2 SPECIFICATION NO. E-110 ADSS FIBER OPTIC CABLE PART GENERAL AND TECHNICAL REQUIRMENTS A. DESCRIPTION: This specification describes the all-dielectric, self-supported (ADSS), i.e. nonmessenger type, fiber optic cable that the City of Anaheim plans to purchase to upgrade and expand its fiber optics infrastructure. The cable shall be seamlessly integrated with the City s existing fiber optics network, as further described in this specification. B. QUALITY ASSURANCE: Applicable Codes and Standards: Design, fabricate, assemble and test material so as to conform with all applicable codes and standards including, but not limited to the following: 1. IEEE P Bell Communications Research Standard (Bellcore) GR Rural Electrification Administration Standard (REA) PE ITU G.652.B, G.652.C and G EIA EIA-359A C. SUBMITTALS: See section 3.00 D. TERMS: As described in purchasing requirements listed separately from this specification. E. SPECIAL CONDITIONS: 1. Warranty: The fiber optic cable furnished under this specification shall be free of any defects including manufacturing flaws or failure to meet this specification. The manufacturer shall replace f.o.b. delivery point for all such defective cable. 2. Delivery: The manufacturer shall make deliveries only upon receipt of releases issued by the City or its authorized agent. Upon a release for shipment the manufacturer shall ship the quantity required in 30 days or City of Anaheim California Page 2 of 20 Specification E- 110, March 2015

3 less. Longer lead times would be acceptable only with approval of the City. 3. Holidays: Recognized holidays for the purpose of shipping calculations shall be New Year s Day, Martin Luther King s Birthday, Memorial Day, Washington s Birthday, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day. If any said holidays should fall on a Sunday, the following Monday shall also be considered a holiday, and if a holiday should fall on a Saturday, the previous Friday shall also be considered a holiday. 4. Services: The City of Anaheim shall have the option to require services of a manufacturer s service engineer to direct the disassembly, assembly, installation, inspecting, and testing of the cable supplied under this contract. The service engineer shall not assume executive charge of such work, but shall provide technical direction to the City of Anaheim and/or its contractors to: a. Ensure that the cable is inspected, installed and commissioned in accordance with the manufacturer s recommendations. b. Resolve any technical issues and questions, as required by City of Anaheim or its contractors. The City may require the services at any time up to 365 calendar days after complete delivery of the contract. The price quoted in the proposal shall be for services of a competent service engineer for one (1) trip for a total of five (5) working days. The City of Anaheim will give the manufacturer a written advance notice of minimum 10 calendar days prior to the exact date when the engineer will be required. 5. Inspection of Manufacturer s Facilities: The City of Anaheim reserves the right to request inspection of the plants where the cables is manufactured and witness any tests performed on the fiber optic cable. The manufacturer shall accommodate all such requests made with a 7-day advance notice. F. QUESTIONS: 1.02 PRODUCTS All questions concerning these specifications shall be directed to Purchasing Department, City of Anaheim, Anaheim, California, at (714) A. DESIGN REQUIREMENTS: 1. The cable shall be designed for a minimum life expectancy of 30 years. City of Anaheim California Page 3 of 20 Specification E- 110, March 2015

4 2. The cable shall contain 96 single-mode optical fibers. The fiber strands shall be bundled together in groups of 12 inside each buffer tube, and color-coded in accordance with EIA 359A. The fiber coating shall be easily removed with commercially available mechanical strippers. The buffer tubes shall be sleeved over the fibers in loose-tube construction, and shall be filled with waterproofing compounds. 3. The cable shall have a circular cross section so that installation is done with standard sheaves and tensioning equipment. 4. The cable shall be of all-dielectric and self-supporting construction and designed for unsupported spans of up to 500 feet with loading conditions as defined by NESC for Anaheim, California (NESC Light Loading). The cable shall be suitable for aerial and underground conduit installations in the vicinity of 69kV and/or 12kV transmission line structures and substructures. 