2 PART E AT A GLANCE The New Approved Document E, (2003 Edition) was implemented on 1st July This applies to houses, flats, schools, hotel and hostel types of accommodation constructed as new build or formed by material change of use. The SoundPro s guide provides examples of constructions including Rockwool and Rockfon products that meet the requirements of the New Approved Document E (ADE). The guide should be used in conjunction with Approved Document E, and due attention be paid to the flanking noise and other requirements outlined therein. Robust Details Compliance with Robust Details will negate the requirement for pre-completion site testing of new build separating structures for dwelling houses and flats. Robust Details are based upon meeting sound test values which are in excess of those required by Approved Document E. This guide will also highlight proposals for Robust Details involving Rockwool products. SUMMARY OF THE MAIN CHANGES IN THE 2003 EDITION OF PART E 1 PROTECTION AGAINST SOUND FROM OTHER PARTS OF THE BUILDING AND ADJOINING BUILDINGS. This requirement now includes rooms for residential purposes in addition to dwelling houses and flats. Rooms for residential purposes covers a room or suite of rooms, which is not a dwelling house or flat and which is used by one or more persons to live and sleep in, including rooms in hotels, hostels, boarding houses, halls of residence and residential homes. This term excludes rooms in hospitals or similar establishments used for patient accommodation. For the first time there is a requirement for pre-completion site testing. The onus is upon the builder to demonstrate that required levels of sound insulation are achieved. 2 PROTECTION AGAINST SOUND WITHIN A DWELLING HOUSE A new requirement setting standards for internal walls and floors in dwelling houses flats and rooms for residential purposes. Precompletion site testing is not required. Compliance is based upon laboratory testing. 3 REVERBERATION IN THE COMMON PARTS OF BUILDINGS CONTAINING FLATS OR ROOMS FOR RESIDENTIAL PURPOSES. A new requirement to control reverberation in the common parts of buildings containing flats and rooms for residential purposes. Precompletion site testing is not required. 4 ACOUSTIC CONDITIONS IN SCHOOLS 2 Rockwool Limited Pencoed, Bridgend CF35 6NY info@rockwool.co.uk New schools are now controlled under the Building Regulations. This includes sound insulation, reverberation time and indoor ambient noise levels. The normal way of satisfying requirement E4 will be to meet the values for sound insulation, reverberation time and internal ambient noise which are given in section 1 of Building Bulletin 93 The Acoustic Design of Schools produced by DfES. 3 PART E REQUIRED PERFORMANCE STANDARDS The requirements of E1 may be satisfied by meeting the sound insulation values set out Tables 1a and 1b of Approved Document E, a summary of which are shown in the tables below. Compliance is established by on site pre-completion testing. The requirements of E2 for internal wall and floor constructions will be satisfied by achieving the sound insulation values set out in Table 2. These are based upon laboratory tested values. There is no requirement for pre-completion site testing for compliance with E2. The new performance requirements are considerably more onerous than those set out in the 1991 Edition. This is due to the addition of a low frequency correction factor (Ctr) which must be applied to the precompletion measure of airborne sound. As a consequence, the new values will be more difficult to achieve for many types of construction. 4 Importance of design and good workmanship In all cases, good design and installation practice should be followed. It is imperative that measures to eliminate or minimise flanking sound transmission are considered at the design stage and that products are installed correctly by the builder. Explanation of terms In an attempt to decipher some of the terms and abbreviations that you will come across in literature relating to acoustics and Part E, the following table may prove useful. Building Element Walls, floors and roofs, etc Failure to do so may lead to limitation of acoustic performance and the requirements of the Building Regulations not being met. Flanking noise When attempting to make any sort of construction compliant to the Part E Regulations it is important to note that sound does not always go straight through the building element. Indeed if the wall/floor/partition concerned has good sound reducing capabilities then the sound will simply find the easiest way to get from A to B. In short, it it can t go through the wall, it will go up and over or around the side. This is called Flanking Transmission and occurs when sound travels along elements shared by adjacent structures. If flanking constructions are not correctly specified or constructed, flanking transmission can exceed direct transmission and damage the overall capabilities of the construction. One way of dealing with this issue is to use isolation strips around the perimeter edges of floors and walls, as well as the use of an acoustic sealant wherever possible. The New Approved Document E provides advice with respect to flanking details, and the appropriate Rockwool Acoustic Intumescent Sealant, fire stopping and cavity closing products to achieve compliance are detailed within this guide. The unit used to indicate the level of sound with respect to a reference level. A single-number quantity (weighted) which characterises the airborne sound insulation between two rooms, (site measurement). As above, but with the low frequency correction factor included. Airborne or impact sound transmittance between two rooms via an indirect path. The number of pressure variations per second that gives a sound its distinctive tone. The unit of the frequency of the sound. Sound resulting from direct impact on a building element. Any floor that is not a separating floor. Part H (Scotland) The Building Regulations Part H (6th Amendment to the Technical Standards) has been in force since 4th March The key variations between Part E and Part H are summarised in the following table and notes. Robust Details do not currently apply although there are specified standard constructions within the Part H document to satisfy requirements. If a specified standard construction is not used then post construction testing applies. This involves taking four sets of measurements, requiring both mean and individual values to be reached. 