1 Request for Qualifications and Proposal (RFQP) for Bee Removal Hawthorn Historic Residence Area at Hawthorn Property, 800 Los Trancos Road, Portola Valley, Ca Windy Hill Open Space Preserve Proposals due: September 18, 2017 OPTIONAL SITE TOURS CAN BE ARRANGED The Midpeninsula Regional Open Space District (District) is pleased to announce the opportunity to provide bee removal services at the Hawthorn property in the Windy Hill Open Space Preserve (Preserve) located in the Town of Portola Valley, California. About the Midpeninsula Regional Open Space District The District, located on the San Francisco Peninsula, owns and manages approximately 62,000 acres of land in 26 open space preserves. The District's purpose is to acquire, permanently protect, and restore lands forming a regional open space greenbelt. Find out more about the District at 1. PROJECT BACKGROUND The Hawthorn Property is a part of the lands included in the Windy Hill Open Space Preserve. Refer to Map, page 4. The Historic Building Complex area is comprised of an original Homestead House, a Mansion, a Carriage House, a barn, as well as other miscellaneous out buildings. The property has not been inhabited for many years. The District is currently working to complete urgent work required to safeguard the integrity of the remaining structures. As a part of this effort, existing bee hives known to exist within the mansion need to be removed. 2. SCOPE OF WORK a. Remove existing bees / hives in Mansion structure. As many as ten existing hives may exist. See Photos, Page 5 b. Removal shall be such that hive is retained and relocated. (Extermination will not be allowed) c. Seal up locations where hives removed. d. Removal & sealing shall be done in a manner that historic features & materials are not compromised. e. Identify & seal locations where bees may enter structures in the future. f. Extract honey, bottle and label. Turn over to District. g. Install Lure hives on the site.

2 3. QUALIFICATIONS The District s objective for the bee removal awarded through this RFQP is to hire a consultant who has the following background and expertise: 4. SITE VISIT Proven successful past experience in bee/hive removal from historic structures; understanding of the least invasive means for removal and best practices for sealing and patching of areas where hives removed; Previous experience and proven track record of successful hive removal, quarantine, and relocation of hive; Previous experience sealing historic structures against bee intrusion; Past experience in working at heights (from scaffolding or lifts) to complete bee / hive removal; Past experience in extracting honey from hives; Ability to begin work immediately following award (mid to late September, 2017) Ability to provide all materials and equipment needed to complete work; Ability to meet all District contract and insurance requirements (See Attachment A) a. Site tours: i. Site tour is optional. Contact Bryan Apple (see 7b) to schedule a site tour. ii. if you have already toured the site, you do not need to tour again. 5. PROPOSAL REQUIREMENTS Submit a 1-3 (max) page proposal with the following information: a. Experience b. Insurance i. Describe experience in bee/hive removal on similar historic type structures. ii. Describe Experience in working at heights, off scaffolds or lifts. iii. List number of years performing bee removal. Submit a statement of the firm s acceptance of the District s insurance and indemnification requirements, or any reservations the firm has with the requirements. Refer to Attachment A, Midpeninsula Regional Open Space District Level 2 Agreement. c. Hourly Rates Provide hourly rates for: i. Bee removal at grade up to 6 RFQP Hawthorn Bee Removal Page 2

3 ii. Bee removal above 6 iii. Hourly rate for travel time iv. Hourly rate for any other tasks associated with the work (if not covered by above rates) Provide a rough order of magnitude estimate of anticipated time required to complete work: v. Number days/hours per day to complete hive removal vi. Number of days/hours per day to seal up openings vii. Number of days/hours per day to extract & bottle honey; Note: Contract will be Time and Material, based on rates; the Anticipated Labor Budget is to determine effort required to complete the scope of work and cost thereof. d. Materials & Equipment Budget Prepare a rough order of magnitude estimate for the materials & equipment that will be required to complete the work: i. There is no electrical on site: must provide generator & fuel; ii. Articulating lift may be required to complete removal work from second floor and roof levels; iii. Sealing materials: exterior grade plywood, caulk; insulation, paint, etc. iv. Lure hives (cost per installed) Not: Contract will be Time and Material, based on actual materials cost; the Anticipated Materials & Equipment Budget is to anticipate the materials and equipment required to complete the scope of work and cost thereof. 6. SELECTION CRITERIA a. Experience removing hives, intact, from historic structures; b. Experience working at heights, off lifts; c. Proven success in sealing historic structures from future infestation. d. Ability to begin work no later than September 18, 2017 The District will select the best overall proposal package to achieve the project goals. 7. STIPULATIONS a. General Stipulations The District will not be liable for any costs incurred by the proposers that are related to the RFQP process; this includes production of the proposal, interviews/presentations, travel and accommodations. The District reserves the right to request or negotiate modifications to the proposals that are deemed appropriate. All proposals received from proposers in response to this RFQP will become the property of the District and will not be returned to the proposers. In the event of contract award, all documentation produced as part of the contract will become the exclusive property of the District. The District reserves the right to reject any and all proposals and to waive minor irregularities. The District also reserves the right to seek new proposals or re-advertise if responses have not been satisfactory or for any other reason. RFQP Hawthorn Bee Removal Page 3
