1 Pre renovation Information and Specification Sections for Designated Substances City of Thunder Bay Current River Park Picnic Shelter and Washrooms 570 Cumberland Street North, Thunder Bay, Ontario Pre renovation Information Regarding Designated Substances True Grit Consulting Ltd. (TGCL) has completed, at the request of the City of Thunder Bay (COTB), a limited pre renovation designated substance survey (DSS) for the picnic shelter and the floor of the washrooms at Current River Park, located at 570 Cumberland Street North in Thunder Bay, Ontario. TGCL understands that renovations planned for the two buildings include the following: preparing and repainting wood and metal surfaces in the picnic shelter; replacing the roofing on the picnic shelter; and preparing and repainting the concrete floor of the washrooms. Methods used in the limited DSS are attached along with laboratory certificates of analysis. Asbestos is not expected to be present in the building materials that will be disturbed as part of the planned renovations. Wood, concrete and metal surfaces that will be disturbed are not considered to be potential asbestos containing materials. The roofing on the picnic shelter is reported to have been installed in 2001 and is not expected to contain asbestos. Lead The following paints in the subject areas were identified as lead containing: o o o white paint on the wood ceiling of the picnic shelter; blue paint on the metal columns of the picnic shelter; and grey/red paint on the concrete floors throughout the washrooms. The lead containing building materials have not been submitted for toxicity characteristic leaching procedure (TCLP) analysis. Contractors will be expected to collect the debris generated as part of the surface preparations and that material will be submitted for TCLP analysis. Specifications for potential disturbance of identified designated substances in the work area are attached. The onus is on the Contractor to select the appropriate removal method to satisfy the regulatory requirements and the attached specifications. PROJECT NO: A AUGUST 2016

3 Methods for Limited Pre Renovation Designated Substance Survey (DSS) Visual Assessment A site inspection was completed by Mr. Mike Broere, M.Sc., TGCL Air Quality Scientist on August 22, It involved a visual assessment of the subject area for building materials that could contain asbestos and lead. Previous Reports A designated substance survey (DSS) was completed for the Current River Washroom building in November 2014 by TGCL. The TGCL report for that DSS (TGCL Report Number A 074), entitled City of Thunder Bay, Designated Substance Survey, Current River Park Washrooms, 570 Cumberland Street North, Thunder Bay, ON and dated, February 12, 2015, was reviewed as part of the current investigation. Asbestos Building materials not already identified in the existing reports and suspected of containing asbestos were collected and sampled in accordance with Ontario Regulation (O.Reg.) 278/05 Designated Substance Asbestos on Construction Projects and in Buildings and Repair Operations. Samples were analyzed via Polarized Light Microscopy (PLM) following the U.S. Environmental Protection Agency Test Method EPA/600/R 93/116: Method for the Determination of Asbestos in Bulk Building Materials, June Where samples consisted of more than one distinct layer (i.e. vinyl floor tile, paper type backing, mastic, etc), each layer was analyzed and reported separately. Materials found to contain 0.5% or more asbestos were identified as ACM (as per Ontario Regulation 278/05). All work involving ACM must follow procedures specified in Ontario Regulation 278/05 (O. Reg. 278/05). Transportation of ACM (e.g. for disposal) can only be done by a Ministry of Environment and Climate Change (MOECC) licensed carrier. ACM can be disposed of in a licensed landfill willing to accept it. Lead Lead can be expected to be found in older paints, in pipe joint solder or as domestic water service piping. Materials not already identified in existing reports as lead containing were collected and submitted for laboratory analysis of lead content by a qualified laboratory according to a standard method (acid digestion, inductively coupled plasma (ICP) elemental analysis). The Canadian Hazardous Products Act (CHPA) is responsible for defining surface coatings (including paint) as lead containing. The CHPA definition of a lead containing surface coating is one that contains more than 0.009% lead (weight %). Note that laboratory analysis of materials allows identification of lead content as low as 0.009% lead; however, instantaneous spot check methods have a detection limit of 0.06% lead. Materials identified as non lead containing using the spot check method must be treated as possibly lead containing since the detection limit for the method is greater than the definition of a lead containing paint. Determination of lead content of painted materials is included in the DSS in order to specify work procedures and disposal considerations. Work involving building materials identified as lead containing must follow procedures outlined in the Ontario Ministry of Labour (MOL) document, Guideline Lead on Construction Projects, dated 2004 (MOL Guideline). Lead containing materials must not be disposed of until a representative sample of the material is subjected to toxicity characteristic leaching procedure (TCLP) analysis to determine if it is leachate toxic according to Schedule 4 of Ontario Regulation 347 (O. Reg. 347). Non metallic materials that were found to contain greater than 0.009% lead were submitted for TCLP analysis. Note that metallic materials found to be lead containing are not normally submitted for TCLP analysis, since it is standard practice to recycle metals as opposed to disposing of them and there are no restrictions on recycling metals with lead coatings. 4 Lead waste must be transported for disposal by an MOECC licensed carrier. Non leachate toxic lead waste can be disposed of in a licensed landfill willing to accept it. 13 Type 1 Operation Minimum Precautions August 2016 Page 3 of QUALITY ASSURANCE.1 Regulatory Requirements: comply with Federal, Provincial and local requirements pertaining to lead, provided that in case of conflict among these requirements or with these specifications more stringent requirement applies. Comply with regulations in effect at the time work is performed..2 Health and Safety:.1 Safety Requirements: worker and visitor protection..1 Protective equipment and clothing are not required for Type 1 lead operations; however, if a worker requests respiratory protection, the following is to be supplied by Contractor and worn by workers while in the Lead Work Area:.1 Non powered reusable or replaceable filter type respirator equipped with HEPA filter cartridges, personally issued to worker and marked as to efficiency and purpose, suitable for protection against lead and acceptable to Provincial Authority having jurisdiction (i.e. P/N/R 95, 99 or 100)..2 Disposable type protective clothing that does not readily retain or permit penetration of lead dust, consisting of full body covering including head covering with snug fitting cuffs at wrists, ankles, and neck..2 Eating, drinking, chewing, and smoking are not permitted in Lead Work Area..3 Before leaving Lead Work Area, dispose of protective clothing as contaminated waste as specified..4 Ensure workers wash hands and face when leaving Lead Work Area. Facilities for washing shall be located in proximity to each work area and in a location that does not interfere with building day to day operations..5 Ensure that no person required to enter a Lead Work Area has facial hair that affects seal between respirator and face..2 Visitor Protection:.1 Provide protective clothing and approved respirators to Authorized Visitors to work areas..2 Instruct Authorized Visitors in the use of protective clothing, respirators and procedures..3 Instruct Authorized Visitors in proper procedures to be followed in entering into and exiting from Lead Work Area. 1.8 WASTE MANAGEMENT AND DISPOSAL.1 Notify intended waste disposal facility of lead in waste materials..1 Provide copies of laboratory test results, if requested..2 Complete and submit Contaminants Release Form and any other required paperwork to facilitate disposal..2 Dispose of building materials containing lead and identified as non leachate toxic (Please refer to Section 3.3 below) as solid non hazardous waste..3 Dispose of building materials containing lead and identified as leachate toxic (Please refer to Section 3.3 below) as hazardous waste. Leachate toxic waste must be transported by a properly licensed carrier to a licensed disposal facility as per the requirements of O. Reg. 347.

