1 1. Project Limits -- Nick Wyatt of Kokosing Construction Co., Inc The project criteria defines the project limits by listing 19 bridges. However, portions of these structures were very recently overlayed and had the expansion joints replaced. Is the intent of the WVDOH to replace the expansion joints and overlay all areas of the referenced structures? If not, could you please define the project limits. Answer: The project limit to the west starts at the first expansion joint east of Kanawha Boulevard. This is the beginning of the concrete box sections where the existing deck has cathodic protection system. Only spans 12 through 17 of the structure #2563 are included under this contract. The remaining 18 structures are included in their entirety. Under the previous contract only 2 expansion joints were replaced within the current project limit. These 2 joints do not have to be replaced. Please see contract plans to be provided in Addendum 02 for location of the 2 replaced expansion joints. 2. Overlay Material -- Nick Wyatt of Kokosing Construction Co., Inc The project criteria A2b1 states "LMC Overlay". Is Latex Modified Concrete required or would Microsilica be an acceptable alternative? Answer: See Addendum 02. Only LMC Overlay is allowed. 3. Galvanic System -- Nick Wyatt of Kokosing Construction Co., Inc Per A2b1, the galvanic system is a minimum of 3' wide. In Exhibit J, Underside Aluminum Zinc Indium Application, it states "applied on the underside of the bridge deck along each side of longitudinal and transverse expansion joints for a width of 4' to each side of the expansion joint. Please clarify. Answer: See Addendum 02. Width of 4 is specified. 4. Galvanic System -- Nick Wyatt of Kokosing Construction Co., Inc Per A2b1, "a galvanic system shall be applied to the underside along the longitudinal and transverse expansion joints." Is the longitudinal neoprene compression seal considered and expansion joint? Answer: Yes, the longitudinal neoprene compression seal is considered part of the expansion joint. 5. Modified Class K -- Nick Wyatt of Kokosing Construction Co., Inc The project criteria states that deck and barrier areas around replacement expansion joints shall be reconstructed using modified Class K concrete as specified in Exhibit H. Please define "modified class K concrete" Page 1 of 5
2 Answer: Modified Concrete, Class K, 4000 psi shall have a mix design compressive strength of 2000 psi at age 4 hours and a minimum design strength of 4000 psi in 24 hours. The mix design shall have a target slump of 6.5 inches and target air content of 7.0%. Maximum course aggregate size shall be limited to #67. The contractor shall select the mix necessary to meet the break and shall not open the lane to traffic until projected design strength is greater than 2500 psi. 6. Lane Penalties -- Nick Wyatt of Kokosing Construction Co., Inc The lane penalty is listed as being assessed for not having three 12' lanes open in each direction. There are portions of this project of Mainline I-64 and I-77 which are only two lanes or one lane ramps. Please clarify the lane closure penalties. The two lane portions of Mainline I-64/I-77 may be reduced to one lane within the time frame allowed for lane closures. This will be changed by Addendum Barrier Patching -- Nick Wyatt of Kokosing Construction Co., Inc Page 4 of 10 of the project criteria references a table listing partial areas of barrier patching that is included in Exhibit H. Please provide the referenced table. Answer: Additional information (drawings and photos) shall be provided in Addendum Expansion Joints -- Nick Wyatt of Kokosing Construction Co., Inc Many expansion joints within the structures indicated are very new and were replaced recently. Are we to assume that 100% of these will be replaced again under this contract? Answer: See response to question #1. 9. Exhibit J -- Nick Wyatt of Kokosing Construction Co., Inc The Underside Aluminum-Zinc-Indium Application Specifications are written exclusively around one supplier s system. Is this the Department s intent, or would an approved equal, Zinc metalizing or Al-Zn-In metalizing system, with a different chemical composition than the one specified, be accepted? Answer: Al-Zn-In metalizing system shall be the only acceptable system. 10. Galvanic System -- Nick Wyatt of Kokosing Construction Co., Inc In reference to the existing Rectifiers that are to be reused, Will the Department provide more detail on: location, DC Voltage and Current output, number of circuits and number of reference electrode terminals/ports? 