2 INTRODUCTION QGC, a Shell business is currently in the decommissioning stages of the Queensland Curtis LNG (QCLNG) Project (the QCLNG Project) which included the: the development of coal seam gas (CSG) fields in the Surat Basin, western Queensland; the construction of a pipeline network; and the construction of a liquefied natural gas (LNG) processing and export facility on Curtis Island near Gladstone in Central Queensland. Brief description: QGC are required to dispose of surplus field based assets such as the Jordan Accommodation camp including associated supporting infrastructure which are no longer in use. PURPOSE OF THIS DOCUMENT QGC Pty Limited ACN ( QGC ) is seeking to clarify how the successful Buyer will remove the assets purchased through our auction house provider Hassall s. SCOPE OF SERVICES This scope of work (SOW) outlines the successful Buyers requirements to demobilize the elements of the Jordan accommodation camp which has been agreed to be purchased and removed from site. The scope of work includes the removal of buildings, structures and associated assets/ infrastructure to the accommodation area. The Buyer shall assure the appropriate safeguards and measures are undertaken for the health and safety of the personnel engaged in the de-construction work. Demobilisation Scope of Work The works are to include, but are not limited to: a. Structural Steel and walkway awning Dismantle central covered shade structure/ awning area. Dismantle walkway awning structures and metal roof sheeting, including multiple DOSA s. Dismantle all steps/ treads and associated ramps. All posts and holding down bolts to be cut flush with the concrete. Remove all signage, cloths lines, outdoor furniture and the like. b. Associated Services Disconnect water (potable/ sewer) services from all buildings. Disconnect and removal of all electrical systems connections/ main and field distribution boards to associated buildings including all walkway/ access and sports field lighting. Disconnect and remove all fire detection alarm systems including speakers, cabling, break glass, strobes and the like. All services are to be disconnected at ground level. Dismantle lighting towers. Allow to remove all electrical cables fixed to cable trays and/ or below ground. In ground conduits and pits to be removed by others. Remove all fire extinguishers and fire hose reels including signage. Decommission satellite dishes including all cabling/ brackets and support structures. Grease trap can be removed from site if deemed of worth to the kitchen. Remove Generator farm. All services are to be capped at ground level. Page 2

3 c. Modular building (Single and Complex) All building and associated decking to be detached from foundations at ground level including associated services disconnected. Supporting rails are to be cut and removed from site. Screw piers/ foundations or the like can be removed and/ or cut off at ground level. Blocks and associated packing shims to be removed from site. External flashing and weather seals/ screws and the like are to be removed. All internal equipment and FFE is deemed to be purchased as part of accommodation camp. Equipment to be adequately packed and prepped prior to transport. Loading and transport of all buildings and equipment is to be by Buyer. Preparatory Work Prior to commencing de-construction work, the following preparations are to be undertaken and completed by the relevant responsible parties. Jordan accommodation area is to be formally handed over to the successful Buyer, who will be the responsible party in control of the full demobilisation works, prior to any works commencing. The areas affected by the demobilisation scope are to have safety barriers, warning signs erected where necessary and access restricted to all QGC personnel. All lifting operations are to comply with the latest Work Place Health and Safety Regulation and Codes of Practice. Worksites are to be kept clean, tidy, and free of trip hazards. Waste material bins to be provided and managed by the Buyer at their cost. Preparation of trucks prior to leaving site with any building or accommodation materials is the sole responsibility of the Buyer and their Contractor. QGC will not be required or responsible to inspection or assess loads prior to departure. The Buyer is to ensure they do not generate and or cause any erosion to the grounds or surrounding areas by any of their activates associated with the camp demobilisation. Decommissioning Notes No excess materials are to be left on site including blocks/ bolts/ nuts/ screws or the like following demobilisation of the purchased camp assets. A QGC representative will determine and indicate the location for placement and disposal of mechanically excavated spoils (if applicable). If a laydown area is required external to the main accommodation site, it is to be approved by the QGC representative. Required Documentation All below documentation shall be provided by the Contractor as part of the construction works: 1. Certificates and Licences HEALTH SAFETY SECURITY AND ENVIRONMENT (HSSE) Delivery will be in accordance with and conform to Queensland Workplace Health and Safety Regulations. The contractor is not required to conform and/ or seek confirmation with any of QGC companies HSSE requirements or Permit to Work procedures along with any QGC induction and/ or Land Access requirements associated with the Jordan accommodation camp. CRITERIA TO BE ADDRESSED IN THE OFFER Criteria for proposals are detailed in Annexure 1. Page 3

5 ANNEXURE 1 SUPPLIER RESPONSE Please use the following outline to detail the information in your proposal. QGC should be able to easily match the data in the proposal to the requirements below. 1.0 Understanding of QGC s Needs 1.1 Provide a short statement of Buyers contractors overall capabilities. 1.2 Provide a short statement addressing how your organisation proposes to meet the Scope of Services requirements 1.3 Please provide an estimate start date and completion date for the above services 2.0 Estimated Project Schedule of key activities 2.1 If you can provide key dates, please insert them here. 3.0 Technical Capability Statements, containing the following 3.1 Company Health Safety Security and Environment (HSSE) Information. 3.2 Resources Proposed and Availability, in a weekly manning schedule. 4.0 Alternative commercial arrangements Notwithstanding anything to the contrary, the Respondent may propose an alternative deal structure in whole or in part if, in the Respondent s opinion, it will be lower cost, reduced risk, or provide greater value for QGC. The Respondent should outline in detail any such alternative offering in addition to and separate from the specific proposal requested in this document. 5.0 Acknowledgement Please include the following statement of acknowledgement with your proposal, including the signature block: I acknowledge that the information provided in this Annexure 1 Supplier Response is accurate and remains open for acceptance by QGC until the end of a 90 day period from the below date.
