The regular rhythm of the window openings is another important character-defining feature. Two original stairs are the most significant features remaining in the interior. It features a concrete foundation, five-course common bond brick walls, and a full-width, full-height three level porch that obscures much of the façade. HISTORICAL DATA Building 162 was constructed to serve as the isolation hospital, using Quartermaster General s Office Plan #S-G-0. It currently houses the office of the Headquarters Commandant. 4 CALLAN HALL DATE OF CONSTRUCTION 1940 ARCHITECTURAL STYLE Beaux Arts HEIGHT AND AREA Two stories; 15,103 square feet USE (ORIGINAL / CURRENT) Enlisted Specialists School / Administration DESCRIPTION Located outside the Moat surrounding the original historic fort and facing east, this two-story, rectangular brick building is a symmetrical, formal interpretation of the Beaux Arts style. The walls are laid in Flemish bond and rest on a limestone foundation, and the building is capped by a limestone cornice the only one in the TRADOC complex that is not dentiled. Brick parapets surround the flat, built-up roof. Fenestration is fairly uniform in size and style throughout, with windows at the basement level measuring only slightly smaller than those on the floors above. At the basement level, there are three-over-three light double-hung sash windows, and there is a flush, metal door set into a metal filler panel on the rear elevation. The main entrance at the first floor is a double-leaf, three-paneled wood door with a full limestone surround and an arched stone pediment above. The first and second floors have three-over-three light double-hung sash windows with stone sills, and the single three-over three window over the main entrance also features a three-light transom. The main entry of the building is distinguished by delicate tooling of the limestone frame and the cast-iron grille set in front of the door transom. Other exterior details include granite exterior steps flanked by limestone side walls, delicate vertical striations on the limestone below the water table, limestone coping at the tops of the parapet walls, and monumental brick pilasters with cast stone capitals and bases between each vertical pair of windows. Some of the limestone detailing has suffered significant damage over time. The cornice, in particular, shows a great deal of erosion by the elements. Callan Hall (Building 163) is the smallest of the buildings in the TRADOC complex, a group of six prominent buildings set in a campus north of the Chamberlin Hotel, near the southern terminus of Ingalls Road. Other members of the TRADOC complex are Buildings 37, 133, 134, 138 and 161. HISTORICAL DATA Callan Hall originally was constructed in 1940 for $86, and was converted into office space in It is an integral part of the collection of extant structures that once served the Coast Artillery Corps at Fort Monroe. Other notable details include a stone entablature supported by full-height brick pilasters with stone capitals and bases, stone casing around the center window over the entrance, stone door casings and a metal grate over the transom. 6 CHAPEL OF THE CENTURION Post Chapel DATES OF CONSTRUCTION ARCHITECTURAL STYLE Gothic Revival HEIGHT AND AREA One story; 3,678 square feet USE (ORIGINAL / CURRENT) Chapel / Chapel DESCRIPTION Located within the boundaries of the original historic fort, the Chapel of the Centurion is a single-story, rectangular Gothic Revival-style building, with a projecting entry vestibule and rear chancel. Wood frame walls with board-and-batten siding sit atop a brick foundation, and the building has a gabled slate roof with half-round copper gutters along the eaves and wooden crosses mounted at each end of the ridge. Roof trusses remain exposed on the interior, and the wood ceiling is supported by pointed arches. Fenestration includes a double-leaf, painted wood lancet door at the entry vestibule, a single-leaf, painted, wood paneled lancet door with two-light glazing at the sacristy, and stained glass lancet windows throughout. Pairs of tall, narrow windows line both sides of the nave, with triple lancet windows occurring above the entry vestibule and at the rear of the chancel. There are smaller, single lancet windows on each elevation of the entry vestibule as well as one on each elevation of the sacristy. HISTORICAL DATA Constructed in 1857 and dedicated on May 3, 1858, the Chapel of the Centurion was adapted from designs published by noted architect Richard Upjohn in The Chapel was commissioned by First Lieutenant Julian McAllister, who had survived a lab explosion. The vestibule appears to be a later addition, and the sacristy has