14 Type 1 Operation Minimum Precautions August 2016 Page 4 of 6.4 Where possible, separate lead painted metals from regular waste stream for recycling..5 Dispose of lead materials in accordance with federal, provincial and municipal requirements. 1.9 SCHEDULING.1 Contractor is responsible for scheduling of lead abatement work in order to achieve the desired renovation schedule..2 Co ordinate with Consultant, Owner, Owner s representatives and other contractors when scheduling work OWNER'S INSTRUCTIONS.1 Before beginning Work, provide Consultant satisfactory proof that every worker has had instruction and training in hazards of lead exposure, in personal hygiene and work practices, in the use, cleaning, and disposal of respirators and protective clothing..2 Instruction and training related to respirators includes, at minimum:.1 Fitting of equipment..2 Inspection and maintenance of equipment..3 Disinfecting of equipment..4 Limitations of equipment..3 Instruction and training must be provided by competent, qualified person. Part 2 Products 2.1 MATERIALS.1 Drop and Enclosure Sheets..1 Polyethylene: 0.15 mm thick..2 FR polyethylene: 0.15 mm thick woven fibre reinforced fabric bonded both sides with polyethylene..2 Waste Containers: contain waste in two separate containers..1 Inner container: 0.15 mm thick sealable polyethylene bag..2 Outer container: sealable metal or fibre type where there are sharp objects included in waste material; otherwise outer container may be sealable metal or fibre type or second 0.15 mm thick sealable polyethylene bag..3 Labelling requirements: affix preprinted cautionary lead warning, in both official languages, that is visible when ready for removal to disposal of recycling site.

