5 The National Research Council develops the national building codes in Canada. The codes are put together based on reviews and recommendations from various standing committees. These committees are made up of professionals in various fields who are invited to participate. 5

6 Model National Codes are revised on a 5 year cycle. On November 1, 2015 the 2015 National building code and National Energy code for buildings ( over 3 stories) is released. These codes are not legislated in each province until the local provincial government adopts them. This can be with or without changes. Typically the provincial codes are adopted 2 years after the release of eth national codes. There are many disciplines including fire, plumbing, electrical, building and others. Once the code is enacted, there is usually a 6 month grace period to adopt the new code requirements. 6

7 The Building Technical Council is the Alberta provincial committee that takes the national codes and make recommendations for adoption in Alberta. They do a public consultation and ask fro input from stakeholders such as builders, associations, manufacturers and others. They make a final recommendation to Alberta Municipal Affairs who are the provincial department responsible for codes. These changes are then adopted under the Safety Codes Act to become law. The National Research Council then prints and makes copies available for purchase. 7

8 The 2014 Alberta Building Code became enforceable May 1, 2015 with the grace period ending November 1, The entire document is enacted, except the new energy efficiency portion of Part 9.36, which is enforceable May and the grace period ends November 1,

10 The Safety Codes Act is the legislation that makes the actual code law. It list all stakeholders and their responsibilities regarding codes and compliance with these codes. 10

11 The Safety Codes Act lists the parties responsible for meeting code compliance. These include the builder/designer, manufacturers, vendors, contractors and others who do actual work on the building. They are all tasked with equal responsibility to enure compliance. Therefore the liabilty cannot be transferred to others to comply to code requirements. That means the entire group must work as a team to ensure compliance. 11

12 The building code is made up of 11 parts. Parts 1&2 cover definitions and clarify compliance options. Part 7 is health and Part 8 is demolition. These 4 parts apply to all buildings. Part 9 is less than 600 m2 in area including mulit family and single family dwellings. It can also apply to Part 3 buildings in some cases. Part 3 refers to large buildings and deals with fire and accessibility. Part 4 is structural, part 5 is environmental seperations and art 6 is HVAC. Some of tehse can also apply to Part 9 in cases where the occupancy and special circumstances relates to these specific aspects beyond Part 9 items. 12

15 Termite protection is only applicable to the SE corner of Alberta. The map is unclear as to the exact boundaries so contact your AHJ ( Authority Having Jurisdiction) if you are in these areas. ( Medicine Hat & Lethbridge). 15

16 Termite protection includes wood in contact with the ground, retaining walls, structural lumber etc. These must be treated with a termite resistant treatment. Inspection access is also required to visually inspect the foundation and under crawlspaces to assess potential for termite infestations. We recommend contacting your AHJ ( Authority Having Jurisdiction) to verify compliance options. 16

18 The exiting requirement for smoke alarm and carbon monoxide detectors remains, with one addition. All bedrooms must contain smoke alarms ( detectors). Smoke alarms must have battery backup and nusance button to silence in event of non fire smoke ( burnt toast) 18

30 Limiting distances have not changed. The HIRF ( High Intensity Residential Fires) requirements remain. The clarification relates to the sentence discussing limiting distance if the fire department takes longer than 10 minutes to arrive and set up to begin fire fighting more than 10% of the time they are called. 38 Current exit sign requirements do not change what changes is the type of signage. The new signage is green and in pictogram format. They can be either electrical or self illuminating. This applies to all exit signage both in part 9 and part 3 buildings. 38

41 Resistance to Lateral window loads has been added to part 9.23 ( framing) section of the code. If your area is below the.80 kpa, this will not impact current construction if you continue to apply sheathing ( OSB, Plywood, Exterior Gypsum) to the exterior surface of walls and sheathing ( drywall) to interior surfaces of the walls. This is the most common construction. If you are between.80 and 1.2 Kpa you will have to apply the requirements noted in the next few slides. The main ones being diagonal roof sheathing, increase nailing pattern and Braced Wall Band. This is a direct connection form foundation to roof trusses. There only appears to be 2areas are affected by this PINCHER CREEK & COWLEY Above 1.2 kpa must be Part 4 designed 41

49 Seconday suites are a new definition. They must meet the bylaw requirements for the municipality i.e. likely falling under R 2 zoning. They apply to a suite that is added to a residence where the suite remains under the same title as the main residence. The new definition will allow smaller and tighter spaces to be used for secondary suites without having to meet the code requirements of the main dwelling 49

53 Where a fire separation extends above the roof, there is a potential fro drifting of snow, similar to the effect of a snow fence. Hence there is an increased potential for heavier snow loads on either side of these separation walls. This must be taken into consideration when doing snow load calculations. 53
