3 Cooperation agreement between Latvia and Belarus Programme of operative technical cooperation between Ministry of nature resources and protection of environment (Department of Hydrometeorology) of Belarus and Latvian Environment, Geology and Meteorology Centre According to this programme for years there is annual exchange of water quality data (hydrochemical and hydrobiological data) (raw data but not calculated loads) and river discharge; daily electronic exchange of hydrometeorological data (meteo data, hydrometeorological forecast, hydrological data). 3
4 Data according to surface water quality LV sends data to BL for surface water quality for monitoring station Daugava, Piedruja (on the border); BL sends data to LV for Daugava monitoring stations from Novopolotsk to Piedruja: 7.5 km below Novopolotsk; 15.5 km below Novopolotsk; 2.0 km above Verhnedvinsk; 5.5 km below Verhnedvinsk; Piedruja, on border. 4

For conformity assessment of AA- EQS there was used insufficiently sensitive method. MAC-EQS is not exceeded. 6
7 BL data according to surface water quality Cities Novopolotsk and Vitebsk with their waste water can influence quality of Daugava in Latvia, besides potential pollution risk in case of aciident has to be taken into account. Surface water quality monitoring results of Belarus show, that below these cities there are increased concentrations (with bad ecological quality or below EQS of hazardous subastances of Latvian legislation) for such substances as ammonium nitrogen and copper, but closer to Piedruja (border), waters are cleaner. 7