8 Robust Details robustdetails SEPARATING WALLS AND FLOORS MEETING APPROVED DOCUMENT E Robust Details Ltd (RDL) was formed in response to the house building industry s need for an alternative to Pre-completion Site Testing. Robust details are construction solutions which only apply to separating walls and floors for new build houses and flats. Safety margins built in All robust details have a significant safety margin built into the constructions so that they would be highly unlikely to fail to meet ADE requirements. All robust details must have achieved a minimum requirement (by site testing at least 30 times) a mean airborne of DnTw + Ctr of 50dB (5dB higher than ADE), with no individual value lower than 47dB, and an impact requirement which has achieved a maximum value of L ntw of 57dB (5dB lower than ADE) with no individual value higher than 60dB. Using robust details avoids the need to carry out Pre-completion Site Testing. This eliminates the risk and uncertainty of remedial action being required on completed floor or wall constructions. To design or build robust details you will need to select the walls and floors from the Robust Details Handbook, available from Robust Details Ltd. Rockwool robust detail solutions Each robust detail has its own site work checklist. They are designed to help builders ensure that the building work is carried out to robust detail specifications, they can also be used by Building Control Bodies, new home warranty providers and others. Full details on how the scheme works is available on the website Rockwool Limited has been actively involved with the robust detail process, both with the House Builders Federation, house builders and Robust Details Ltd. Rockwool currently have robust detail solutions for timber and steel separating walls, and concrete separating floors. 12 1 NEW BUILD SEPARATING WALLS MEETING APPROVED DOCUMENT E (Section 2) Minimum Required performance standard: Airborne Sound D ntw + C tr = 45 db (or greater) A separating wall is defined as a wall that separates adjoining dwelling houses, flats or rooms used for residential purposes. The Part E requirement for separating walls is subject to airborne sound regulations and pre-completion site testing. Flanking Sound A major cause of reduced acoustic performance in separating walls is Flanking paths via the surrounding structure rather than a direct path through the wall. Good practice detailing at the design stage, especially at key junctions, together with good workmanship will minimise this effect and optimise performance levels. Guidelines of good practice detailing at key junctions are provided throughout the new Approved document E. The Part E requirement for separating floors is subject to both airborne and impact sound regulations. Pre-completion site testing is also required. Flanking sound A major cause of reduced acoustic performance in separating floors is due to Flanking paths via the surrounding structure rather than a direct path through the floor. Good practice detailing at the design stage, especially at key junctions, together with good workmanship will minimise this effect and optimise performance levels. Guidelines of good practice detailing at key junctions are provided throughout the new Approved document E. Junctions with floor penetrations Pipes and ducts that penetrate a floor separating habitable rooms in different flats should be enclosed for their full height in each flat. The enclosure should be constructed of material having a mass per unit area of at least 15Kg/m 2 (eg 2 x 12.5mm standard plasterboard) Either line the enclosure with 50mm Rockwool Flexi, or wrap the duct or pipe within the enclosure with 25mm Rockwool Techtube. The enclosure may go down to the floor base if isolated from the floating layer. Penetrations through a separating floor by ducts and pipes should have fire protection to satisfy Building Regulation Part B Fire Safety. Fire stopping should be flexible and also prevent rigid contact between the pipe and floor. Rockwool Insulated Fire Sleeve meets these requirements. ADE SECTION 3 SEPARATING FLOORS Points to note: The floating platform floor should be isolated from the perimeter walls Do not bridge between the floating layer and the base floor with services and fixings that penetrate the resilient layer Leave min. 5mm gap between the floating layer and skirtings. 