(S2S) was retained by the City of Stratford to complete an asbestos containing materials (ACMs) survey of residential row housing units located at 438, 456, 482 and 494 St. Vincent Street South (Buildings A1, A2, A3 & A4), and 1, 32 and 33 Franklin Drive (Buildings B1, B2 & B3) in Stratford, Ontario (the Buildings). The site visits and sampling program was completed on July 30, Based on laboratory testing and field observations, the following materials were found to be asbestos containing: Texture finishes throughout all representative Buildings; Grey caulking on the exterior of Buildings A1, A2, A3, A4 & B1; and Drywall joint compound throughout all representative Buildings. It is recommended that an Asbestos Management Plan (AMP) be implemented for the subject Building to manage the identified ACMs. Furthermore, if any specific area is to undergo interior renovation or demolition, it is recommended that a Designated Substance Survey be conducted within any renovation/demolition areas for the purpose of providing a detailed layout of its potentially hazardous materials. 4 Asbestos Containing Materials Survey Project No Row Houses, Stratford, Ontario 1 INTRODUCTION S2S Environmental Inc. (S2S) was retained by the City of Stratford (the City) to conduct an asbestos containing materials (ACMs) survey of the residential row housing units located at 438, 456, 482 & 494 St. Vincent Street South (Buildings A1, A2, A3 & A4) and 1, 32 & 33 Franklin Drive (Buildings B1, B2 & B3) in Stratford, Ontario (the Buildings). The purpose of the Survey was to determine if friable and/or non-friable ACMs were present and to document the condition and extent of any visible and accessible ACMs within the row housing units. The row houses inspected were reportedly representative of all row houses owned by the City in the town of Stratford. We understand that the Survey was conducted for the purpose of the City s own due diligence. 2 SITE DESCRIPTION At the time of the site visit on July 30, 2008, the Stratford row houses were present on St. Vincent Street South and Franklin Drive. Each building consisted of four, two storey units with a basement in each. The Buildings were reportedly constructed prior to1986. The interior finishes of the Buildings generally consisted of drywall, wood and/or texture finished ceilings; concrete and/or drywall walls; and concrete, wood, vinyl sheet, and/or vinyl floor tile flooring. 3 SCOPE OF WORK As per S2S s proposal provided to the City dated May 26, 2008, the ACM Survey carried out by S2S consisted of the following: Visual inspection as to the possible presence of ACMs. This included site observations of readily accessible portions of the Building; Identification and recording of such materials; Collection and submission of suspected ACMs for laboratory analysis; and Evaluation of information and preparation of the report provided herein. The following items were not included in the ACM sampling program: Elevator and lift brakes; Components of wiring within motors or lights; High voltage wiring; Mechanical packing, ropes and gaskets; Exterior cladding, soffit and fascia boards; Cores of doors; Fire resistant metal clad walls; S2S, 2008 December 3, 2008 Page 1

5 Asbestos Containing Materials Survey Project No Row Houses, Stratford, Ontario Roofing, roofing felt and building paper; Mastics (may be analyzed as a second layer on some flooring materials), and adhesives; Vermiculite above solid ceilings, inside masonry or other wall assemblies; Moulded plastic components; Underground services or piping; Paper products used under flooring or metal or slate roofing; Concrete levelling compound (may be analyzed as a second layer on some flooring materials); and Refractory brick inside boilers or incinerators. 4 APPLICABLE REGULATIONS The common use of potential friable (breakable by hand) asbestos-containing materials (pipe/boiler insulation and fireproofing) in construction generally ceased voluntarily in the mid 1970s; however, ACMs are known to be present in buildings constructed as late as Further, asbestos is still utilized in the manufacturing of some vinyl floor tile and cement products. The disturbance of asbestos materials during project work is controlled by the Ontario Ministry of Labour Regulation, O. Reg. 278/05 Designated Substance Asbestos on Construction Projects and in Buildings and Repair Operations. This regulation classifies all disturbances as Type 1, Type 2, or Type 3, each of which has defined work practices. All asbestos containing materials (if they are to be disturbed) are subject to special handling and disposal requirements, and must be removed before partial or full demolition. The Ontario Ministry of Labour must be notified in writing of any project involving the removal of more than a minor amount of friable asbestos material. 5 METHODOLOGY The ACM Survey was conducted on July 30, 2008 by Mr. Brad Baker of S2S. Site access was provided by tenants and/or City staff available at the time of the site visit. Representative photographs and field notes of the observed suspected ACMs were completed by S2S. Representative samples and locations for possible ACMs were identified based on determining the reported age and renovation time periods of the Building and associated components, where made available. In general, samples were collected from selected building materials in quantities corresponding to the requirements stipulated in O. Reg. 278/05 Designated Substance Asbestos on Construction Projects and in the Building and Repair Operations. Asbestos-cement products such as piping for rain water leaders and flat panels for exterior siding are commonly referred to as Transite materials; thereby indicating the material to be an asbestos-cement product. This type of material is readily identifiable through visual S2S, 2008 December 3, 2008 Page 2