3 Answer: Information shall be provided in Addendum Maintenance -- Nick Wyatt of Kokosing Construction Co., Inc Project criteria section A2e1. Maintenance of Traffic states "All roads affected by construction of the Project will be maintained throughout the life of the Project." Is the intent of the word maintained to imply no full closures of the ramp structures overnight or on weekends? Several ramp structures are not of sufficient width to be constructed part-width and full closure with detour is the only practical construction option. No. With proper coordination with stakeholders, the Proposer may close a ramp overnight or on weekends. No more than one ramp closed at a time for each direction. 12. Barrier Wall Repairs -- Nick Wyatt of Kokosing Construction Co., Inc Project criteria states all exposed surfaces shall have a Class 2 Rubbed Finish, does this include all surfaces or just areas that have had crack repairs? Answer: All exposed surfaces of the barriers shall have a Class 2 Rubbed Finish after all repairs have been performed. These barriers will be coated with concrete protective coating in the next contract. 13. Deliverables -- Nick Wyatt of Kokosing Construction Co., Inc Section A2j of the project criteria seems to be a "boiler plate" inclusion for the deliverables. On a project of this nature, it is common to only include a set of as built plans that reflect the final condition of the bridge deck. All other needs that are listed in A2j will not benefit this project. Please clarify what is required Answer: Plans and specifications reflecting details of the proposer s proposed work are required including any adjustments necessary to meet the requirements of the RFP. 14. Traffic Control -- Nick Wyatt of Kokosing Construction Co., Inc Structures 20A406 and 20A408, as well as part of structures 20A430 and 20A431 over the Dravo Lot carry I-64 and I-77. Are these segments to be considered mainline lanes requiring two through lanes to be maintained during weekend construction or can these segments be reduced to one lane each direction? These segments may be reduced to one lane each direction. This will be clarified in Addendum Barrier Wall -- Nick Wyatt of Kokosing Construction Co., Inc Page 3 of 5
4 Due to the safety concerns and legal issues with trying to quantify the barrier spalls and crack injections on the controlled access interstate system could the department provide a bidding quantity for these barrier repairs? This will provide all bidders with a baseline to bid and ultimately give the department a better product. Answer: See Addendum 02 for additional information. Please see Article A2b3 of the Project Criteria for more information. 16. Expansion Joints -- Nick Wyatt of Kokosing Construction Co., Inc In Article A2b2, it states that the expansion joints shall be replace in kind, that is, strip seal joint with strip seal joint, and modular joint with modular joint. Is it the intent that only strip seal and modular type joints will be replaced on this project? In reading through some of the inspection reports they indicate that some original compression seals were replaced with silicone seals in the recent past. Will these joints be replaced and if so with a silicone seal or a strip seal assembly? Answer: Please see response to question #1. Other than the 2 expansion joints replaced under previous contract, all remaining joints within project limits shall be replaced in this contract using either strip seal joints or modular joints as per the Article A2b Milling -- Nick Wyatt of Kokosing Construction Co., Inc Typically a milling machine would be used to assist in the removal of the deck surface. The project criteria only mentions the use of hydro-blasting. Is hydro-blasting the only means and methods allowed or will milling be allowed to assist in this operation? Answer: The deck is integral structural part of the concrete box girder, and thus removal of the deck surface is limited to only 1.25 thick including profiled surfaced. The latter is reason why removal of the deck surface is limited to hydro-blasting only. Milling will not be permitted. 18. Distribution Bar -- Nick Wyatt of Kokosing Construction Co., Inc In Exhibit J section 4.1 paragraph 4 talks about existing plans for the current distribution bar. It appears the provided plans doesn't have this information. Please provide this information. Answer: The special provision is written for the proposer to show the current distribution bar in the construction plans that will be developed by the proposer. 19. RR Information -- Dustin Fisher of Kokosing Construction Co., Inc Railroad Protective Insurance is a requirement of the contract. However, a quote for this insurance is unable to be obtained without the Railroad information (number of trains, train speed, etc.). Will the WVDOH provide the railroad track information for this project? Page 4 of 5
