On behalf of the Governor of West Bengal, e-tender is invited in WBF 2912 by the Executive Engineer, Barasat Division, P.H.E. Dte. from reputed, bonafide and resourceful contractor/ company / firm / Public Sector undertaking / Government organization for the following works on Lump Sum contract basis. 1) NAME OF WORK :- Design, Construction and Commissioning of Arsenic cum Iron Removal Plant (AIRP) capable of reducing raw water arsenic and iron concentration up to acceptable limit on the basis of the departmental process drawing including 3 (three) months Trial Run and 9 (nine) months Operation & Maintenance for SANGRAMPUR ground water based piped water supply schemes at BASIRHAT-I blocks in the district of North 24 Pgs. under Barasat Division, PHE Dte. (Serial No.-2) 2) Details of the works:- Name of the Scheme Block Capacity of the Plant (m 3 /hr) SANGRAMPUR BASIRHAT-I Name of the Executing Division Barasat Division, PHE Dte. Earnest Money for each Group (Rs) 2% (two per cent) of the quoted rate Period of Completion 180 (One Hundred Eighty) days [Excluding the time allotted for Trial Run and O & M] 3) For e-filing, intending bidders may download the tender documents from the website: - directly with the help of Digital Signature Certificate. 4) Prequalification, Technical & Financial Bid is to be submitted concurrently duly digitally signed at desired documents in the above mentioned Website. 5) The bidders shall have to follow the stipulated date & time schedule as detailed below for submission of the Prequalification Bid/ Technical Bid/ Financial Bid. 6) Earnest Money in the form of Bank Draft /Pay order are to be drawn on any nationalized Bank in favour of the Executive Engineer, Barasat Division, PHE Dte. payable at Barasat for each group. 7) The Earnest Money for the concerned group is to be submitted physically to the office of Executive Engineer, Barasat Division, P.H.E. 2 N o. by the technically qualified bidders within the stipulated period before the opening of Financial Bid. 8) The documents submitted by the Bidders should be properly indexed & notarized with seal. Details of the above have been narrated in Instruction to Bidders. 9) General Information : The work stated above broadly comprises Designing, Supply, Delivery, Installation, Construction, Commissioning, three months trial run and nine months O & M. The major works are detailed below: - i) Physical survey work for setting up of the Arsenic cum Iron Removal Plant (AIRP) within the acquired land. ii) Soil investigation at each Headwork site and submission of necessary Soil Investigation Reports. iii) Preparation and submission of the Layout Plan of the entire Plant showing clear spaces by accommodating all the units on the basis of departmental process drawing & scope of work. iv) Structural / Hydraulic Design including Hydraulic diagram of different components including design Electrical/Mechanical equipments on the basis of departmental process drawing attached in the Tender Document. v) Construction of R.C.C. Oxidation Chamber at the Headwork site. vi) Construction of R.C.C. Flash Mixer at the Headwork Site. vii) Construction of R.C.C. Flocculation and sedimentation unit at the Headwork site. viii) Construction of R.C.C. Clear Water Reservoir (C.W.R.) at the Headwork site. ix) Construction of Clear Water Pumping Kiosk for operating Clear Water Pumps. x) Supply, Delivery, Installation of M. S. Pressure Filter all complete as per departmental process Drawing and/or CPHEEO guide line. xi) Supply, Delivery, Installation of M. S. Activated Alumina Chamber (Polishing Unit) all complete as per departmental process Drawing & CPHEEO guide line. xii) Construction, Fabrication Channels / Pipes / Shaft as case may be and other inter connection as per direction of E.I.C. xiii) Construction of Sludge Separation Bed to handle total liquid generated from different units including Back Wash from Pressure Filter and Top Wash from Activated Alumina Chamber. xiv) Construction of R. C. C. Sludge Tank (Twin unit) to store solid Sludge from Separation Bed as per Scope of Work and as per process departmental drawing guide line. xv) Re-Circulation arrangement as per Design Plant Capacity and departmental Process Drawing Guide line. xvi) Construction of Chemical House for suitably arrangement of Installation of different infrastructure Chemical feeding arrangement from Metering Pump, Agitator etc. as per attached departmental Process Drawing. xvii) Inlet arrangement to the removal system like pipe connection from combine flow of Raw Water from Tube wells (as Inlet) to Oxidation Chamber including pipe connection from delivery of Plant from Activated Alumina Chamber (as Outlet) to the existing Pipe connection of Over Head Reservoir. xviii) Back Wash arrangement for Pressure Filter & Top Wash arrangement for Activated Alumina Chamber. 