Transite products are generally difficult to sample due to the tendency to break into fragments when sampling or damaging the product and therefore sampling and analyses of visually observed Transite materials was not undertaken as part of this Survey. As noted in Section 6, no Transite materials were visually identified during the survey. The suspected ACM samples were collected using appropriate wetting techniques (as applicable) and sampling tools, placed in labelled sealable plastic bags and submitted for laboratory analysis of type and percentage of asbestos. 5.1 Inaccessible Areas During the ACM Survey, all areas of the representative Buildings were generally accessible for visual observation and completion of the Survey. The residential row houses located at 438, 456, 482 & 494 St. Vincent Street South and 1, 32 & 33 Franklin Drive were reportedly representative of all row houses owned by the City in Stratford, Ontario. As destructive testing was not an approved part of the scope of work, the following areas were also generally inaccessible: Behind drywall or concrete block walls, columns or bulkheads; Above drywall, wood or textured finished ceilings; and Within enclosed pipe chases. 6 RESULTS AND DISCUSSION A total of 55 representative suspected asbestos bulk samples were submitted to International Asbestos Testing Laboratories (IATL) in Mount Laurel, New Jersey for analysis of asbestos content by Analysis Method EPA 600/R-93/116. Where appropriate these samples were divided into homogeneous groupings based on visual appearance and location prior to submission for stop-positive analysis. Due to layering of materials (i.e. layers of vinyl tile and mastic backing) the 55 suspected asbestos bulk samples submitted to IATL resulted in 62 distinct samples for analysis. IATL is reportedly certified under the National Voluntary Laboratory Accreditation Program (NVLAP) to perform asbestos analysis of bulk samples. Site plans showing sample locations are included in Appendix A as Drawing Nos. 1 to 7. The laboratory analytical results along with material descriptions are summarized in Table 1A and 1B, attached. As indicated, asbestos was detected in 23 samples. With extrapolation based on homogeneous groupings, this resulted in 34 of the 62 submitted samples being identified as asbestos containing. A summary of the building materials surveyed for suspected asbestos content are as follows: Spray or trowel on applied materials (fireproofing/thermal insulation) Spray on S2S, 2008 December 3, 2008 Page 3

Texture finishes Texture finishes were observed on ceilings throughout all representative Buildings. Laboratory analysis confirmed concentrations of asbestos within the following samples: Texture finished ceilings of the dining room and entranceway of Building A2 (A- AS-002TXC) 3.1% Chrysotile. Visually similar texture finished ceilings were observed throughout Buildings A1, A2, A3, and A4. Texture finished ceilings of the first floor common areas, dining room, hall, and lobby of the Building B1 (B-AS-001TXC) 1.7% Amosite. Visually similar texture finished ceilings were observed throughout Buildings B1, B2, and B3. It should be assumed that all texture finishes observed on ceilings of the Buildings are asbestos containing. Ceiling tiles Acoustic ceiling tiles were not observed within the visually accessible areas of the Buildings. Mechanical Insulation Suspect ACM containing mechanical insulation was not observed within the visually accessible areas of the Buildings. Asbestos cement (Transite) products Asbestos containing cement products (such as cement piping and siding/panels) were not observed within the visually accessible areas of the Buildings. Vinyl floor Vinyl floor tiles were observed within throughout the Buildings. All representative floor tile samples analyzed were determined to be non-asbestos containing. Floor tile mastic Floor tile mastics were collected in combination with vinyl floor tile and linoleum sheet flooring samples; however, not all vinyl floor tile and linoleum sheet flooring samples contained sufficient mastic for analysis. All representative samples analyzed were determined to be non-asbestos containing. Vinyl sheet flooring Vinyl sheet flooring was present throughout all Buildings. All representative samples analyzed were determined to be non-asbestos containing. Drywall Joint Compound Drywall joint compound was present throughout all Buildings. Laboratory analysis confirmed concentrations of asbestos within representative samples collected from all Buildings (A-AS-301D, A-AS-304D, A-AS- 001D, A-AS-004D, A-AS-005D, A-AS-101D A-AS-106D, A-AS-201D, A-AS-202D, A- AS-206D, B-AS-002D, B-AS-006D, B-AS-105D, B-AS-107D, B-AS-204D & B-AS- 206D) - 1.4% to 2.2% Chrysotile. Caulking Caulking were observed within the visually accessible areas of the Buildings. Laboratory analysis confirmed concentrations of asbestos within the following samples: Grey caulking on the exterior of Buildings A1, A2, A3, A4, and B1 (A-AS-008C, A- AS-107C, A-AS-208C, A-AS-308C, and B-AS-007C) 1.4% to 2.1% Chrysotile. All