15 Type 1 Operation Minimum Precautions August 2016 Page 5 of 6 Part 3 Execution 3.1 SUPERVISION.1 Minimum of one Supervisor for every ten workers is required..2 Approved Supervisor must remain within Lead Work Area during disturbance, removal, or other handling of lead containing materials. 3.2 PREPARATION AND PROCEDURE.1 Before beginning Work, at each access to Lead Work Area, install warning signs with the following information:.1 There is a lead dust, fume or mist hazard..2 Access to the work area is restricted to authorized persons..2 Cover ground in the Work Area with polyethylene drop sheets to prevent the spread of leadcontaining paint chips, dust and debris. Seal the polyethylene drop sheet in place using tape..3 Before beginning Work pre clean and remove visible dust from surfaces in work area where dust is likely to be disturbed during course of work..1 Use HEPA vacuum, or damp cloths where damp cleaning does not create hazard and is otherwise appropriate..2 Do not use compressed air to clean up or remove dust from any surface..4 Prevent spread of dust from Lead Work Area using measures appropriate to work to be done..5 Perform work in a manner to reduce dust creation to lowest levels practicable..6 Work is subject to visual inspection. Contamination of surrounding areas indicated by visual inspection will require complete enclosure and clean up of affected areas. 3.3 WASTE CHARACTERIZATION.1 For paints identified as lead containing, but not identified positively as to their leachate toxicity, the successful contractor shall contact the consultant to characterize the waste as follows (i.e. if it will be disposed of): 3.4 CLEAN UP.1 Collect a representative sample of material from every waste container resulting from the removal process. Each sample must contain at least 50 grams of representative waste material..2 Submit the collected samples under chain of custody to an accredited laboratory for lead analysis and subsequent toxicity characteristic leachate procedure (TCLP) analysis for lead according to the requirements made under O. Reg If the results of analysis are less than 5 milligrams lead per litre (mg/l) in the leachate then the material can be disposed of as a non hazardous waste..1 Arrange for transportation and disposal of all removed lead containing paint (Please refer to Section 1.8 above).

16 Type 1 Operation Minimum Precautions August 2016 Page 6 of 6.2 Clean up:.1 Frequently during Work and immediately after completion of work, clean up lead containing dust and waste using HEPA vacuum..2 Place lead containing dust and waste in sealed dust tight waste bags or drums. Treat drop sheets and disposable protective clothing as lead waste and wet and fold to contain dust and then place in waste bags..3 Immediately before their removal from Lead Work Area and disposal, clean exterior of each filled waste bag or drum using damp cloths or HEPA vacuum. If using bags, place in second clean waste bag..4 Seal and remove waste from site. Dispose in accordance with requirements of Provincial and Federal authority having jurisdiction. Ensure that dump operator is fully aware of nature of material to be dumped and that guidelines and regulations for lead waste disposal are followed..5 Perform final thorough clean up of Lead Work Areas and adjacent areas affected by Work using HEPA vacuum. 3.5 INSPECTION.1 The following visual inspections will be completed by the Consultant over the duration of the work. The Contractor is to provide minimum 24 hours notice to the Consultant to arrange for the inspections. Lead Abatement Work shall not proceed until each inspection is completed and approval to proceed is obtained from the Consultant..1 Initial Inspection: following completion of preparation of work area but prior to the commencement of lead containing material removal..2 Clearance Inspection: following completion of all removal work and cleaning and sealing of all surfaces within the enclosure, but prior to removing hoarding..2 If results of the visual inspection suggest that lead containing materials remain in the work area, re clean in accordance with section 3.4 and any additional direction provided by the Consultant. Re cleaning shall be at no additional cost to the Client. END OF SECTION

Typically constructed as follows: 1.6 SUBMITTALS.1 Place two overlapping polyethylene sheets over existing or temporarily framed doorway, securing each along top of doorway, securing vertical edge of one sheet along one vertical side of doorway, and secure other sheet along opposite vertical side of doorway..2 Reinforce free edges of polyethylene with duct tape and add weight to bottom edge to ensure proper closing..3 Overlap each polyethylene sheet at openings 1.5 m on each side..1 Submit proof satisfactory to Consultant that lead coating removal methods will satisfy requirements for Type 2 procedures..1 If, in the opinion of the Consultant, the Contractor s proposed work methods do not meet the intent of this section, carry out work in accordance with Lead Abatement Type 3 Operations as appropriate.

