2 background topology of the agglomeration Metropolitan area with 2,6 Mio inhabitants Vienna (1,8 Mio) is surrounded by 13 small towns, many villages and large areas of precious nature and farmland. Radial structure, continuous settlement area along some axes (esp. to the south) 2

3 background territorial structure and constitution 9 federal provinces ( Länder ) Vienna is Land (province) as well as municipality (with 23 districts). Vienna is completly surrounded by the Land Lower Austria. Lower Austria s part of the agglomeration consists of approx. 60 municipalities belonging to 7 administrative districts. 3

4 spatial development allocation of rights and duties As per Austrian Constitution spatial planning law is generally the concern of the Länder. Local spatial planning is the concern of the municipalities. Vienna: Spatial development lies within the authority of the Municipal Council, served by the City Administration. The districts don t have any spatial planning authority. Lower Austria: Local spatial planning lies within the authority of the autonomic municipalites. The Provincial Government, served by the Provincial Administration is the supervisory authority. 4

6 challenge common requirements The context of people s daily life of course takes place without perceiving the internal frontiers. People expect the agglomeration as a whole to function properly. Investors appreciate an efficient Vienna Region. The agglomeration as a whole competes with other metropolitan areas. The agglomeration s population is growing considerably espacially in Vienna itself and the southern part of the agglomeration Anyway there is need for enhanced cooperation of stakeholders in the field of spatial development and mobility. 6

Fokus: linked transport system of the Eastern Region of Austria : Regional Managers for the southern / northern surroundings of Vienna. Fokus: Coordinating urban, regional and local stakeholders 8
