1 SUPPLY AND DELIVERY OF 200KVA EARTHING TRANSFORMER TENDER DOCUMENTS: SARAWAK ENERGY REF. NO. PLS PART I TENDER PROCEDURES SECTION 1 INTRODUCTION This Introduction should be read in conjunction with Tender Appendix A [Description / Specification of Goods] set out in Part II, Section 2 of the Tender Documents.

2 INTRODUCTION 1. PURPOSE The purpose of this tender process is to procure Tender Offers from contractors to supply all Goods required in connection with tender for the supply and delivery of pressure relief device, Buchholz relay, breather and gasket for Transmission Substation division. 2. BACKGROUND Sarawak Energy is wholly-owned by the State Government of Sarawak and is responsible for the generation, transmission and distribution of electricity to industrial and residential customers within Sarawak. Sarawak Energy has a proud history of more than 70 years of service to the Sarawak community and now provides electricity to more than 500,000 account holders. In recent years, Sarawak Energy has made strong progress on an exciting transformation gas and coal to create new opportunities for the Sarawak community. With firm plans for further rapid growth, Sarawak Energy is on track to become the leading producer of renewable energy in South East Asia. program, Sarawak Energy is helping our community reach the goal of becoming a high-income State by COMMERCIAL BASIS FOR TENDER OFFERS Tender Offers shall be submitted in accordance with the requirements set out in the Tender Documents. The Conditions of Contract are based upon Sarawak Energy supported by Contract Appendices that collectively set out and describe Sarawak Energy the Goods. The contract price will be a fixed lump sum price. (Sarawak Energy Ref. No. PLS ) 1

3 DESCRIPTION / SPECIFICATIONS OF GOODS The Goods to be supplied by the Supplier include the following: GENERAL PARTICULAR This tender calls for the supply and delivery (DDP - INCOTERMS 2015 to Matang 275kV Substation) of new replacement units due to advanced aging for the following plants:; Substation (S/S) Plant Description Quantity Matang 275kV S/S 200kVA, 33/0.415kV, 3-phase Oilfilled Earthing Transformer for outdoor installation 2 units TECHNICAL PARTICULAR 1. GENERAL Earthing transformers shall comply with IEC and shall be of the oil immersed ONAN type suitable for outdoor installation. They are to have a main interconnected star winding which will be directly connected to the lower voltage terminals of the associated system transformer. The neutral point of the interconnected star winding shall be brought out of the tank through a bushing insulator. This point may be isolated or connected to earth directly or through a resistance in order to provide an earthing point for the neutral of the system. The earthing transformers shall have a secondary winding to supply the substation auxiliary load. The voltage ratio shall be 33/0.415kV. The star-connected secondary windings shall be arranged to give a 415 volt, three-phase, four wire supply with the star point solidly earthed. The secondary winding shall have the continuous rating of 200kVA. 2. ELECTRICAL AND SHORT CIRCUIT CHARACTERISTICS Earthing transformers will normally have their neutral points connected to earth via a resistance which limits earth fault current to the full load current at the associated power transformer. However, provision is made for solidly earthing the neutral points and under this condition the earthing transformers shall be capable of withstanding, both thermally and mechanically, without damage for a period of 10 seconds, the application of normal three phase line voltage to the terminals of the interconnected star winding with one line terminal earthed. The current density of the winding under this condition shall not exceed 50 amps/mm 2. (Sarawak Energy Ref. No. PLS ) 2

