POSITION IDENTIFICATION Position Title Finance Officer Team Finance Location Richmond Classification SCHADS Level 4 Salary From $50,000 per annum Employment Status Permanent Time Fraction POSITION PURPOSE Assist and support the Housing Co-operatives with their financial needs and responsibilities to enable them to achieve their legal financial obligations and perform their regulatory reporting requirements to CEHL and other stakeholders. 3. ORGANISATIONAL DESCRIPTION CEHL is a not for profit organisation limited by guarantee. Its shareholders are 112 housing cooperatives located throughout Victoria. CEHL holds the title to around 2,200 properties which are managed by co-operatives. CEHL Position Description Finance Officer For advertising May 2015 Page 1 of 7

2 CEHL is governed by a Board which meets monthly and is comprised of 11 members being: Co-op Directors (5), Technical Directors (5) and the Managing Director. The organizational structure is comprised of 7 Divisions. A Corporate Director leads the Financial Services; Human Resources and Compliance; and Administration Divisions. A Program Director leads the Co-op Support and Development; Asset Management; Development Management; and Housing Services Divisions. Our Mission is to facilitate the provision of affordable, secure and well-managed housing to those members of the community wishing to participate in housing co-operatives. Our Vision is to be regarded as a leading promoter and facilitator of co-operative housing in Australia, where there are real opportunities for tenant participation and self-management and thereby adding to tenants self worth and housing security. KEY RESPONSIBILITIES Services Provided Providing financial support and advice to the Housing Co-operatives, including: Rent calculations and other associated tasks involved with CEHL s Annual Rent Assessments and at other times. Preparing year end financial statements for the housing co-operatives and stakeholders and assisting the external auditor. Assisting and advising other CEHL staff and housing co-operatives with financial accounting matters. Processing and analysis of housing co-operatives financial information and co-operative rental housing statistics. General accounting activities associated with the housing co-operatives finances. Assisting the with the development and review of software products used by CEHL and the housing co-operatives. Supporting the housing co-operatives to meet their legislative obligations relating to financial processes and reporting. Maintaining files and data integrity according to CEHL s processes and systems. Assisting in other areas as requested by the. 3 Planning develop and review the Rent Policy Manual, Co-operative Treasurers Manual, and standard bookkeeping software and the related Quick Guides used by housing co-operatives. Contributing to the development of the Finance Monitoring Team work plans for the Annual Rent Review, and the preparation of financial statements for audit and collection of data and reporting for annual surveys. Supervision None. Information and Advice Keep updated with changes to CEHL s Rent Policy, CCA and Program Directives. Remain informed about changes in relevant GST legislation and reporting obligations to relevant regulators. Monitor housing co-operatives financial statements to check that they meet the requirements of the current Accounting Standards. Financial and Budgeting Support and provide financial management advice to housing co-operatives to help them to comply with CEHL and legal financial requirements. Provide financial software training, coaching and assistance to housing cooperatives and CEHL staff. Compliance and Reporting Other Duties Monitor the finances, rent arrears and tenancies within the housing cooperative program and inform the about non-compliance. Comply with the CEHL / Co-operatives Agreements (CCA) and housing cooperative program directives. Comply with BAS and Annual Returns lodgment requirements. Ensure that a Household Information Form is received from all housing cooperative tenant members, check the eligibility information, and inform the of non-compliance. As directed, undertake other duties which are incidental and peripheral to the main tasks, provided that such duties are reasonably within the requirements and responsibilities of the position. The allocation of other duties is in consultation with the staff member. Actively participate in professional development and the life, development and growth of CEHL. Qualifications or equivalent industry knowledge and experience Knowledge of Experience Accountancy Degree with relevant experience or a Diploma with at least 4 years relevant experience. Australian Charities and Not For Profit Commission (ACNC), Consumer Affairs Victoria (CAV), and Housing Registrar reporting obligations.