5. The cable shall be designed for a nominal sag of not more than 1 percent and such that absolutely no fiber strain will occur with axial loads defined by NESC Light Loading at spans of 500 feet or less. 6. The cable shall be manufactured such that no fiber strain will be caused by the cable itself. 7. The cable shall be of a proven design with a minimum of three (3) years of successful operation in the field. 8. The cable shall be seamlessly integrated with the City s existing fiber optics network. The City has utilized Alcoa Fujikura / AFL s AE096HC811CA2 for majority of its backbone cable and AT&T Fitel / OFS AT-34F27LT-096-CMCB for the recent upgrades. The manufacturer shall certify that: a) A fusion splice loss of less than 0.06 db to the existing cables shall be achievable following installation. b) Proposed cable s Mode Field Diameter shall not result in a MFDmismatch affecting fiber optic network s bandwidth capability or optical losses. B. CONSTRUCTION: 1. The cable shall contain absolutely no metals or conductive materials. 2. The cable s outside diameter shall be a constant value between and The minimum bending radius under dynamic or static loading shall be less than 18 inches. Maximum operating load and minimum breaking strength shall be > 2,200 lbs and 4,000 lbs, respectively. City of Anaheim California Page 4 of 20 Specification E- 110, March 2015

5 3. The cable shall have an all-dielectric central anti-buckle element of fiberreinforced plastic with similar expansion and contraction characteristics as the optical fibers. The buffer tubes shall be stranded around the central member. 4. Each buffer tube shall be filled with a gel with anti-oxidant additives to prevent water intrusion and migration. The gel shall also act as lubricant for the fiber strands within the tube. The gel shall be chemically and mechanically compatible with all cable components, non-nutritive to fungus, non-toxic, and non-hygroscopic. 5. The cable shall contain filler rods, as required, with an identical diameter as that of the buffer tubes to maintain the cable s circular cross section. A layer of non-hygroscopic tape shall be wrapped around the stranded buffer tubes, making a complete core unit. The tape shall act as a heat barrier to prevent deformation and adhesion between the buffer tubes and the inner jacket. 6. The cable shall have a polyethylene inner jacket and rip cord over the cable core. 7. The cable shall have strength elements consisting of two or more layers of torque balanced aramid yarn applied helically over the inner jacket. 8. All voids in the cable including the core shall be filled with helicallywrapped water blocking tape that will prevent water ingress and migration. 9. The outer jacket shall be extruded directly over the strength member layer and shall completely fill the strength member layer. The outer jacket shall be ultraviolet-stabilized black polyethylene with rip-cord, smooth, concentric, and shall be free from holes, splits, blisters and other surface flaws. The jacket shall protect the cable from any affects of induced electric fields up to 69kV. Also, the jacket shall protect the cable in underground installations where the substructures may be submerged in water. 10. The cable shall be constructed such that no pretensioning will be necessary during installation. 11. The jacket or sheath shall be marked with the manufacturer s name, cable model number, the words Anaheim Utilities Optical Cable, month and year of manufacture, and sequential meter marks. The markings shall be repeated every one meter. The marking shall be in a contrasting color to the cable jacket. 12. The length tolerance shall be 0 to +5 percent. 6 13. Each fiber optic cable reel will be accompanied by bi-directional OTDR test data on each fiber strand, as described further under Section 1.03.A.2. Copies of these test results shall be submitted to the Owner and Engineer. 14. Cable sag for a 100-meter span under no load conditions shall be less than 0.7 m. 15. Cable s crush resistance shall be > 500 N/cm as tested per EIA Cable s impact resistance shall be > 50 impacts as tested per EIA-RS A. 17. The cable shall not be damaged or its performance degraded following prolonged storage of cable reels for up to three years, with exposure to direct sun light in ambient temperatures of up to 50 o C. C. OPTICAL FIBERS: 1. The single-mode optical fibers shall be designed for operation in the O-, E-, S-, C- and L-Bands. Specifically, the fiber shall support operation at 1310, 1550 and 1625 nm and eliminate the water-peak at 1383 nm. 2. The fiber shall be capable of splicing to the City s existing 96-fiber optic cable segments at a splice loss of less than 0.06 db. See Section 1.02.A.8 for list of existing cable part numbers. 