8 QBS Process Step 2 Request for Proposal (RFP) RFP posted posted local newspaper, City s website, Purchasing Agent s Bulletin Board, Commonwealth s website eva, & Virginia Minority Supplier Development Council RFP s are sent electronically to list of offerors on file expressing interest in types of services to be solicited RFP includes: brief description of scope of services required; Selection Criteria; Proprietary Information Statement; and location and deadline for submission of SOIQs Offerors are welcome and encouraged to discuss project specifics ifi with ith staff t ff prior i to t submission b i i off RFP Proposals should be specific to project and it is recommended they not exceed 25 pages Contracting agency may elect to hold a prepre-proposal conference if it is determined that it will add value to the selection process A Woman, o a, Service Se ce Disabled sab ed Veteran ete a a and d Minority o ty Participation a t c pat o Plan required with proposal 8

9 QBS Process Step 3 Evaluation of Proposals City Purchasing Agent reviews proposals for approval of Woman, Service Disabled Veteran, and Minority Participation Plan Selection Committee then reviews proposals received based on evaluation criteria Ranking matrix prepared based upon prepre-assigned weights Two or more offerors selected for individual discussions (interviews) Copy of City standard A/E Contract provided to selected offerors A/E to agree to execute asas-is upfront Copy of scope & fee negotiation schedule provided to A/E 9
