3 DISPOSAL OF VARIOUS WASTE PAPER CATEGORIES Tenders in sealed covers are invited by the University exclusively from the Waste paper dealers so as to be received by 3.00 PM on 22/08/2014 for the clearance of the following various paper categories. 01. Old valued Answer Papers 02. Old Question Papers 03. Old News papers [ English & Tamil] 04. Waste Papers / Sweepings 05. Old Computer papers 06. Old Application Forms 07. Dissertation/Project Reports. 08. Old Cloth lined Covers [Various sizes] 09. Out-dated Text-Lessons/Syllabus. 10. Out-dated Prospectus/Journals 11. Unusable Carton Boxes The Terms and Conditions for the disposal of various used paper categories accumulated in the University of Madras, are detailed below:- [I] - SUBMISSION OF TENDER: Tender should be sent in sealed covers addressed to THE REGISTRAR, UNIVERSITY OF MADRAS, University Centenary Building, Chepauk Chennai , to be written on the cover as TENDER FOR THE DISPOSAL OF VARIOUS WASTE PAPER CATEGORIES so as to be received by P.M. on 22/08/2014. Tender should be signed by the PROPRIETER in the case of PROPRIETERSHIP WASTE PAPER DEALER [OR] any one of the PARTNERS in the case of PATNERSHIP WASTE PAPER DEALER [OR] by the CHAIRMAN/MANAGING DIRECTOR [OR] any one of the DIRECTORS In the case of PRIVATE/PUBLIC LIMITED WASTE PAPER DEALER of the Waste Paper Dealers concerned as per the names furnished by the Firms in the TENDER FORM. Tenders will be opened at P.M. on the same day by the committee constituted for the purpose. The tender should be sent only in the TENDER FORM prescribed for the purpose by the University. Applying in any other format will be summarily rejected. 3
4 The tenderers or representatives of the Waste Paper Dealers shall be permitted for the participation at the time of opening the sealed tenders at the Committee constituted for the purpose of opening the sealed tenders provided submission of authorization and specimen signature attested letter have been obtained from the Waste Paper Dealer concerned. [II] - PRICE INDICATION The price per metric ton [i.e.1000 Kg] should be given in lump sum (both in words and in figures) of the following items: 01. Old valued Answer Papers 02. Old Question Papers 03. Old News papers [ English & Tamil] 04. Waste Papers / Sweepings 05. Old Computer papers 06. Old Application Forms 07. Dissertation/Project Reports. 08. Old Cloth lined Covers [Various sizes] 09. Out-dated Text-Lessons/Syllabus. 10. Out-dated Prospectus/Journals 11. Unusable Carton Boxes [III] - REMITTANCE OF EARNEST MONEY DEPOSIT [E.M.D.]: The tender should be accompanied by an EARNEST MONEY DEPOSIT of Rs.50,000/- for the above said items. The EARNEST MONEY DEPOSIT [E.M.D.] should be remitted by way of DEMAND DRAFT only drawn in favour of THE REGISTRAR, UNIVERSITY OF MADRAS, Chepauk, Chennai Tenders accompanied by E M.D. amount by way of DEMAND DRAFT alone will be accepted. Any other mode of payment such as cheque, Money Order, Postal Order, Cash etc., will not be accepted and will lead to rejection of the tender. The E.M.D. amount of the successful tenderer will be refunded after the fulfillment of the contract. The E.M.D. paid by the unsuccessful tenderers will be refunded after finalization of the tenders. [IV] REMITTANCE OF SECURITY DEPOSIT [S.D.] The successful tenderer will have to remit further 5% Security Deposit of Rs. by way of DEMAND DRAFT ONLY, drawn in favour of THE REGISTRAR, UNIVERSITY OF MADRAS, Chepauk, Chennai Any other mode of payment will not be accepted. The SECURITY DEPOSIT should 4
5 be remitted by the successful tenderer within a week s time from the date of University Orders communicating the tenderer about the selection of his tender. [V] CERTIFICATE REQUIRED: The following Certificates should be enclosed along with tender. [a] The SOLVENCY CERTIFICATE for the current year obtained from the Revenue Authorities concerned [Not below the rank of THASILDAR] [b] NOTARY PUBLIC CERTIFICATE with regard to the Ownership of Waste paper Dealer. [c] The up-to-date SALES TAX CERTIFICATE from the commercial Tax Officer concerned. [d] Income Tax Certificate. However, it is specifically informed that the tenders received without the above certificates will not be considered. [VI] ACCEPTANCE OR REJECTION OF TENDERS [a] THE REGISTRAR is under no obligation to accept the highest or any tender and reserves to himself the right to accept or decline any tender in whole or in part without assigning any reason therefor. [b] It is left to the discretion of the Authorities of the University to accept or reject the highest rate without assigning any reasons therefor. [VII] - EXECUTION OF AGREEMENT * The approved tenderer should EXECUTE AN AGREEMENT in a non-judicial stamped paper at his cost WITHIN A WEEK s TIME from the date of University Orders communicating the tenderer about the selection of his tender. The SECURITY DEPOSIT should be remitted immediately on receipt of the University Orders [i.e.] prior to executing the agreement with the University. The tenderer who has signed the TENDER FORM should also sign the agreement in the presence of the authorities in person [i.e.] by the PROPRIETER in the case of PROPRIETERSHIP WASTE PAPER DEALER [OR] any one of the PARTNERS in the case of PARTNERSHIP WASTE PAPER DEALER [OR] by the CHAIRMAN/ MANAGING DIRECTOR [OR] any one of the DIRECTORS in the case of PRIVATE/PUBLIC LIMITED WASTE PAPER DEALER of the Waste Paper 5