19 Type 2 Operation Intermediate Precautions August 2016 PAGE 3 OF 7.2 The onus is on the Contractor to select the appropriate removal method to satisfy regulatory requirements and these specifications..2 Submit Provincial and/or local requirements for Notice of Project Form as necessary..3 Submit proof satisfactory to Consultant that employees have had instruction on hazards of lead exposure, respirator use, dress, entry and exit from Lead Work Area, and aspects of work procedures and protective measures..4 Submit Worker's Compensation Board status and transcription of insurance..5 Submit documentation including test results, fire and flammability data, and Material Safety Data Sheets (MSDS) for chemicals or materials. 1.7 QUALITY ASSURANCE.1 Regulatory Requirements: comply with Federal, Provincial and local requirements pertaining to lead, provided that in case of conflict among these requirements or with these specifications more stringent requirement applies. Comply with regulations in effect at the time work is performed..2 Health and Safety:.1 Safety Requirements: worker and visitor protection..1 Protective equipment and clothing are worn by workers and visitors while in the Lead Work Area:.1 Non powered reusable, half mask style, filter type respirator equipped with HEPA filter cartridges, personally issued to worker and marked as to efficiency and purpose, suitable for protection against lead and acceptable to Provincial Authority having jurisdiction (i.e. P/N/R 95, 99 or 100)..2 Disposable type protective clothing that does not readily retain or permit penetration of lead dust, consisting of full body covering including head covering with snug fitting cuffs at wrists, ankles, and neck..2 Eating, drinking, chewing, and smoking are not permitted in Lead Work Area..3 Before leaving Lead Work Area, dispose of protective clothing as contaminated waste as specified..4 Ensure workers wash hands and face when leaving Lead Work Area. Facilities for washing shall be located in proximity to each work area and in a location that does not interfere with building day to day operations..5 Ensure that no person required to enter a Lead Work Area has facial hair that affects seal between respirator and face..2 Visitor Protection:.1 Provide protective clothing and approved respirators to Authorized Visitors to work areas..2 Instruct Authorized Visitors in the use of protective clothing, respirators and procedures..3 Instruct Authorized Visitors in proper procedures to be followed in entering into and exiting from Lead Work Area.

20 Type 2 Operation Intermediate Precautions August 2016 PAGE 4 OF WASTE MANAGEMENT AND DISPOSAL.1 Notify intended waste disposal facility of lead in waste materials..1 Provide copies of laboratory test results, if requested..2 Complete and submit Contaminants Release Form and any other required paperwork to facilitate disposal..2 Dispose of building materials containing lead and identified as non leachate toxic as solid nonhazardous waste..3 Separate lead painted and/or lead containing metals (e.g. solder) from regular waste stream for recycling..4 Dispose of lead materials in accordance with federal, provincial and municipal requirements. 1.9 SCHEDULING.1 Contractor is responsible for scheduling of lead abatement work in order to achieve the desired renovation schedule..2 Co ordinate with Consultant, Owner, Owner s representatives and other contractors when scheduling work OWNER S INSTRUCTIONS.1 Before beginning Work, provide Owner satisfactory proof that every worker has had instruction and training in hazards of lead exposure, in personal hygiene and work practices, in the use, cleaning, and disposal of respirators and protective clothing..2 Instruction and training related to respirators includes, at minimum:.1 Fitting of equipment..2 Inspection and maintenance of equipment..3 Disinfecting of equipment..4 Limitations of equipment..3 Instruction and training must be provided by competent, qualified person. PART 2 PRODUCTS 2.1 MATERIALS.1 Drop and Enclosure Sheets..1 Polyethylene: minimum 0.15 mm (6 mil) thickness..2 FR polyethylene: minimum 0.15 mm (6 mil) thickness woven fibre reinforced fabric bonded both sides with polyethylene..2 Waste Containers:.1 Until it is determined whether the waste is hazardous or not:

21 Type 2 Operation Intermediate Precautions August 2016 PAGE 5 OF 7 PART 3 EXECUTION 3.1 SUPERVISION.1 Contain waste in clean, unused, double thickness, minimum 0.15 mm (6 mil) plastic bags or leak proof drums..2 If the waste is found to be hazardous then in addition to the above specifications:.1 Labelling requirements: affix pre printed cautionary lead warning, in both official languages, that is visible when ready for removal to disposal or destruction site..1 Minimum of one Supervisor for every ten workers is required..2 Approved Supervisor must remain within Lead Work Area during disturbance, removal, or other handling of lead containing materials. 3.2 PREPARATION AND PROCEDURES.1 Work Area:.1 Before beginning Work, at each access to Lead Work Area, install warning signs with the following information:.1 There is a lead dust, fume or mist hazard..2 Access to the work area is restricted to authorized persons..3 Respirators must be worn in the Work Area..2 Construct a partial or full enclosure complete with curtained doorways to separate Work Area from the rest of the building..3 Shut off and isolate HVAC system to prevent dust dispersal into other building areas..4 Before beginning Work pre clean and remove visible dust from fixed casework and equipment surfaces in work area where dust is likely to be disturbed during course of work..1 Use HEPA vacuum, or damp cloths where damp cleaning does not create hazard and is otherwise appropriate..2 Do not use compressed air to clean up or remove dust from any surface..5 Cover fixed casework and equipment with polyethylene sheeting sealed with tape..6 Cover ground inside of the Work Area with polyethylene sheeting sealed in place with tape..7 Seal off openings, corridors, doorways, windows, skylights, ducts, grilles, and diffusers with polyethylene sheeting sealed with tape..8 Create a barrier for the Work Area to prevent entry of unauthorized persons..9 Construct a Worker Decontamination Area where workers can don and doff personal protective equipment..10 Maintain emergency and fire exits from work areas, or establish alternative exits satisfactory to Authority having jurisdiction..11 Where water application is required for wetting lead containing materials, provide temporary water supply appropriately sized for application of water as required..12 Provide electrical power and shut off. Provide 24 volt safety lighting and ground fault interrupter circuits on power source for electrical tools, in accordance with applicable CSA Standard. Ensure safe installation of electrical cables and equipment.