3. The fiber shall be capable of supporting: a) Ethernet-based optical networks operating at speeds of up to 10 Giga bits per second b) Synchronous Optical Networks operating at speeds of up to OC- 192 c) Coarse and Dense Wave Division Multiplexing per ITU G Each fiber shall have a mechanically strippable dual-layer acrylate colorcoded protective coating. 5. The entire colored fiber length per reel shall be unspliced and subjected to a tensile proof stress test equivalent to 100 kpsi for 1.0 second dwell time. 6. The induced attenuation due to fiber wrapped around a mandrel of 50 mm diameter for 100 turns at 1310 nm and 1550 nm shall be < 0.1 db. 7. Attenuation at 1625 nm: 0.24 db/km j) Attenuation vs. Wavelength: (1) Maximum attenuation in the wavelength region from 1285 nm to 1330 nm shall be no more than 0.05 db/km greater than the attenuation at 1310 nm. (2) Maximum attenuation in the wavelength region from 1525 nm to 1575 nm shall be no more than 0.05 db/km greater than the attenuation at 1550 nm. k) Attenuation Uniformity: No loss discontinuities greater than 0.07 db at 1310 nm, 1550 or 1625 nm. l) Mode Field diameter (1310 nm): microns. m) Mode field Diameter (1550 nm): microns. n) Chromatic Dispersion: (1) From 1285 to 1330 nm: < 3.5 ps/nm km. (2) From 1500 to 1550 nm: < 20.0 ps/nm km. o) Nominal Zero dispersion Wavelength: nm. p) Maximum Zero Dispersion Slope: < ps/(nm2 km). q) Cutoff wavelength: < 1260 nm 1.03 EXECUTION A. FACTORY TESTING: 1. Quality Control Test Protocol: The manufacturer shall conduct tests according to industry standards required for all-dielectric self-supporting (ADSS) cable. These tests shall be performed routinely on sample sizes sufficient to verify quality and continuity or as specified. 2. Each reel of cable supplied shall be tested using the end-to-end bidirectional Optical Time Domain Reflectometer testing method. All of the fiber strands within the cable on every reel shall be tested at 1310, 1550 and 1625 nm wavelengths. The results shall be recorded and provided with the cable when shipped. A copy of these test reports shall be submitted to Engineer. 3. Tensile Strength: Tensile performance shall be tested on samples of the actual cable furnished. The tests shall include cable stress versus cable and fiber strain, and breaking strength. The tests shall verify that the cable supplied shall not experience fiber strain under the specified City of Anaheim California Page 7 of 20 Specification E- 110, March 2015

8 environmental conditions when installed at the manufacturer s stated nominal axial load. Certified test reports shall be submitted and shall show that the requirements of this section have been met. 4. Tests shall be performed on this or similar cable construction by the manufacturer and the cables shall meet or exceed the requirements of the standards specified. Copies of test reports shall be submitted for the following tests: a. Crush Resistance: Tests with acceptable results shall be performed on similar cable types in accordance with EIA The cable shall have a compressive strength of 500 N/cm at 20 C. b. Impact Resistance: The impact test specified in EIA A will show that no significant attenuation will result from 50 impacts of the specified impact at a sample temperature of -30 C for +60 C. c. Cyclic Flex Resistance (Test Conditions I and III): No significant attenuation results after 25 flex cycles when tested in accordance with EIA using a bend radius of 5 times the cable outside diameter. d. Temperature Cycling: Conduct in accordance with EIA-455-3A. The results shall show less than 0.05 db attenuation increase between -40 C and +70 C. e. High and Low Temperatures Bend Resistance (Test Level 1): No significant attenuation shall result from testing in accordance with EIA at test temperatures of -30 C or +60 C. f. Water Penetration: The cable shall meet the requirements of EIA B. g. Compound Flow (Drip) Resistance: Test results shall indicate compliance with the requirements of EIA at a test temperature of +80 C. h. Vibration Characteristics: Vibration tests shall be carried out in accordance with IEEE P1222 standards for both high frequency (Aeolian) vibration and low frequency galloping conditions. The cable shall have self-damping properties in the entire frequency range and shall be unaffected mechanically or optically after 100 million vibration cycles of each condition. i. Cable aging: The cable shall meet the requirements of EIA j. Electrical testing: The cable shall meet the requirements of IEEE P The manufacturer shall submit, with the bid, evidence that manufacturer s cables of similar construction (i.e. ADSS design) have undergone testing to verify that no strain will be imposed on the optical fibers at maximum installation tensions. 