6 Dealer concerned as per the names furnished by the waste paper dealer in the TENDER FORM. Otherwise, it will be construed that the tenderer has no interest to execute the agreement and to purchase their tender items and on such events their tender and the subsequent orders of the University thereon will be cancelled and the amount of EARNEST MONEY DEPOSIT [E.M.D.] remitted by the tenderer be forfeited. * The Specimen Agreement to be executed can be seen on any working day between a.m. to 4 p.m. at the Registrar s office. [VIII] REMOVAL OF TENDER ITEMS: The approved tenderer should remove the used paper items from the premises of University Building at their own cost as and when directed to do so. On no account, charges for the removal etc., will be met by the University. The successful tenderer who is selected should arrange to appoint their own men and bring gunny bags for packing at their own cost for removing the materials after weighment in the weighing machine provided by the University. The entire accumulated materials should be removed on AS IS WHERE IS condition. [IX] SIZE OF GUNNY BAGS: Each gunny bags should be of the following size:- Height : about 3 Feet [1 meter] Breadth : about 2 Feet [66cms] Under no circumstances, gunny bags bigger than the above size mentioned will be allowed for packing and weighing. [X] PAYMENT : The cost of each lot for the sale of various waste paper categories, etc., should be paid in full by way of DEMAND DRAFT ONLY drawn in favour of THE REGISTRAR, UNIVERSITY OF MADRAS, Chepauk, chennai , by the selected tenderer to the University after weighment, before removing the lot from the University. Any other mode of payment such as Cheque, Money Order, Postal Order, Cash etc., will not be accepted. 6
7 [XI] SALES TAX: The Sales Tax payable to Government for the purchase of various waste paper categories etc. from the University should be paid by the selected tenderer directly to the Government on each lot separately and proof of remittance be produced to the University for verification prior to removal of subsequent lot. [XII] - QUANTITY OF ITEMS FOR THE PROPOSED DISPOSAL: The probable total quantity that will be disposed off for the year will be approximately 200 Metric Tonnes, as indicated against each of the following items: 01. Old valued Answer Papers : 130 Metric Tonne. [prior and up to 2013 examinations] 02. Old Question Papers : 0.5 Metric Tonne 03. Old News papers [English & Tamil] : 1 Metric Tonne 04. Waste Papers / Sweepings : 4 Metric Tonne 05. Old Computer papers : 2 Metric Tonne 06. Old Application Forms : 6 Metric Tonne 07. Dissertation/Project Reports : 5 Metric Tonne 08. Old Cloth lined Covers [Various sizes] : 0.5 Metric Tonne 09. Out-dated Text-Lessons/Syllabus. : 45 Metric Tonne 10. Out-dated Prospectus/Journals : 2 Metric Tonne 11. Unusable Carton Boxes : 4 Metric Tonne The actual quantity for each items as stated above are available in the University. [XIII] WEIGHMENT : The weighment should be made at the spot where the paper items are accumulated, using scale provided by the University of Madras with the standard weights for weighing the paper items accumulated in the University in the presence of WEIGHMENT COMMITTEE CONSTITUTED BY THE AUTHORITIES, University of Madras, Chepauk, Chennai [XIV] - STIPULATED PERIOD OF THE CONTRACT : The duration of contract period with regard to the removal of various waste paper categories from the University by the selected tenderer shall be TWO YEARS from the date of execution of agreement with the University. 7
8 [XV] STIPULATED PERIOD FOR REMOVAL: The various used papers categories should be removed by the selected bidder strictly according to the stipulated period. Therefore, items [1] to [11], viz. Old valued Answer Papers; Old Question Papers; Old News papers [ English & Tamil]; Waste Papers / Sweepings; Old Computer papers; Old Application Forms; Dissertation/Project Reports; Old Cloth lined Covers [Various sizes]; Out-dated Text-Lessons/Syllabus; Out-dated Prospectus/Journals; Unusable Carton Boxes should be cleared thrice in the year. However, it is specifically informed that the authorities of the University reserves the rights to modify the stipulated period for removal as and when found necessary. [XVI] - MODE OF PURCHASE AND CLERANCE OF WASTE PAPER CATEGORIES: Only the selected bidder should purchase and clear the items approved by the University of Madras and no transaction should be made through any Dealers or Agencies. [XVII] - CANCELLATION OF TENDER AND CONSEQUENCES THEREON: The selected tenderer should purchase and clear the items of their tender approved by the University of Madras subject to the above conditions of the tender and other conditions of the agreement within the stipulated period without any violation or deviation. Otherwise, it will be construed that the tenderer has no interest to purchase their tender items and on such events their tender and the subsequent orders of the University thereon will be cancelled and the amount of EARNEST MONEY DEPOSIT[E.M.D.] as well as SECURITY DEPOSIT [S.D.] remitted by the tenderer be forfeited. 8
9 [XVIII] - ACCEPTANCE OR REJECTION OF ANY OR ALL TENDERS: It is to be specifically noted that THE REGISTRAR, UNIVESITY OF MADRAS reserves himself the right to accept or reject any or all tenders without assigning any reason thereof.
