4 OneNYC: OUR RESILIENT CITY OneNYC strengthens and expands the City s commitment to a multilayered approach to resiliency. Neighborhoods Every city neighborhood will be safer by strengthening community, social, and economic resiliency Buildings The city s buildings will be upgraded against changing climate impacts Infrastructure Infrastructure systems across the region will adapt to enable continue services Coastal Defense New York City s coastal defenses will be strengthened against flooding and sea level rise 4
5 STORM SURGE AND SEA LEVEL RISE The city s 520 miles of coastline are vulnerable to flooding from coastal storms. This includes Red Hook s coastline. FEMA 100-year floodplain and projected floodplains for the 2020s and 2050s, citywide and Red Hook FEMA 2015 Preliminary FIRMs 100-year Floodplain Projected 2020s 100-year Floodplain Projected 2050s 100-year Floodplain 5
6 RED HOOK RESILIENCY MEASURES The City is committed to improving resiliency in Red Hook. It has made progress on local and citywide initiatives that benefit the neighborhood. Making Neighborhoods Stronger Fighting for NFIP improvements for affordable insurance Initiated the DCP Resilient Industry study Providing over $6 million in financing to over 70 Red Hook businesses for recovery and storefront improvements Providing Sandy impacted Red Hook businesses with innovative resiliency technologies Upgrading Buildings Passed 16 local laws to upgrade the building code Created DOB post-sandy reconstruction guidelines Investing nearly $400 million in NYCHA Red Hook Houses resiliency Assisting Red Hook homeowners through the Build it Back program Adapting Infrastructure Secured $1 billion for electric grid resiliency investments Strengthening Coastal Defenses Continuing to work with USACE in vulnerable coastal communities Initiating the Integrated Flood Protection System (IFPS) project Studying options to protect neighborhoods from Gowanus Canal flooding 6
7 WHAT IS AN IFPS? An integrated flood protection system (IFPS) consists of various permanent and deployable features (for example: a permanent wall, deployable gates, landscape features, drainage modifications, street elevations) that integrate with the urban environment and work together to reduce flood risk from coastal flooding and sea level rise 7
8 WHAT IS THE FUNDING SOURCE? $50 million $50 million $100 million HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) funds FEMA Hazard Mitigation Grant Program (HMGP) funds Committed for design, environmental review, and construction The project must meet federal INTRODUCTION funding requirements: Provide long-term and permanent solutions which protect against hazards and storm events Be a stand-alone project Demonstrate that the project benefits equal or exceed its costs Document any potential environmental impacts and provide an associated mitigation strategy 8
9 IFPS PROJECT GOALS 1. Reduce Red Hook s coastal flood risk with minimal impact on the neighborhood when there isn t a storm. 2. Incorporate community and stakeholder priorities INTRODUCTION and identify additional project goals. 3. Build a flood protection system that is tailored to Red Hook and its unique waterfront. 9

19 STAKEHOLDER ENGAGEMENT GOALS Working with Red Hook residents, business owners, and stakeholders is important to the Red Hook IFPS project team. Generate community priorities for the implementation of an IFPS Engage stakeholders around input into design and engineering strategies Create opportunities for participation from diverse stakeholder groups Transparently discuss the project s opportunities and trade-offs 19
