tender notice and its schedule mentioned and after verification / scrutiny of the documents submitted in this envelope then only the Envelope no. 2 will be opened. (If the contains of the envelope no. 1 are found to be acceptable to Islampur Municipal Council then only envelope no. 2 will be opened) Then contractor will have to sign the original copy of the tender papers and the drawing according to which the work I to be carried put. The tenderer also will have to give the declaration to the effect that he has fully studied the site, plans, specifications, local conditions and availability of the materials and that he has quoted hi rate with the considerations to all these factors. The tenderer shall be deemed to have studies site condition before quoting the tender rates. 7 Technical Specifications of the L.P.G. Cremator 1) Construction The outer shell will be fabricated out of 6 mm rolled steel. The M.S. hearth plates will be fully welded. The dead body will be loaded at a height of 900 mm from the flat level. 2) Lining The furnace as well as furnace door will be lined using Inulating and fire brick refractory lining of IS 8 type fresh bricks. The door will be easy to operate counter weight type contruction. The door will be supported by Plummer block and shaft. 3) Back up The ceramic wool used as a back up insulation will be covered in M.S. plates with pleaing colours. The ceramic wool will be of 25 thick blanket or Hysil back up inulation will be provided of 40 mm thicknes inside the shell. 4) Air Lines All air line will be flange welded construction. 5) Body loading Body loading mechanism will be automatic metal mesh belt of 10 gauge steel wire, traveling type trolley. The metal mesh belt will be moving on M.S. rollers. Presure rollers to be rubber line. The metal mesh belt will be motor driven with reduction gear box. The belt will work on starter fitted on body loading mechanim with traveling type cable connection. 6) Burner There will be 2 (Two) nos. burners fitted on the cremator chamber. One will be the main burner and the other one will be Auxiliary burner. The burner will be fitted in 9 siliminite burner block. 7) Blowers Each burner will have separate fresh air blower suitable capacity. The air line connection will be welded flange type. Both the burner will be charged with L.P.G. or composite type burner will be ued with L.P.G. as fuel. 8) Hearth Hearth will be made up of 75 thick pre cast refractory slab with suitable expansion gaps. The gaps to be fitted with Asbestos ropes. 9) Door Leak proof arrangement is to be made with double step contruction. 8 2 10) Chimney 30 Meters self supported from the ground level 11) KOG line LPG pipe lining will be carried out by the experienced LPG pipe line contractor confirming to IS pecification 6044 (part 1) of 1971 of BIS. The fire lighting and other gas train components to be as per Bill of Material. LPG gas train Bill of materials is attached. 12) Gen. Set Kirloskar make 7.5 KVA 3 Phase Diesel generator set will be provided with mechanical change over, control panel duly cabled air cooled 10 hp diesel enging and with 4 no. of anti vibratory mounts. 13) Elec. Panel Will house the following ; 3 nos 100 Amps Bus bars 3 nos of D.O.L. starters with contractors and relays 12 nos of safety fuses 3 pilot lamps 2 toggle switches 1 volt meter 1 no temperature indicator digital dancing direct reading with contractors & relays with necessary, M.S. fabricated with for contractors 14) Safety In case of power failure the gas supply will be automatically cut of by mechanical / electrical motor driven instrumentation. There will be a pilot flame arrangement near the main burner for safety. 15) Paint All M.S. component will be coated with Red Oxide Primary and then heat resistant paint coat will be applied. 16) Scrubber S.S. 304 quality water scrubber is to be provided between cremator and chimney. A 6000 lit. water tank of appropriate capacity with water pump & plumb to be provided. 9 NAME OF WORK: Schedule B item to be carried out TENDER FOR PROPOSED CONSTRUCTION OF LPG GAS CREMATORIUM IN SITE NO. 129, HINDU SMASHANBHUMI, ISLAMPUR. FOR M. C. ITEM OF WORK RATE UNIT AMOUNT 1 Cremator furnace shell consisting of combustion chamber dully lined with refractory bricks of high alumina content of over 40 % AL2O3 and backed by insulating bricks, with back up insulation of 25 mm thick ceramic wool provided inside outer cover panels and operator view glass and body loading at 900 mm height from the ground level. Heavy duty rolled M.S. sections and good quality fabrication with hearth provided with refractory cast slabs. Wielding done up side down to prevent leakages and 225 mm size taper refractory bricks are used to provide the crown or arch weighing about 8.5 tons Main GAS burner with Auxiliary burner complete with refractory burner blocks, atomizing arrangement with oil and air lines duly connected Blowers with air lining flange welded construction. The blowers are fitted 3 HP electric motors and are of 300 CFM capacity with over load relays and contactors and separate switches and fuses Gas reticulation for supplying the LP Gas to the cremator from the gas cylinders storage shed with pig tails, regulators for 48 cylinders, valves, seamless pipe, pressure gauges, change over valve, solenoid valves, shut off valves etc Door assembly lined like the main furnace body of the cremator. Supported on 3 nos Plummer blocks, with counter weight type arrangement and chain pulley blocks for easy operation. Door weighs 0.5 tones Body loading mechanism with 10 guage high carbon steel metal mesh belt with sprocket and chain arrangement with a geared reduction motor and separate traveling Crain type cable suspended from above for ease in operation Electric control panel with 3 nos of pilot lamps, 12 nos of fuses, 100 amps bus bar, and one number of temperature indicator of digital dancing type characters with contactors and relaysfor each motor.