been enlarged. In 1888 a Moller organ was installed in a new loft space located above the nave entry even though Upjohn s plans called for the organ loft to be placed in the nave to the right of the chancel. The organ and loft were damaged in a small fire in Although the Chapel has been carefully maintained, it has also been repeatedly modified. The entry vestibule, organ loft, and sacristy are all additions. In 1968 the entire Chapel was raised off its foundation nearly two feet so that a new mechanical system might be installed in a new basement, and some of the truss work has been replaced with narrowerprofile facsimiles. The slate roof shingles have been replaced in several locations. The triple lancet windows over the vestibule and in the vestry are the only originals remaining. Most of the original windows, thought to have been a mixture of mottled brown and white glass, were replaced with memorial stained glass, including several windows prepared by the Tiffany Studios in New York. 4C.256 FINAL DRAFT JUNE 18, 2010

The exterior paint color has been changed over time, but the board-and-batten siding remains intact and is a significant character-defining element, as are the paired lancet stained-glass windows. The Chapel is one of few buildings on post that retains its slate roof; most have been replaced with asphalt shingles over time. 8 FAMILY HOUSING NCO and Enlisted Men DATES OF CONSTRUCTION 1921 ARCHITECTURAL STYLE Colonial Revival HEIGHT AND AREA Two stories; 3,883 square feet USE (ORIGINAL / CURRENT) Single-family housing/multi-family housing DESCRIPTION Located outside the boundaries of the original historic fort, Building 167 is a rectangular, two-story vernacular-style duplex. It features a raised concrete basement, standard running bond brick walls, and is topped by a side-gabled asphalt shingle roof with boxed cornice returns at the gable ends. Basement-level fenestration includes six-over-six-light double-hung sash windows set into each side elevation as well as at the rear of the building. At the first floor there is a projecting vestibule with dual, single-leaf paneled wood doors at the sides and two fixed, four-light windows with cast stone sills and darker bricks at the window jambs that create the illusion of rustication. The remaining windows at the first floor are six-over-sixlight double-hung sash with jack arch lintels, cast stone sills, and the same dark brick patterning found at the vestibule windows. The second floor also has six-over-six-light windows with cast stone lintels, but no jack arches as the window heads align with the bottom edge of the cornice beneath the roof. There is a single lunette window in each gable end. HISTORICAL DATA This house was built from Quartermaster General s Office Plan #851 and originally served as the nurses quarters, hence its location near the hospital. The slate roof was replaced at some point with asphalt shingles. It was converted into a duplex around 1950 by enclosing the porch and adding separate entrances for each side. There is a single-story enclosed brick vestibule at the center bay, and a service porch at the rear. Both porches have painted metal roofs. The rear elevation has a single-story screened porch at the eastern most bay. Set on concrete piers, it has square posts supporting what appears to be a half-hipped standing seam metal roof. Other exterior features include simple pipe railings at the concrete steps, and a single, rectangular brick interior chimney with a corbelled top and metal cap. 4C.258 FINAL DRAFT JUNE 18, 2010

The unusual salmon-colored exterior brick is varied with red brick at the building s corners, and at the window and door surrounds. The darker bricks used for the jack arch lintels at the first-floor windows makes them especially prominent. Notable interior features include original windows and doors, casings, moldings, and wood flooring. The large arched window at the rear elevation marks the location of the building s original main staircase. Building 167 is distinguished from the others on post by its two-tone brick exterior, and the fact that, unlike many structures at Fort Monroe, it has no duplicate. 