16 FLANKING MINIMISING FLANKING SOUND TRANSMISSION Flanking sound is transmitted indirectly via paths such as windows, external walls and internal corridors. It is defined as sound from a source room but not via a common building element. It is imperative that flanking transmission is considered at the design stage and that the construction detailing specified will eliminate or at least minimise any downgrading of the acoustic performance. The existing structure therefore should be assessed to ensure that the additional loading can be carried safely, with appropriate strengthening applied where necessary. Before a new floor treatment is applied, appropriate remedial work to the existing construction should be undertaken: If the existing floor is timber, then any gaps in floor boarding should be sealed by overlaying with hardboard or filled with sealant Where floor boards are to be replaced, boarding should have a minimum thickness of 12mm, and 100mm minimum Rockwool Roll or Flexi should be laid between the joists in the floor cavity. If the existing floor is concrete and the mass per unit area of the concrete floor is less than 300Kg/m 2, or is unknown, then the mass of the floor should be increased to at least 300Kg/m 2. Any air gaps through a concrete floor should be sealed. A regulating screed may also be required. If there is an existing lath and plaster ceiling, it should be retained as long as it satisfies Building Regulation Part B Fire Safety. Where the existing ceiling is not lath and plaster, it should be upgraded as necessary to provide at least two layers of plasterboard with joints staggered, total mass per unit area 20Kg/m 2. Junctions with floor penetrations Pipes and ducts that penetrate a floor separating habitable rooms in different flats should be enclosed for their full height in each flat. The enclosure should be constructed of material having a mass per unit area of at least 15Kg/m 2 (eg 2 x 12.5mm standard plasterboard) The enclosure may go down to the floor base if floor treatment 2 is used, but ensure isolation from the floating layer. Penetrations through a separating floor by ducts and pipes should have fire protection to satisfy Building Regulation Part B Fire Safety. Fire stopping should be flexible and also prevent rigid contact between the pipe and floor. Rockwool Insulated Fire Sleeve meets these requirements. Workmanship To ensure that a soundproof structure is performing to its maximum level, great care must be taken in its construction. Attention to detail is absolutely essential. It must be built as if it needed to be waterproof, as sound, like water, will find the smallest crack and expose it as a weak part of the structure. Remember an acoustic construction is only as good as its weakest link. 38 4 ACOUSTIC SOLUTIONS FOR SCHOOLS MEETING APPROVED DOCUMENT E (E4) Acoustic performance for schools In the Secretary of State s view, the normal way of satisfying Requirements E4 of the Building Regulations is to demonstrate that all the performance sections in Section 1 of Building Bulletin 93 have been met. This bulletin guides architects, acousticians and building control officers through the process of the acoustic design of schools in the context of the various types of spaces and activities. It contains performance standards, calculation procedures, case studies on existing schools and an example submissions to the Building Control Body (BCB). Consult the experts In all but the simplest of projects it is advisable to appoint a qualified acoustic consultant at an early stage of the project, this is needed to check the design details to ensure that all spaces meet the performance standards including sound absorption in corridors, entrance halls and stairwells. This will enable the designer to submit a set of plans, construction details and calculations for each area of the school to the BCB. Rain noise is therefore a potentially important noise source, which must be considered at an early point in the roof design. Approved Document E requires the construction of new school buildings to meet appropriate acoustic standards. The method of compliance is outlined by Building Bulletin 93 Acoustic Design of Schools produced by DfES (IBSN: ). This includes a requirement to minimise the noise of rainfall on lightweight roofs. Whilst rain noise is presently excluded from Section 1.1 of Building Bulletin 93, methods of control must nevertheless be included and justified to the Building Control Body. The solution is dependent upon the specific roof construction and may be provided by a combination of Rockwool insulation materials. When used within metal lightweight roof constructions the fibrous structure of Rockwool insulation provides very effective sound absorption. The use of Rockwool products within metal roof constructions will additionally reduce the resonance effect created by the impact of rain noise due to the provision of acoustic damping, which significantly enhances acoustic performance. At the time of print, a new laboratory test measurement standard for impact sound from rain on the roof, ISO/CD is under development. BRE Acoustics was commissioned by Rockwool Limited to undertake Rain noise testing on roof constructions using Heavy rain as defined in ISO/CD Flat Roof acoustic improvement The following flat roof constructions were tested By BRE Acoustics to measure sound intensity due to impact noise from rain. Single ply membrane, Mechanically fastened, 1.2mm Rockwool Hardrock Dual Density Roofing Boards, 150mm Vapour Control Layer (polythene) Profiled metal deck, 60mm deep, 0.7mm The same roof construction was tested including 85mm Urethane insulation board in place of Hardrock Dual Density. Results are detailed below. 42 Acoustic control flat roofs Effective sound insulation is an essential requirement where commercial or industrial operations generate noise at levels, which could be harmful to the health or efficiency of the building occupants, or present an environmental nuisance. The control of noise pollution is an ever increasing problem. The solution tends to be specific to each building and is dependent on the type and source of the noise. Hardrock Dual Density Roofing Boards are proven to be the ideal acoustic insulation material for use in warm flat roof constructions. Sound absorption Sound reflection is often a problem experienced in buildings such as manufacturing plants, convention and sports halls. The use of Hardrock Dual Density Roofing Boards and Acoustic Infills in conjunction with perforated steel decking provides sound absorption within the building, thereby improving the environment for work and leisure.