22 Type 2 Operation Intermediate Precautions August 2016 PAGE 6 OF 7.13 Contact Consultant for initial inspection of site preparation prior to beginning removal activities..14 Visually inspect Work Area and barriers at beginning of each working period..2 Contact Consultant for initial inspection of site preparation prior to beginning removal activities..3 Remove lead based coatings in small sections and pack as it is being removed in waste containers as specified..4 Perform work in a manner to reduce dust creation to lowest levels practicable..5 Work is subject to visual inspection. Contamination of surrounding areas indicated by visual inspection will require complete enclosure and clean up of affected areas..6 After completion of lead removal work, wire brush and wet sponge surface from which lead based paint has been removed to remove visible materials. During this work keep surfaces wet..7 After wire brushing and wet sponging to remove visible lead based paint contact Consultant for final inspection..8 Contractor shall forthwith rectify any deficiencies identified by the Consultant during any of the inspections at no cost to the Owner..9 Following successful completion of removal and cleaning, as indicated by the Consultant, apply a continuous coat of slow drying sealer to edges of remaining lead containing surfaces in the work area. 3.3 WASTE CHARACTERIZATION.1 For paints identified as lead containing, but not identified positively as to their leachate toxicity, the successful contractor shall contact the consultant to characterize the waste as follows (i.e. if it will be disposed of): 3.4 FINAL CLEAN UP.1 Collect a representative sample of material from every waste container resulting from the removal process. Each sample must contain at least 50 grams of representative waste material..2 Submit the collected samples under chain of custody to an accredited laboratory for lead analysis and subsequent toxicity characteristic leachate procedure (TCLP) analysis for lead according to the requirements made under O. Reg If the results of analysis are less than 5 milligrams lead per litre (mg/l) in the leachate then the material can be disposed of as a non hazardous waste..1 Arrange for transportation and disposal of all removed LCM (Please refer to Section 1.8 above)..2 Clean up:.1 Frequently during Work and immediately after completion of work, clean up lead containing dust and waste using HEPA vacuum..2 Place lead containing dust and waste in sealed dust tight waste bags or drums. Treat drop sheets and disposable protective clothing as lead waste and wet and fold to contain dust and then place in waste bags.

23 Type 2 Operation Intermediate Precautions August 2016 PAGE 7 OF INSPECTIONS.3 Immediately before their removal from Lead Work Area and disposal, clean exterior of each filled waste bag or drum using damp cloths or HEPA vacuum. If using bags, place in second clean waste bag..4 Seal and remove waste from site. Dispose in accordance with requirements of Provincial and Federal authority having jurisdiction. Ensure that dump operator is fully aware of nature of material to be dumped and that guidelines and regulations for lead waste disposal are followed..5 Perform final thorough clean up of Lead Work Areas and adjacent areas affected by Work using HEPA vacuum..1 The following visual inspections will be completed by the Consultant over the duration of the work. The Contractor is to provide minimum 24 hours notice to the Consultant to arrange for the inspections. Lead Abatement Work shall not proceed until each inspection is completed and approval to proceed is obtained from the Consultant..1 Initial Inspection: following completion of hoarding erection but prior to the commencement of lead paint removal..2 Clearance Inspection: following completion of all removal work and cleaning of all surfaces within the enclosure, but prior to application of sealant and removal of hoarding..2 If results of the visual inspection suggest that coatings have not been removed to the extent practicable then, repeat steps described in Sections 3.2 and 3.3 and any additional direction provided by the Consultant. Re cleaning shall be at no additional cost to the Client and shall be borne by the Contractor. END OF SECTION