10 YMCA Fort Monroe Fitness Center DATE OF CONSTRUCTION 1903 ARCHITECTURAL STYLE Colonial Revival HEIGHT AND AREA Two stories; 34,020 square feet USE (ORIGINAL / CURRENT) YMCA / Fitness Center DESCRIPTION Building 171 is a two-story, Federal-style building with a symmetrical, five-bay façade. It sits atop a raised basement, and features Flemish bond brick walls with dark gray header bricks, and a low-pitched hipped membrane roof, with shed roof dormers, covers the original, main block of the building. The portico and rear-wing addition have flat roofs. Fenestration at the basement level includes four-light awning windows with brick header lintels and stone sills at the façade and sides of the building, and brick segmental arch lintels at the rear elevation. At grade there is a double-leaf wood door with nine-light glazing, sidelights, and an elaborate transom with a stone jack arch and keystone. The transom replaces two first-floor windows at that location (the remainder of each opening above has been bricked in), and the brick header lintels remain. Two fixed, multi-light rectangular windows penetrate each of the side walls at the monumental front steps. The main entrance is a double-leaf, paneled wood door with nine-light glazing, sidelights; a large, elliptical fanlight sits above the door. Fluted, compound Corinthian pilasters flank each sidelight, and a huge, multi-centered brick arch completes the composition. The first and second floors have four-over-two light double-hung sash windows, with stone jack arches and sills at the original building, and brick header lintels and stone sills at the additions. All four lights of the top sash are configured in a single row rather than two above and two below. HISTORICAL DATA The Fort Monroe YMCA organization was created in 1889 as a Bible study group. The post commander permitted the YMCA to use two of the casemates in Building 21, but the organization soon outgrew these facilities. In 1902, Helen Gould, daughter of Wall Street financier Jay Gould, donated $50,000 for construction of the YMCA building at Fort Monroe. The original YMCA building was dedicated in 1903 and completed in The building soon was deemed too small for its many functions and uses, and Helen Gould donated another substantial amount for construction of the west annex. In the mid-1920s, a swimming pool annex was added as an east wing. The façade is dominated by a two-story portico with full-height, fluted Doric columns, a coffer beam ceiling, full entablature with a dentiled cornice, and a Colonial Revival balustrade above. The heavy entablature continues around the original building, and the additions have a lighter, complementary entablature and cornice. Other details include a stone water table, a wood balcony with Colonial Revival balustrade above the main entrance, and a brick chimney with a corbelled top. 4C.260 FINAL DRAFT JUNE 18, 2010
11 Building 171 LOCATION Off Ingalls Road Fort Monroe Hampton, Va. 4 MANAGEMENT ZONE Zone D McNair, Ingalls, Fenwick Corridor CLASSIFICATION Contributing Structure CONDITION Good 3 D E PRESERVATION CONSIDERATIONS Building 171 has recently undergone an extensive renovation. It retains more original exterior and interior features than the majority of the post s administrative buildings. Original interior moldings, casings, doors, and windows (four-over-one) remain throughout, and the second floor spaces are virtually intact. Original hardware remains at the entry doors, and the focus of the entry hall is a central stair with an open stringer and carved brackets. Original mezzanine railings remain in the gymnasium and in the pool areas. This building was not documented in the 1987HABS survey, because it was owned privately at the time of the study, but the building is a significant contributing feature in the landmark district. 12 TELEPHONE EXCHANGE BUILDING DATE OF CONSTRUCTION 1945 ARCHITECTURAL STYLE Vernacular HEIGHT AND AREA One story; 3,106 square feet USE (ORIGINAL / CURRENT) Telephone Exchange/same DESCRIPTION Located just outside the boundaries of the original historic fort, this is a single-story, rectangular building with a rear ell. It features a hipped slate roof, five-course American bond brick walls, and boxed cornices. Two small, single-story additions with flat roofs project from the west elevation. The front entry is asymmetrical, with a single-leaf, paneled wood door with four-light glazing and a single-light transom having been substituted for one of the windows in the series. The majority of the windows are two-over-two double-hung sash with three-course segmental arch lintels and stone sills. Many of the original openings have been filled in, but the segmental arch lintels and stone sills remain. There are also three single- leaf, flush doors at the rear of the building one at the main level that gives access to the original building, and one at each of the two rear additions. HISTORICAL DATA Building 182 was constructed in 1945 by the Army Corps of Engineers, and is a good example of a 1940s-era support building at Fort Monroe. The back porch and a new slate roof were added in Metal grates cover each of the windows. Other exterior details include a pair of gabled, louvered eyebrow dormers at the façade plus a third at the rear elevation, and simple pipe railings at the concrete steps leading to the main building s rear entrance. 