3 xix) xx) xxi) xxii) xxiii) All Electro-mechanical installations like Re-circulation pump, sludge pump, Back wash pump, Air compressor, valves (for all the pumps) & other fittings, Control Panel, Cables, Voltage Stabilizer etc as per design requirements are considered within the purview of the tender and to be provided by the contractor except clear water pump. Disposal of solid Sludge on top of Sludge Separation Media & store in Sludge Tank and safe disposal as per West Bengal Pollution Control Board norms. All units shall have a 900mm wide plinth protection with peripheral drain and shall have connectivity by 1.5 m wide pathway made of interlocking pavers block. The entrance shall have 3.00 m wide paver block road up to the length depending upon the site condition. Painting to all interior surface of entire plant by anti-corrosive paint and other exterior surface by weather coat. 72 (seventy two) hours Performance Guarantee (PG) test of the entire system after successful completion of the entire plant. xxiv) Note : After successful PG test of the entire plant, Trial Run for 3(three) months followed by Operation & Maintenance for 9 (Nine) months shall have to be undertaken including supply of all necessary materials, Chemicals etc. The above scope is enumerated in the Tender Document. The bidders should submiti) Process description in brief. ii) Tentative General Arrangement of all treatment units accommodated within the available land. iii) Total head loss in the system in the form of hydraulic flow diagram. iv) Declaration in case of own design: Concentrations of Arsenic & Iron in treated water at final stage of the treatment process will be 0.01 ppm & 0.1ppm respectably. 10) Location of Works: As detailed in Sl. No.-2 above 11) Time of completion: Time of completion of the work is 180 (One hundred eighty) days. [Excluding the time allotted for Trial Run and O & M] 12) Eligibility for participating in the Tender : Permission of participating in the tender will be given only to those fulfilling the following eligibility criteria. Criteria I: The Agencies, whose Arsenic Removal Technology has been approved by Arsenic Task Force, West Bengal, will be exempted from Sl. No. (i), (ii) and (v) of the under mentioned requirements and shall be permitted to participate in the tender. Criteria II: Agencies whose Arsenic Removal Technology is not approved by Arsenic Task Force, West Bengal, fulfilling all the under mentioned requirements shall be permitted to participate in the tender. i) Experience of construction and execution of Water Supply Projects including water retaining structures / water treatment plant / pipeline in Government / Semi Government / Public Sector Undertaking during last 5 (five) years. 4 ii) iii) iv) of single work order value not less that Rs (seventy) lakhs and supporting completion certificate issued by an officer not below the rank of Executive Engineer. Minimum Average Annual Turnover of Rs (One) crore in each of the last 3 (Three) consecutive financial years. Valid Current Professional Tax Clearance Certificate, Valid VAT Registration Certificate and Valid PAN Card issued by the appropriate authority along with current Income Tax Return. No Joint Venture in any shape shall be allowed. v) The Applicant should also have at least one years experience in operation & maintenance any type of water treatment plant/pressure filter/water supply scheme with chemical dosing. A) The intending tenderer will have to submit authentic documents in support of their credentials for all the above works from as indicated against all items. The experience and completion certificate of works is to be issued by an officer not below the rank of Executive Engineer or equivalent concerned. All documents attached shall have to be authenticated properly. Original certificate / order copies / other document as required shall have to be produced on demand during evaluation. B) The tender inviting authority reserves the right to relax the eligibility criteria, except sl. no. (iii) and (iv), of the applicant in respect of any of the technical or financial requirements, if it is deemed necessary for fair & competitive tender without assigning any reason whatsoever. C) The application of the intending tenderer who is already working in PHE Dte. and whose performance is found unsatisfactory, will not be entertained. 13) The intending tenderer fulfilling the above requirement should bid for the work included in the Bid notice with all related evidentiary documents. The tender inviting authority reserves the rights to accept or reject their offered bid as deemed necessary to finalize the tenders satisfactorily without assigning any reason whatsoever. 14) Selection of eligible bidder will be made strictly on the basis of scrutiny and evaluation of the particulars as to be furnished at the time of bidding. Decision of the tender inviting authority in this regard shall be final & binding. 15) The cost of the Tender documents is free but during agreement the successful bidder shall have to purchase each tender document on paying usual amount by Nonrefundable A/C Payee Demand Draft drawn on any nationalized Bank in favour of the Executive Engineer, Barasat Division, PHE Dte. 16) (i) Earnest 2 (two) % of the quoted rate against works under each group is to be deposited by the Bidder in the form of Demand Draft drawn on any nationalized Bank in favour of the Executive Engineer, Barasat Division, PHE Dte. payable at Barasat in sealed envelop superscribing Earnest Money for the work of Name of the work and Group No. to the office of Executive Engineer, Barasat Division, PHE Dte. within the stipulated period before opening of Financial Bid. Earnest Money in any other form will not be accepted. Without Earnest Money, the tender will be treated as rejected. The entire 2% (two percent) of deposited amount shall be converted to initial security deposit in case of successful bidder. NIET_ Page 4 of 8

