ON THURSDAY, NOVEMBER 21, ANY PROPOSALS RECEIVED AFTER THIS DEADLINE WILL NOT BE CONSIDERED. PROPOSALS PACKETS MUST BE LABELED PROPOSAL FOR SALVAGE OF NON- STRUCTURAL MATERIALS FROM THE CUYAHOGA COUNTY ADMINISTRATION BUILDING FOR REUSE PURPOSES TO BENEFIT THE PUBLIC GOOD.
2 Project Description/Purpose Cuyahoga County Department of Public Works is requesting proposals from not-for profit organizations that have the necessary experience, labor, equipment, facilities, and insurance to remove and repurpose usable non-structural materials from the Cuyahoga County Administration building prior to the building s demolition to support the mission of the not-for-profit community and the people they serve. The building is located at 1219 Ontario Street, Cleveland, Ohio, Examples of some of the items deemed salvageable in the building include interior doors, lockers, wood wall paneling, kitchen cabinet sets, bathroom fixtures, sinks, marble wall panels, glass block, kitchen counters, handrails, and exterior sandstone. It is the intent of the County to donate these salvageable materials to non-for-profit organizations that meet all of the qualifications and requirements described in this RFP. These materials are will be made available to the approved non-profits on the condition that each will provide, at its own expense, all labor, equipment, transportation and facilities needed to remove and reuse or sell for the benefit of the organization, the salvaged items. General Conditions The County reserves the right to reject any and all proposals. In addition, any proposal submitted in response to this RFP may be rejected from consideration if the proposal does not contain substantially all information as requested and/or does not demonstrate the organization s qualification, experience or capacity to perform the work as specified. The County reserves the right to confirm all information submitted. Minimum Qualifications/Requirements In order to respond to this RFP, participating organizations must meet the following requirements: 1. Organization must be a not-for-profit organization or agency working within Cuyahoga County. 2. Organization must have demonstrated experience with material removal/salvage or deconstruction. 3. Organization must have experienced skilled labor to conduct the material removal and salvage activities. 4. Organization must have its own equipment, tools and logistical and transportation capability required to remove and take away salvaged items. 5. Organization must have its own facility to receive and store the salvaged materials and the capacity to repurpose, reuse or sell the salvaged materials for the benefit of the organization s and the people it serves. 6. Organization must have liability insurance that would cover the salvage operation and its personnel. 7. Organization must have the demonstrated capability to implement administrative and personal protective controls and equipment to safeguard workers. 8. Organization must have the ability to conduct the salvage operations from Monday, November 25 through Wednesday, November 27, All salvage must be completed no later than 4:30 p.m. on Wednesday, November 27,
3 Proposal Submission Requirements Proposal Contents All proposals must contain all of the information requested below and in the order listed. Section I - Background (Maximum of 15 points) 1. Organization Identification On the organization letterhead, state the name of your organization, business address, facility address (if different), and web address. Indicate the name of the person preparing the proposal, address and phone number. Provide the name, address and phone number for the person who will manage the salvage activities. Attach proof of your organization s not-for-profit status. 2. Organization Description and Relevant Experience Describe your organization s mission. Explain your organization s qualifications and experience with material removal/salvage or deconstruction. Section II Salvage and Reuse Capacity (Maximum of 40 points) Describe your organization s capacity to perform the salvage project. Indicate the equipment, tools, facility and trucks that will be used in the salvaged project. Explain what will happen to the salvaged items once they are removed from the building. Where will they be stored? How will these salvaged materials benefit the community and help fulfill your organizations mission. Will they be sold, reused or repurposed? Section III - Management and Labor (Maximum of 10 points) Describe the management and labor to be provided to conduct the salvage project. Indicate the number of personnel that will perform the work. Describe the experience and training of the project manager and the personnel. Section IV - Methodology (Maximum of 30 points) Describe the methodology that will be used the remove the salvaged items from the building. Describe the safety protocol to be used. Indicate the personal protective equipment and safety equipment to be utilized. Section V - Insurance (Maximum of 5 points) Please provide proof of insurance including Worker s Compensation, General Liability, and Automobile Insurance. Section VI - Salvage Spreadsheet Attached is a list of items that are deemed salvageable. Indicate on this spreadsheet the items you are interested in obtaining and the end-use for the items. 3
4 Proposal Deadline: Proposals are due no later than 4:00 p.m. on Thursday, November 21, Any proposals received after this deadline will not be considered. Proposals should be mailed or hand-delivered to: Cuyahoga County Department of Public Works Attention: Bonita Teeuwen, Director of Public Works 2100 Superior Viaduct Cleveland, OH Five (5) bound/stapled copies and one digital copy (PDF format one file) on disk of the preproposal are required to be submitted, by the designated date and time, in a sealed envelope and labeled as: PROPOSAL FOR SALVAGE OF NON-STRUCTURAL MATERIALS FROM THE CUYAHOGA COUNTY ADMINISTRATION BUILDING FOR REUSE PURPOSES TO BENEFIT THE PUBLIC GOOD. Proposal Review and Selection Process Each proposal will be reviewed to determine if it contains all the information requested in this RFP and all required forms and attachments. Partial submissions or late submissions shall be determined to be non-responsive and shall not be considered. The County will evaluate all responsive proposals and select those organization(s) that most successfully demonstrate that safely, efficiently and successfully meet the project s goals to salvage usable materials from the to benefit the public good. The selection process will take into account the synergy of this project with the organization s mission; the capacity and experience of the organization to perform the salvage work; and the ability of the organization to use the salvaged items to support their mission and to benefit the community. Notification The County will notify the successful organizations by November 22. If more than one organization is selected then a meeting will be organized among all organizations to establish the logistics of the material removal process and to determine the type and quantity of materials to be provided to each organization.
