25 III Water Framework Directive - implementation Obligation of the WFD implementation will be set by the new water legislation and The water management strategy for the territory of the Republic of Serbia WFD Implementation Strategy will be prepared within DSIP Knowledge and capacities improved through: o participation in the framework of the ICPDR (WFD roof reports and DRBMP), o Sava Commission (SRBMP adoption planned for 2 nd December 2014) o Kolubara River Basin management plan (project Pilot River Basin Management Plan for Kolubara River Basin ) o ECRAN ongoing activity 26
26 Priorities: III Water Framework Directive - implementation Adopt the Water Management Strategy DSIP for the WFD Finalize and adopt The water management plan for the Danube River Basin Finalize and adopt Water management plans for water districts Harmonization of monitoring 27
27 III Water Framework Directive implementation costs and capacities of implementation Legal administrative harmonization administrative structure should be strengthen in accordance with the WFD Development of RMBP`s - additional costs are expected for the preparation of RBMP`s for water districts, costs for improvement of cooperation with other sectors (users, polluters) and scientific institutions will be needed Harmonization of monitoring - Costs will be significant. Full harmonization will take a time for establishment of appropriate network and necessary laboratory capacities (assessed to 5 6 years) Additional costs cannot be assessed at this point 28
28 III Water Framework Directive - implementation Structures for implementation of the WFD and the administrative capacity exist, but should be significantly strengthened both at the national and local levels Directive Specific Implementation Plan for WFD (2016) will define precise deadlines for full implementation, planned to be prepared in period by IPA 2013 support Full implementation is a long-term obligation. It will include part of implementation of all other water related directives. 29
29 IV Water Framework Directive Conclusion Full transposition by amendments of the Water Law and secondary legislation by the end of 2018 (NPAA) Administrative structures for implementation of the WFD exist, but should be significantly strengthened both at the national and local levels Implementation of Directive - in initial phase Full implementation is a long-term obligation. It will include part of implementation of all other water related directives. Deadlines for full implementation will be defined and cost assesment in line with DSIP for Water Framework Directive 30