14 PRINTING PLANT Post Office/Old Point Comfort Yacht Club DATE OF CONSTRUCTION 1934 ARCHITECTURAL STYLE Vernacular HEIGHT AND AREA One story; 5,100 square feet USE (ORIGINAL / CURRENT) Coast Artillery School Bindery/Printing Plant/ Post Office and Old Point Comfort Yacht Club DESCRIPTION Located outside the boundaries of the original historic fort, Building 183 is a rectangular, single-story brick structure with five-course American bond brick walls and a side-gabled asphalt shingle roof. The walls are clad with siding at the gable ends, and there is a small rectangular projection at the rear with a half-hipped asphalt shingle roof. Fenestration includes two single-leaf, glazed, paneled wood entry doors (one in a modified opening), a double-leaf, flush, hollow-metal door, a single-leaf, flush, hollow metal door in a modified opening, and dividedlight steel awning windows covered with aluminum storm windows. The window openings have cast stone lintels and sills that are flush with the wall surface and the door openings also have cast stone lintels. Four of the five windows along the building façade are covered with metal screened security cages. HISTORICAL DATA Building 183 was originally constructed as a bindery for the Coast Artillery School, and was converted into a printing plant circa Currently shared by the US Postal Service and the Old Point Comfort Yacht Club, it serves as an example of the types of support structures built at Fort Monroe during the 1930s. There is a simple canopy awning above the door at the north end of the building, and a wood deck with a handicap-access ramp has been built along the west side to serve the Yacht Club. The building has a tall, exterior side wall brick chimney with a corbelled cap at the rear elevation. Other exterior details include louvered vents in the gable ends, and vent stacks penetrating the roof. Many of the masonry openings have been altered over time. One door opening has been completely bricked in, but the lintel remains in place. Another large door opening at the rear of the building has been modified to create two window openings and a smaller door opening, and although the new windows and door have their own lintels, the original lintel remains in place. Building 183 faces east toward McNair Drive, and the back of the property overlooks Hampton Roads Harbor. 4C.264 FINAL DRAFT JUNE 18, 2010

The steel awning windows appear to be original, and depending on when they were installed the existing doors may have achieved historical significance in their own right. The building s scale in height and footprint is in keeping with the overall character of Fort Monroe and should be maintained. 16 DOUBLE NCO QUARTERS DATE OF CONSTRUCTION 1931 ARCHITECTURAL STYLE Colonial Revival HEIGHT AND AREA Two stories; 4,464 square feet USE (ORIGINAL / CURRENT) Multi-family Residence / same DESCRIPTION This rectangular, two-story, four-bay duplex features a concrete foundation, five-course American bond brick walls, and a slate hipped roof with boxed cornices and two symmetrically placed brick-end chimneys. The central two bays on the first floor façade have an enclosed vestibule providing entry to each unit, with shallow-hipped metal roof and entablature. Each doorway in the projecting vestibule has a rectangular fanlight, flanked by wood pilasters. The majority of windows are six-over-six double-hung sash. The tripartite windows, on each side of the vestibule porch, are composed of a six-over-six light double-hung sash window and two two-over-two double-hung windows. All the windows feature precast concrete sills. On the north and south elevations are single-story enclosed sun porches, each with a brick foundation, shallow-hipped metal roof, clapboarded walls with wood pilasters, and tripartite windows. The rear porch is open but with a closed separate wall, featuring a flat metal roof and entablature, and wood support columns. Each doorway at the rear is nine-light paneled door with six-over-six double-hung side window. At the interior, the original elements include 10-light, paired French doors, casings and moldings, fireplace mantels, stairs, and wood flooring. Building 186 faces east and is similar to Buildings 25, 26, 30, 31, and HISTORICAL DATA Building 186 was constructed as part of a nationwide Army building program initiated in 1927 to upgrade living quarters for officers, NCOs and enlisted men. During the 1930s the program was implemented using funds from the Army, the Works Progress Administration (WPA) and the Public Works Administration.