9 B. SHIPPING AND HANDLING: 1. The Seller shall assume full responsibility for any damage which occurs during shipment. 2. All material shall be packed in a manner to prevent damage during shipment, to facilitate unloading, and to allow for long-term outdoor storage. Prolonged storage, for up to three years, of the cable reels with exposure to direct sun light with ambient temperatures of up to 50 o C, shall not cause any damage to the cable or degrade its performance. 3. Cables shall be shipped on standard, non-returnable wood reels not exceeding 48 inches in width and 108 inches in diameter. Unless otherwise noted, each reel shall contain of cable. The reel diameter shall not be less than 20 times the cable diameter. Two-meter segments of the cable on both ends of the reel shall be accessible for testing. The cable shall be wound so that unwinding can be permitted without kinking. 4. Each reel shall be stenciled and/or labeled clearly on the outside of one of the reel flanges (both sides) to indicate the following information: a. Manufacturer. b. Date of manufacture. c. Manufacturer s part number. d. Cable length. e. Cable configuration/fiber count. f. Shipping date. g. Factory reel number. h. Shipping date. i. Reel weight (total and tare). j. Direction to unreel. 5. Reels shall be shipped upright on flange edges (not on flange sides) to facilitate unloading. All cables delivered shall be capable of being unloaded from three (3) sides of the truck bed with a forklift or from above with an overhead crane. 6. Unloading will be by others. 7. 10 2.01 CHANGES IN SPECIFICATIONS SPECIFICATION NO. E-110 ADSS FIBER OPTIC CABLES PART 2.00 CONTRACT CONDITIONS No changes shall be made to this Specification or referenced City Specifications unless authorized by the City. Should any conflict prevail between this Specification (or referenced City Specifications) and the Manufacturer's Proposal, this Specification (or referenced City Specifications) shall prevail. The City shall have the right to make reasonable changes at any time to the aforesaid specifications including drawings that are a part thereof or made a part thereof by reason of the changes. Should such changes increase or decrease the cost of material or the time required for performance, an equitable adjustment will be made COMPLIANCE WITH CODES AND STATUTES The Manufacturer's apparatus shall comply with the applicable requirements of all statutes, ordinances, codes and standards or legally constituted authorities having jurisdiction. The Manufacturer shall obtain certificates of compliance where required WORKMANSHIP AND MATERIAL A. The intent of this Specification is to secure for the City apparatus of first-class workmanship in all respects. All components shall be manufactured, fabricated, assembled and finished with workmanship of the highest quality throughout and in accordance with the best-recognized correct practice. B. All materials shall be new, of first-class quality and suitable for the conditions specified. C. Unless specified elsewhere in this Specification: (1) All materials used in the manufacture of the apparatus shall conform to the latest standard of the American Society for Testing Materials. (2) All electrical design, materials, tests and construction shall conform to the latest applicable standards of the American National Standards Institute, the Institute of Electrical and Electronics Engineers, Inc., the National Electrical Manufacturers Association, and the standards listed under Section 1.01.B, unless specifically excepted by this Specification. In case of conflicting requirements of these standards, they shall apply in the sequence that they are here listed. D. If the Manufacturer has any reason for deviating from the above standards, he shall state in his bid exactly the nature of the change and his reasons for making the change. Such proposed deviation will be subject to the review and written approval by the City. E. The finished product shall be complete in all respects and shall fully conform to the description thereof set forth in this Specification and in the covering Purchase Order. 