4 In addition, the interconnected star winding of each earthing transformer when at its maximum temperature due to continuous full load on the auxiliary winding shall be designed to carry for ten seconds without injurious heating an earth fault current in the neutral connection as specified. The current density under such conditions shall not exceed 23 amps/mm2. 3. TANKS AND FITTINGS Earthing transformers shall be provided with the following fittings: a) Conservator vessel with removable end cover and prismatic oil gauge. b) Buchholz relay. c) One thermometer pocket with captive screw cap. d) Silica gel breather of the oil seal type with a minimum capacity of 1kg. e) Pressure relief device. f) Filter valve and combined filter and drain valves. g) Oil sampling device. h) Rating plate. 4. SECONDARY WINDINGS The three-phase, four-wire secondary windings shall be terminated at a three-pole Moulded Case Circuit Breaker unit with bolted neutral link and gland entry for a four-core solid dielectric cable. This shall be accommodated in a lockable, fully weatherproof compartment together with a neutral earthing link. The purpose of the neutral earthing link is to connect the 415V system neutral to earth. It shall be connected between the transformer winding end and a suitably located earthing terminal to which the system earth can be connected. 5. GASKETS AND JOINTS Gaskets shall be of approved material impervious to and having no deleterious effect on transformer oil. Gaskets made from nitrile rubber and utilising compression control stops are acceptable, however, the Contractor may propose other solutions that it considers having better performance as part of its design. All joints shall be made oil-tight and shall be so designed that no deterioration of the gaskets, which could give rise to oil leakage, will take place in service, and all such joints shall withstand, without leakage, the maximum vacuum which may be applied to the assembled earthing transformers during commissioning or subsequent maintenance. 5 6. INSULATING OIL The transformers shall be supplied complete with the first filling of mineral insulating oil. The oil shall be inhibited and predominantly from naphthenic base crude and not contain any polychlorinated biphenyl's (PCBs). The transformer main nameplate shall state that the oil is free of PCBs and any corrosive sulphur. Prior to filling, the oil shall be tested for corrosive sulphur. Oil shall be compatible with the oil used in the manufacturer's factory and with oil which is readily available commercially in the region of the Project. The oil properties shall be not less than the best values for those for mineral insulating oil to IEC (Fluids for electrotechnical applications - Unused mineral insulating oils for transformers and switchgear) Group I, to be used on this class of transformers. 7. ELECTRICAL CLEARANCES Electrical and safety clearances shall be in accordance with following table. Nominal System Voltage 33 kv Minimum clearance between live metal and earth (mm) 500 Minimum phase-to-phase clearance (mm) 500 Safety clearance (operation, maintenance) to the nearest live conductor (mm) Safety clearance (operation, maintenance) to the nearest point not at earth potential of an insulator (mm) TESTING 8.1 GENERAL REQUIREMENTS The whole of the plant covered by this Contract will be subject to inspection and test by the Engineer and the Employer during manufacture, erection and on completion. The approval of the Engineer of the results of any such inspection or test will not, however, prejudice the right of the Employer to reject the plant if it does not comply with the Specification or to give complete satisfaction in service. The costs of all inspections and tests and inspection shall be borne by the Contractor and shall be deemed to be included in the Contract Price. Before any plant is packed or despatched from the Main or Sub-Contractor's works, all tests called for shall have been successfully carried out in the presence of the Engineer unless otherwise agreed. 6 Adequate notice shall be given when the plant is ready for inspection or tests and every facility shall be provided by the Contractor and his Sub-Contractors to enable the Engineer to carry out the necessary inspection and witnessing of tests. The Contractor shall not request inspection of any section of plant unless all outstanding design matters have been resolved to the satisfaction of the Engineer. 8.2 SUB-CONTRACTORS Within two months of acceptance of the Tender, the Contractor shall forward to the Engineer, a list of all sub-orders placed or intended. For the purpose of this Clause, interworks orders shall be treated as sub-orders. The Engineer will select from his list those sub-orders that require progress or inspection and so inform the Contractor. The Contractor shall then submit three copies of all sub-orders as selected by the Engineer for progress or inspection together with a copy of all drawings referred to in the sub-orders, unless otherwise agreed by the Engineer. The drawings and sub-orders submitted to the Engineer shall cover all components which are subject to electrical or mechanical pressure or stress when the plant is in operation and also those items which will be despatched to Site direct from the Sub-Contractor's works. Sub-orders shall include a statement advising the Sub-Contractor that the items being ordered will be subject to inspection and test by the Engineer. It is important that all copies of sub-orders are clearly marked with the name of the Contractor and the following references:- Employer's Name: Contract Number: Sub-Contractors shall comply with all the applicable requirements of this Specification and, in particular, with this Section. Orders issued by the Sub-Contractor shall also include the Main Contractor's name and reference on their sub-order in addition to the above-mentioned references. 8.3 TESTS AT MANUFACTURER'S WORKS General Works tests shall include all routine electrical, mechanical and hydraulic tests in accordance with the relevant IEC or British Standards except where departures therefrom and modifications thereto are embodied in this Specification. For plant not covered by any IEC or British Standard nor specifically mentioned in this Specification, such tests as are relevant shall be agreed with the Engineer. One complete unit of each type and rating being supplied shall be subject to type tests as specified in the relevant IEC or British Standard or this Specification. In the event of the Contractor supplying certified copies of type test certificates covering equipment of identical design, rating and construction, the Engineer may waive such tests entirely. 7 Should the plant or any portion thereof fail under test to give the required performance, further tests which are considered necessary by the Engineer shall be carried out by the Contractor and the whole cost of the repeated tests borne by the Contractor. This also applies to tests carried out at the Sub-Contractor's works. After satisfactory completion of the witnessed tests at the Works, the plant shall be submitted for the Engineer's approval during dismantling preparatory to shipping. No item of plant is to be despat in writing Material Test The Contractor shall provide test pieces as required by the Engineer to determine the quality of the material supplied under this Contract. Such test pieces shall be prepared and supplied free of charge and the cost of the tests shall be borne by the Contractor. If any test piece fails to comply with the requirements of the Specification for the materials in question, the Engineer may reject the whole of the material represented by that test piece. The Contractor's designers and metallurgists will be consulted before any material is so rejected. In the event of the Engineer being furnished with certified particulars of tests which have been carried out for the Contractor by the suppliers of materials, the previously Test To Be Carried Out During Manufacturing The following tests shall be carried out during manufacture, before final assembly of the transformer. All tests shall be carried out in the presence of the Employer's inspector if required Conductor Tests A sample of conductor from each reel used shall be made available for testing. The profile edges of the conductor shall be checked for quality of finish Inter Strand Check Once the windings have been dried out and compressed to their final dimensions, a 500 V insulation test between strands for paper covered conductor and 250 V insulation test between strands for continuously transposed cable shall be carried out Polymerisation Tests of Insulation Samples before and after Dry-out Before and after the dry-out degree of polymerisation tests shall be performed on a sample of paper insulation taken from the sample roll as specified in Clause 4.6- Thermal and Moisture Monitoring of this section. The Contractor shall remove the sample from the roll before dry-out, one half of which shall be kept by the Contractor and one half shall be provided to the Employer. On the completion of dry-out, tests shall be. (Sarawak Energy Ref. No. PLS ) 6