other representative caulking samples analyzed were determined to be non-asbestos containing. Based on the results of the ACM survey, texture finished ceilings, drywall joint compound on walls and ceilings, and visually similar grey caulking on the exterior of the Buildings should be assumed to be asbestos containing. Site plans showing the locations of ACMs, based on laboratory analysis and extrapolation to similar visually identified materials within readily accessible areas of the Buildings are provided in Appendix A as Drawing Nos. 8 to 14. The estimated quantities and locations of the materials determined by laboratory analysis and assumed through visual observation to be asbestos containing are summarized in Table 2, attached. Additional ACMs may be present in visually inaccessible areas of the Building as outlined in Section 5.1 of this report. It is recommended that an Asbestos Management Plan (AMP) be implemented for the subject Building to manage the identified ACMs. Furthermore, if any specific area is to undergo interior renovation or demolition, it is recommended that a Designated Substance Survey be conducted within any renovation/demolition areas for the purpose of providing a detailed layout of its potentially hazardous materials. The laboratory Certificates of Analysis are included in Appendix B. 6.1 Damaged ACMs At the time of the survey, the asbestos containing drywall walls and associated drywall joint compound, caulking and texture finished ceilings were generally observed to be in fair to good condition. Although not observed during the survey, additional damaged ACMs may be present in visually inaccessible areas of the Building as outlined in Section 5.1 of this report. 7 CONCLUSIONS AND RECOMMENDATIONS Based on the results of this ACM Survey, S2S concludes the following: S2S, 2008 December 3, 2008 Page 5

9 Asbestos Containing Materials Survey Project No Row Houses, Stratford, Ontario 1) Asbestos was detected via laboratory analyses to be present in 23 of the 62 samples analyzed. With extrapolation based on homogeneous groupings, this resulted in 34 of the 62 samples analyzed being identified as asbestos containing. 2) All texture finished ceilings within all representative Buildings were found to be asbestos containing. It should be assumed that all texture coated ceilings in the row houses owned by the City, in Stratford are asbestos containing. 3) The grey caulking on the exterior of the representative Buildings was found to be asbestos containing. It should also be assumed that all grey caulking on the exterior of row houses owned by the City, in Stratford is asbestos containing. 4) Drywall joint compound throughout the representative Buildings was asbestos containing. It should be assumed that all drywall joint compound in row houses owned by the City, in Stratford is asbestos containing. 5) Although not observed during the Survey, additional ACMs may be present in visually inaccessible areas of the Building as outlined in Section 5.1 of this report. 6) At the time of the survey, the asbestos-containing drywall joint compound, texture coated ceilings and grey caulking were generally observed to be in fair to good condition; however it is possible that damaged ACMs may be present in visually inaccessible areas of the Building as outlined in Section 5.1 of this report. Any repair/removal of ACMs should be completed in accordance with O.Reg. 278/05. 7) It is recommended that an Asbestos Management Plan (AMP) be implemented for the subject site to manage the identified ACMs, and that damaged areas be repaired or removed in accordance with O.Reg. 278/05. Furthermore, if any specific area is to undergo interior renovation or demolition, it is recommended that a Designated Substance Survey be conducted within any renovation/demolition areas for the purpose of providing a detailed layout of its potentially hazardous materials. 8 CLOSURE This report has been prepared for the sole benefit of the City of Stratford (the City). S2S understands that this report may be provided to and relied upon by contractors as background information on the location and condition of designated substances within the Building. Any other person or entity without the express written consent of S2S Environmental Inc. may not rely upon the report. Any use that a party makes of this report, or any reliance on decisions made based on it, is the responsibility of such parties. S2S makes no other representation whatsoever, including those concerning the legal significance of its findings, or as to the other legal matters addressed incidentally in this report, including but not limited to the application of any law to the facts set forth herein. With respect to regulatory compliance issues, regulatory statutes are subject to interpretation. These interpretations may change over time, thus the City should review such issues with appropriate legal counsel. The ACM locations and conclusions provided are based on information obtained from visual inspection and limited sampling carried out at the specific test locations, and information obtained during the site visit. The results can only be extrapolated to an undefined area around the test locations. It is possible that additional, concealed designated substances may become evident during demolition/renovation activities. The conclusions presented represent the best judgement of the assessors based on the nondestructive sampling carried out.