5 Earnest money of 2% only will be refunded to the unsuccessful Bidder(s) without any interest as per govt. norms. (ii) Balance 8% (eight percent) of the accepted value of work will be deducted from each progressive bill of work as security Deposit from the successful Bidder. iii) Performance Guarantee (P.G.): Performance 5% will be deducted from each progressive bill in addition to security deposit and will be released on successful completion of 72 hrs. P.G. test and commissioning. 17) The tendering operation shall follow the e-tendering process and all rules and regulations pertaining to the tender shall be binding on the bidders. 18) The total 10% of security Deposit and 5% for P.G. test will be released in the following manner. a) 50% of Security Deposit after successful completion of performance guarantee test followed by 3 (three) months trial run. b) Balance Security Deposit after successful completion of 9 (nine) months O & M. c) Performance Guarantee Money will be released after satisfactory completion of 72 hrs. P.G. Test. Alternatively such amount may be released to the agency on furnishing Bank Guarantee of equivalent amount issued by any Scheduled Bank. 19) The payment for the work will be made as per the provision in this regard in the agreement form (WBF 2912) subject to availability of fund. 20) The lump sum rate is to be quoted both in words and figures in the financial bid and rates quoted should be considered inclusive of all taxes and charges as applicable & payable. For any numerical mistakes, rate quoted in words shall be final and binding. 21) Before Biding, the Bidder(s) may visit the site to satisfy themselves about the local condition & other matters at their own cost. No claim whatsoever on the ground of insufficient knowledge about the work site or local condition will be entertained at a later date and no claim in future will be entertained. 22) The signatory, who will sign on tender document on behalf of a company or firm must produce the registered document in respect of their competence to do so, failing which the tender will not be considered. 23) The rates quoted in the tender shall remain valid for six(6) months from the date of submission of tender for acceptance 24) Income Tax, Sales Tax/ VAT, Labor welfare and CESS and service tax etc if any will be deducted from the progressive bills as per Govt. order in vogue. 25) The bidder whose tender will be accepted shall make the formal agreement within seven (7) days from the date of issue of an intimation to that effect by this office on payment of usual charges to the Divisional office and submit the same duly signed by him/ them to the office of the Executive Engineer, Barasat Division, PHE Dte. If the contractor fails to perform the formalities within the specified period, the tender will liable to be cancelled and earnest money will be forfeited. 26) The acceptance of the tender will rest with the accepting authority who does not bind himself to accept the lowest or any other tender and reserves the right to reject in part or in full of all tenders received or to split up the work in different groups without assigning any reason thereof. 27) If any Bidder withdraws his tender before its acceptance or refuses to work within a NIET_ Page 5 of 8

6 reasonable time without assigning any satisfactory explanation for such act, he shall be disqualified to participate in subsequent and other tenders for a period of one (1) year or more. The earnest money deposited will also be forfeited. 28) The successful Bidder will remain liable for following the West Bengal Contract labour (Regulation & Abolition) Rules in force and necessary certificates from appropriate authority to be submitted within seven (7) days from the date of work order failing which the work order is liable to be cancelled. 29) Bidder will not be entitled for any compensation for rejection of his tender. 30) Completion certificate produced as credential should clearly indicate the description of works, value of contract, executed work value, date of award, actual date of completion etc. and name, address, telephone no. of the client. 31) Conditional tender will not be accepted under any circumstances and shall be deemed as informal. 32) Contractor should furnish self declaration of history of arbitration /litigation /suspension and /or banning of the firm, in the form of affidavit duly certified by 1 st class Judicial Magistrate / Notary. 33) a) Name and address of the Tender Inviting Authority: Government of West Bengal Office of The Executive Engineer Barasat Division, P.H.Engineering Dte. To be notified later 41) In case of ascertaining authority at any stage of tender process or execution of work necessary registered irrevocable power of attorney is to be produced. 42) During scrutiny, if it comes to the notice to tender inviting authority that the credential or any other papers found incorrect/manufactured/fabricated, the tenderer will not be allowed to participate in the tender and that application will be rejected outright without any prejudice. 43) In case if there be any objection regarding Prequalification of the Agency, that should be lodged to the tender inviting authority within next day by 2.00 PM of the date of publication of list of qualified agency and beyond that time schedule no objection will be entertained. 44) The Technically qualified bidder shall have to submit the hard copy of the tender documents, duly downloaded with the signature of the authorized signatory in all pages, alongwith the Earnest Money. 45) If any discrepancy arises between two similar clauses on different notifications, the clause as stated in later notifications will supersede former one in following sequence: i) West Bengal Form No ii) NIeT iii) Special terms & conditions iv) Technical bid v) Financial bid. 46) Canvassing/other means to influence the individual in the tendering process may lead to disqualification of bidder participating in the tender.
