2 INTRODUCTION TO THE PROBLEM AND RELEVANCE TO SEE REGION The objectives of the project are to analyze: Primary energy production in SEE countries: current situation and RES participation Potentials of the PFO in South East European countries for the production of energy-generating products based on wood biomass Wood energy: objectives and challenges for PFOs in SEE countries, Describe the relation between the collective theory and private forest owners attractiveness (benefit) regarding woody biomass production costs
3 Define the main stakeholders which are ready to produce and sell woody biomass and describe the end-users benefit The small size and fragmentation of the private forests makes it difficult for individual owners to manage them efficiently in a sustainable way. Their limited financial, human and physical resources, lack of knowledge and skills for sustainable management of their forests are further impediments for improving efficiency

5 THEORY AND LITERATURE EXPECTED TO GUIDE RESEARCH ON THE PROBLEM THEORY OF COLLECTIVE ACTION [Olson (965)] The theory of collective action focuses on the question of why individuals would cooperate in a social dilemma when they could free-ride on the contributions of others.
6 DIMENSIONS OF THE RESEARCH Type of research: Applied research cross sectional and social action Purpose of the research: Exploratory descriptive Direction of theorizing: Deductive approach Level of analysis: Macro - regional Time span of research: Three years Object of research: PFO, PFOA and SMES in the SEE region Regional and national wood energy policies enhanced in order to combat climate change, increase energy security, enhance rural employment, raise forestry productivity and increase forestry activities profitability.
7 RESEARCH QUESTION What are the opportunities and obstacles in management of woody biomass in small scale forests in the SEE region?
8 HYPOTHESES H - If opportunities for woody biomass energy production from the private forest exists, than the individual owners will have economical interest to manage their forests and to create voluntary interest organizations H - If current management of private forests in SEE region does not satisfy most of the needs for renewable energy resources (RES), than the importance and benefits of woody biomass energy (financial, social, environmental) are not yet properly recognized by energy, agriculture, forestry and environment planners and policy-makers; H - If existing national policy doesn t support woody biomass production, than coordination and collaboration among national, regional and international organizations on forestry, energy and agriculture, are insufficient.
9 METHODOLOGY AND METHODS The research will be based on a cross-sectional face to face interview survey distributed to individual and family forest landowner (sample cca 35 questionaires per country).
10 Sample design started from the assumption that a list of all forest owners does not exist and that owners are scattered through all of the country. In addition, when considering quite limited budget, the best solution for sample design was cluster sampling. In this case multi stage sampling was chosen, consisting of:.determination of areas with a high percentage of forests and areas with a high percentage of private forestland and overlapping areas.. Defining random sample of 35 settlements in the overlapping area 3. Choosing the sample size for the proportion of private forest owners willing to produce renewable energy.
11 THE QUESTIONNAIRE WILL BE DIVIDED IN THREE DIFFERENT PARTS: ) questions about the owned forestland, as well as the landowner s motivations and attitudes toward it; ) landowners knowledge about wood-based bioenergy, their perspectives about local wood-bioenergy markets, as well as their willingness to produce wood biomass for energy purposes; 3) landowner s personal information, such as age, gender, ethnicity, education, and income. Before its implementation, the questionnaire will be pre-tested on small sampled landowners to assure its appropriate language and sequence of the questions.
12 For the in- depth interviews in six countries standardised and semi-standardised questionnaires will be provided. The following groups of actors in the sectoral institutional system will be included in the survey: - governance system (legal authority, administration, interest groups, standardisation organisations), - research and education (research and development organisations such as universities and other research institutes, professional education and training), - extension services (consultant engineers/consultants and services offered by chamber organisations or similar).

14 OBJECTIVE TREE Overall objective - Increase the biomass wood energy production from private forests in SEE region Objective - Increase the regional capacity for implementation of biomass initiatives in private forests Goal/aims - Questionnaire design, Present status and needs for bioenergy, Workshop, To analyze market potential of biomass production from private forests, Human resources capacity building
15 EXPECTED RESULTS To mobilize the large biomass potential from fragmented privately owned forests by increasing the co-operation among forest owners; To integrate PFOs from the forestry sector into the energy market supplier To exchange of experiences in the SEE region and knowledge transfer. The measurable results will be as follows: Ph.D. thesis M.Sc. thesis paper published in internationally peer-reviewed research journals paper published in regionally peer-reviewed research journals papers published in nationally peer-reviewed research journals

18 How this Research Project will contribute to theory development, theory testing, better understanding and so on related to the Scientific Literature. Research will involve interplay between observation and explanation. Explanations will be tested upon data collection. We intend to get better insight how the Theory of collective action applies to PFO in the SEE region inter alia. Therefore, our goal is to develop good explanations on the proposed subject by carrying out theory testing. It depends also on the final research results how and to what extent this project will contribute to theory development.
19 How this Research Project can contribute to addressing the problem in the SEE Region through potential management or policy impacts, through innovative approaches to the problem, and so on. - The hypothesis is maintained that due to the current management of private forests most of the needs for renewable energy resources (RES) and benefits of bioenergy (financial, social, environmental) are not yet properly recognized by energy, agriculture, forestry and environment planners and policy-makers;
