1 ROCHESTER SCHOOLS MODERNIZATION PROGRAM PHASE 2 PROFESSIONAL SERVICES FOR PHASE 3 STRATEGIC PLANNING ADDENDUM #1 Prepared by Rochester Joint Schools Construction Board 2 April 2018 Request for Proposals dated 20 March 2018, amended, clarified, and modified as follows: ITEM 1-1 NOTE TO ALL PROPOSERS IT MUST BE ACKNOWLEDGED IN THE PROPOSAL THAT EACH ADDENDUM WAS RECEIVED. ITEM 1-2 RFI Questions received per the deadline stipulated in the RFP and associated responses Q 1. Is there an opportunity for the Prime firm to self-fulfill any of the diversity requirements? A1. Yes, an EBE prime can self-perform toward meeting their diversity goals. Q 2. Will the selected firm for the Masterplan be excluded from submitting on future design RFPs? A 2. No, they are not excluded. The selected firm will be welcome to submit on future design RFPs.. Q 3. In the inventory of existing facilities, it indicates that All school sites and facilities should be assessed and any safety, security, noise or pollution hazards identified Additionally it states that The fire alarm systems, security systems, primary service adequacy and condition of electric, water, etc. should be documented to identify general condition, remaining useful life, deferred maintenance, and potential for energy conservation or improved cost efficiency for each school. This requirement appears to be requesting a building condition survey to be completed as part of the Strategic planning proposal, is this correct, or will the use of the previously completed building condition survey be able to be used? A 3. The Selected Consultant will utilize the current Building Condition Survey (BCS) report for the District in assessing each prospective school. During this process, which will include site visits, the selected Consultant will note meaningful changes that have occurred to each school since the BCS was conducted in 2015, noting these discrepancies in their database, supported with photographic evidence and revised conceptual plans. Q 4. What are the expected qualifications for the Educational Planner? A 4. The over-riding criteria is that the Educational Planner be an intimate thread-of-continuity throughout the dynamic process of the user interviews, recommendations to the RCSD and SED, as well as the resolution of the Test Fit Concepts. According to the preferences of the Prime Consultant, that planner may be a certified Educational Planning Consultant, or an appropriately experienced member of the Consultant s Staff. ITEM 1-3 Work Plan / Major Task Matrix A Sample Schedule for a Work Plan / Major Task Matrix is shown below. The sample helps to illustrate the logic of linkages, interim and final deliverables, along with approvals similar to that requested in the Strategic Plan RFP selection criteria.

3 ITEM 1-4 Corrections to the RFP The prospective Consultants are to be aware of the following corrections to the RSMP Phase 3 Strategic Planning RFP: 1. Section 3: Professional Services Agreement and Attachments: 1.1 Pg. 12: Compensation for Consultant s Services, paragraph b, in place of Attachment A to read: Reimbursable expenses are in addition to compensation for the services and include expenses by the Consultant in the interests of the Project, and as identified in Attachment C. 1.2 Pg. 12: There is a duplicative sub-paragraph b, where sub-paragraph c should start: c. Owner may institute a withholding from the Consultant if 1.3 Pg. 26: Sample Agreement Attachment C text to be followed with the insertions: Fee Compensation Form, and New pages 27 and 28, as shown below. 1.4 New Pg. 28: Fee Compensation Form, Consultant Allowances: Business Opportunity Program BOP to be not-in-contract, or $ Pg. 27 (Original RFP): Sample Agreement Attachment D, the next to last paragraph reference to Phase 2 to now read, Phase 3 of the RSMP. 1.6 Pg. 28: (Original RFP): Attachment D continued, the last paragraph has been replaced in totality with the following: The Strategic Planner may be required to perform periodic training/instructions/support activities related to the RJSCB s BOP initiative as follows: The Strategic Planner will, in such an event, be provided an allowance (see Attachment C) to compensate for the firm s key staff to provide periodic training/instruction/support activities related to the BOP initiative. This amount would be over-andabove the compensation for Basic Services.