8 performed on a second sample of paper insulation taken from the sample roll, the Contractor shall keep one half and one half shall be provided to the Employer. Tests determining the extent of degradation of the life of the paper shall be carried out. The test method for degree of polymerisation shall be in accordance with ASTM D4243. The weight of each sample shall be 3 grams. The measured degree of polymerisation after dry out shall not be less than Bushing Tests Routine and Type Tests All bushings shall be subjected to the routine tests specified in IEC In addition, one bushing of each type shall be type-tested in compliance with IEC Reports of type tests on similar bushings may be accepted in lieu of these type tests. Cantilever Testing The failing strength of the porcelain bushings shall be established by full scale cantilever tests. The porcelains shall be tested with the end fixing that is supplied with the equipment. Where it is impracticable to carry out a destructive test, the Contractor shall estimated breaking load on an agreed number of samples Paint and Galvanising Thickness Tests The Contractor shall provide instruments for checking the paint and galvanising thickness, e.g. Elcometer, or otherwise agree with the Employer an approved method of testing the paint and galvanising Power Rinse After filling with oil and prior to the performance tests being carried out, each transformer shall have a hot oil power rinse carried out of not less than 24 hours duration. The power rinse procedure shall be to the approval of the Engineer Oil Particle Content The particle content of the transformer oil shall be measured prior to the performance tests being carried out. The particle content of the transformer oil for particle sizes greater than 1.0 micron shall not exceed 20,000 parts/50 ml Earthing Transformers Routine Tests i) Measurement of Winding Resistance ii) Ratio, polarity and phase relationships iii) Measurement of impedance voltage (Sarawak Energy Ref. No. PLS ) 7

9 iv) Measurement of load loss v) Measurement of no-load loss and no-load current vi) Separate-source power-frequency voltage withstand test vii) Induced over voltage withstand test viii) Insulation resistance of each winding Type Tests i) Temperature rise test: Unless acceptable type test certificates can be submitted in respect of a transformer similar in design to that specified a temperature rise test shall be carried out and the costs shall be included in the Contract price. This test shall take into account temperature rise due to both the specified earth fault current and continuous operation at rated power of the auxiliary winding. ii) Impulse-voltage withstand (full wave). To be carried out on each transformer. Special Tests i) Measurement of zero-phase sequence impedance ii) Measurement of harmonic on the no load current Test Certificates Duplicate sets, hand-signed copies and three photocopies of the test records, test certificates and performance curves shall be supplied and submitted to the Engineer for all tests carried out in accordance with the provisions of this Contract. These test records, certificates and performance curves shall be supplied for all tests and must be witnessed by the Engineer. For the original, hand-signed copies of the test reports, one copy shall be kept by the Contractor and the remaining copy shall be kept at site. The test results MUST BE written by hand (not typed out). A pdf copy shall be furnished to the Engineer. The information given in such test certificates and curves shall be sufficient to identify the material or equipment to which the certificate refers and should also bear the Contract reference and heading as given in Clause Sub-Contractors. In addition, all All test results must be properly recorded for all tests carried out. In the event that a mistake is identified in the test report, usage of any type of correction liquid is PROHIBITED and ONLY the testers are allowed to make corrections to the reports. The tester doing the correction must do the following: (Sarawak Energy Ref. No. PLS ) 8

10 i) Cancel/strikethrough the incorrect result. ii) Write in the correct result. iii) Place their initials beside the corrected result Rejection of Plant If any item fails to comply with the requirements of this Specification in any respect whatsoever at any stage of manufacture, test, erection or on completion at Site, the Engineer may reject the item, or defective component thereof, whichever the Engineer considers necessary, and after adjustment or modification as directed by the Engineer, the Contractor shall submit the item for further inspection and/or test. In the event of a defect on any item being of such a nature that the requirements of this Specification cannot be fulfilled by adjustment or modification, such item is to be replaced by the Contractor, at their own expense, to the entire satisfaction of the Engineer.