11 2.04 INSTALLATION Said apparatus will be installed by and at the expense of the City unless otherwise specified in the "Bid Request" INSPECTION, TESTS, AND EXPEDITING A. The City shall be allowed access to the Manufacturer's shops and also to those of the Manufacturer's suppliers to inspect the apparatus and workmanship, to witness tests, and to obtain other desired information. Inspectors representing the City shall be given the opportunity to inspect the work during all stages of manufacture, testing, and shipment. B. Inspection of the apparatus may be at the Manufacturer's shops and/or those of his suppliers, or upon receipt at destination at the option of the City. Inspection by the City at the aforesaid shops will not be made except on special request by the City. The waiving of inspection thereof shall in no way relieve the Manufacturer of the responsibility of furnishing apparatus according to this Specification. C. The Manufacturer shall inform the City of the progress of the work and shall give the City ample advance notice of the appropriate times for inspections and/or tests. Specified tests will be approved and may be supervised by the City. D. When specific inspections and/or tests are required, the work on the apparatus involved shall not proceed beyond that point until the City has made or waived such inspections and tests. E. If performance tests are to be made in the field, they are to be made at times and under conditions to be mutually agreed upon by the City and the Manufacturer. F. Certified copies of all performance tests shall be furnished to the City. G. The Manufacturer shall furnish to the City, if so requested and at no additional cost, shop and mill reports when specified. H. The costs of all tests made in the shops are to be borne by the Manufacturer ACCEPTANCE The City shall not be deemed to have accepted the apparatus until it has made sufficient tests to enable it to determine that the apparatus meets all of the requirements of said Specifications. The conditions of any tests shall be mutually agreed upon and the Manufacturer shall be notified of and may be represented at all tests that may be made. If inspection and/or tests show the apparatus or any part thereof not to be as represented and/or contracted for, the City may refuse to accept it, but the Manufacturer shall have a reasonable time within which to correct the apparatus at his own expense WARRANTY Manufacturer warrants that the apparatus and all parts thereof to be delivered hereunder shall be of the kind and quality described herein and shall perform in the manner specified in Specifications. If any failure to comply with said Specifications appears within the period of one (1) year from the date of the commencement of use of the apparatus but not later than thirty six (36) months from date of delivery, the City shall City of Anaheim California Page 11 of 20 Specification E- 110, March 2015

12 notify the Manufacturer thereof immediately, and the Manufacturer shall thereupon correct without delay and at his own expense the defect or defects by repairing the defective part or parts or by supplying a non-defective replacement thereof. In the event the Manufacturer shall correct any defect as hereinabove provided, then with respect to the apparatus corrected the aforesaid period shall run for one (1) year from the date of completion of installation of such correction and acceptance thereof provided same is not unreasonably delayed by the City PATENTS The Manufacturer shall, at his expense, defend all suits or proceedings instituted against the City, its officers, agents, or employees, based on any claim that the apparatus, or any part thereof constitutes an infringement of any patent of the United States or Canada, and will pay any and all awards of damages assessed against the City, its officers, agents, or employees, in any suit or proceedings, and will indemnify and save harmless the City against any losses, expenses (other than expenses of the City's own Law Department) and/or damages resulting from any such claim, suit, or proceedings, or incurred in obedience to a decree resulting from such claim, suit or proceedings or pursuant to a compromise thereof approved by the Manufacturer, provided that the City, promptly upon service of process upon it, give to the Manufacturer notice in writing or by telegraph, of the institution of such suit, or proceedings, and permit the Manufacturer, through counsel chosen by it and satisfactory to the City, to defend the same, and give the Manufacturer all needed information, assistance, and authority to enable the Manufacturer so to do. If, in any such suit, a temporary restraining order, or preliminary injunction, be granted, the Manufacturer shall make every reasonable effort, by giving a satisfactory bond, or otherwise, to secure the suspension of such restraining order or temporary injunction. If, on final hearing in any such suit, the apparatus, or any part thereof, be held to constitute an infringement, and its use by permanently enjoined, the Manufacturer shall at once make every reasonable effort by giving a satisfactory bond, or otherwise, to secure the suspension of such restraining order or temporary injunction. If, on final hearing