1 Request for Proposal for Design Services South Whidbey Elementary School Kitchen Remodel Project: F The South Whidbey School District is seeking qualified design consultants to submit a proposal and associated supporting materials for consideration in the selection of a team to provide architectural/engineering/design services for a kitchen remodel and South Whidbey Elementary School. Problem Statement: South Whidbey Elementary School s kitchen was originally designed as a satellite kitchen. It lacks a proper stove top, cold storage, ventilation and is undersized. In the school year, an additional 90 students will be served out of the Elementary School s kitchen, necessitating expansion and improvements. Our goal is to have this remodel done by August 18, The Elementary School facility is approximately 59,000 gross sq. ft. with 27 classrooms on a single floor in two connected wings, north and south. The facility is wood framed construction and was built in The kitchen is in the north wing. To provide additional usable space in the current kitchen and to expand cold storage capacity, a walk-in fridge/freezer area is needed. This can be constructed in existing office space adjacent to the kitchen. This cold storage capacity will free up needed floor space in the kitchen be eliminating the need for much of the free-standing refrigeration equipment currently in use. A proper range/oven is needed for food prep along with associated hood/ventilation system. Currently, a two burner hot plate is used for cooking when needed. Dry storage capacity is also needed and may be obtained from the existing kitchen office space or the adjacent office space. Current student population is 547 FTE. Next year we will increase to approximately 632 FTE. The building is heated and cooled by water source heat pumps connected to a building-wide hydronic loop with electric boilers and an evaporative cooling tower. Project Schedule: Design work and contract bidding to proceed as soon as possible. School is out on June 16 th. Project must be completed by August 27, Services to be Provided: Consulting design and engineering services. Develop conceptual drawings for review/approval. Production of plans and documents for construction bidding. Participation in review of bids and selection of construction company. Oversite and inspections during construction and approval of completed project. Permitting and other regulatory requirements and assistance. Scope of Work: Discovery: Review and analysis of existing facilities and needs. Review of county and state requirements for public school kitchen facilities and their impact on this project. Design Phase: Work with District to develop conceptual design for review and approval. Development of construction documents. Development of project schedule and budget. Bidding: Prepare bid documentation and provide District with assistance during the bid process. Construction Administration: Assist District staff during construction process as needed. An on-site facility tour is required as part of the proposal submission process. Contact person, phone number, address. Brief history of the firm and range of services offered. Years experience providing architectural services in the public sector. A statement of prior experience/qualifications with educational and/or kitchen design/remodel projects. Financial proposal regarding the architectural and engineering costs and fees, consistent with WA state bid laws and requirements. At least three (3) clients who may be contacted for references. Indicate present level of professional and general liability and other insurance coverage. Proposed project production schedule showing critical dates and other information in sufficient detail for the selection committee to determine the feasibility of the time frames indicated. Evaluation and Selection Criteria: The District will evaluate each RFP submitted based on responsiveness to the project s needs. The District will take into account the estimated value, the project scope and complexity, as well as the professional nature of the services to be rendered. If the District recommends the award of a contract, the District will recommend the award of contract to the Architect who is responsive to all administrative and technical requirements of the RFP, who has demonstrated competence and qualifications of the type of services required, and who receives the highest rating based upon the competence and professional qualifications to perform the services required. Evaluation criteria shall also include: Competence to perform the services as reflected by technical training and education, general experience, experience in providing the required services, and the qualifications and competence of persons who would be assigned to perform the services. Ability to perform the services as reflected by workload and the availability of adequate personnel, financial resources, equipment, and facilities to perform the services expeditiously. Past performance as reflected by the evaluation of others who have retained the services of the Architect with respect to factors such as control of costs, quality of work, and an ability to meet deadlines. Experience, qualifications, and ability to perform work space design and construction services. Experience with the various methods of construction.