in any such suit, the apparatus, or any part thereof, be held to constitute an infringement, and its use be permanently enjoined, the Manufacturer shall at once make every reasonable effort to secure for the City a license authorizing the continued use of the apparatus, or of such part. If the Manufacturer be unable to secure such license within a reasonable time, he shall, at his own expense, either replace the apparatus with a non-infringing apparatus, or modify it so that it becomes non-infringing. If unable to do either of the above things, the Manufacturer shall remove the apparatus and refund the money paid therefore in addition to indemnifying and saving harmless the City, as aforesaid RIGHT TO USE WORK REQUIRING CORRECTION If, after the apparatus has been installed it is discovered that it or part thereof may require correction as herein elsewhere provided, the City shall nevertheless have the right to use such apparatus until such time as it is convenient to the City that such apparatus be removed from service for correction SHIPMENT, PACKING, AND PIECE MARKING A. The apparatus shall be shipped in assembled units insofar as is consistent with good shipping practice. B. The apparatus shall be carefully packed for shipment and delivered FOB to the City of Anaheim, at the location stated in the "Bid Request". Machined and other unpainted surfaces shall be fully protected from impact and weather damage. All City of Anaheim California Page 12 of 20 Specification E- 110, March 2015

13 openings into the apparatus shall be carefully plugged or covered so as to be fully protected against weather damage. C. When items must be disassembled for shipment they shall be matchmarked. All units and their containers shall be piecemarked and shall show the Purchase Order number. D. The Manufacturer shall notify the City of Anaheim, Warehouse Department by calling or to deliver the material to the City s Warehouse Yard, located at 902 East South Street, Anaheim California E. The Warehouse Department shall be contacted at least five working days prior to delivery, to determine business hours and available unloading facilities in advance as to when the apparatus is to be received at its destination TITLE The title to the apparatus herein specified shall pass at the actual point of delivery at the time such apparatus shall be delivered by the Manufacturer to the City. 14 SPECIFICATION NO. E-110 ADSS FIBER OPTIC CABLES PART 3.00 PROPOSAL SUBMITTALS AND DRAWINGS REQUIRMENTS This specification requires provision of submittals as the City may reasonably require to verify compliance with the specification. Unless specified otherwise, electronic copies of all submittals shall be provided to the City. Submittals shall include, but not necessarily be limited to the following items: A. Manufacturer s qualifications as listed under Section 3.01 below. B. Unit prices (dollars per linear foot) for each cable configuration and unit pricing for field services required per Section E.5. C. Statement of compliance with specifications clearly describing any exceptions or variances. D. Three 5-foot long samples of the cable type to be provided by the bidder being considered for award. E. Catalog data sheets providing all data listed in this specification for the cable specified including but not limited to the manufacturer s installation requirements such as maximum pulling tensions, sidewall pressures, minimum bending radii, cable reel dimensions, etc. F. Test reports per Section G. Sag, tension and blowout charts for span lengths of 100 feet to 600 feet in 20-foot increments for the appropriate Environmental Conditions for Anaheim, California as defined by the National Electric Safety Code (NESC). Values to be clearly documented shall include maximum span length, nominal sag at installation, nominal axial load, maximum vertical sag at stated environmental conditions, and maximum stringing tension with zero fiber strain. Installation sag shall be less than 1%. H. Diagrams and drawings listed in Section I. Specifications Compliance Table listed in Section QUALIFICATION OF MANUFACTURERS A. Quotations will be accepted from the following approved manufacturers who have comparable units in service on the City s system, without further pre-qualification. All other manufacturers are required to perform standardized tests and submit reports on one material unit, and references from at least three (3) current customers City of Anaheim California Page 14 of 20 Specification E- 110, March 2015

15 who can attest to manufacturer s quality, service, and delivery performance. The information shall be submitted at least twenty (20) working days prior to the bid due date.
