Cooperation agreement between Latvia and Belarus Programme of operative technical cooperation between Ministry of nature resources and protection of environment (Department of Hydrometeorology) of Belarus and Latvian Environment, Geology and Meteorology Centre According to this programme for years there is annual exchange of water quality data (hydrochemical and hydrobiological data) (raw data but not calculated loads) and river discharge; daily electronic exchange of hydrometeorological data (meteo data, hydrometeorological forecast, hydrological data). 3

Data according to surface water quality LV sends data to BL for surface water quality for monitoring station Daugava, Piedruja (on the border); BL sends data to LV for Daugava monitoring stations from Novopolotsk to Piedruja: 7.5 km below Novopolotsk; 15.5 km below Novopolotsk; 2.0 km above Verhnedvinsk; 5.5 km below Verhnedvinsk; Piedruja, on border. 4

BL data according to surface water quality: Assessment of physico-chemical parameters in accordance with Latvian ecological quality limiting parameter values River flow direction Monitoring station Year BSP 5, mg/l Novopoloctsk (7,5 km lejpus) Novopolotsk (15,5 km lejpus) N tot.., mg/l P tot., mg/l N/NH 4, mg/l O 2, mg/l Symbol Ecological quality class High Good Moderate Poor Bad Verhnedvinsk (2,0 km augšpus) Verhnedvinsk (5,5 km lejpus) Piedruja, on the border

BL data according to surface water quality: Assessment of BL data of priority substances for Daugava in accordance with directive 2008/105/EK Monitoring station Year Cadmium, µg/l Nickel, µg/l Lead, µg/l Novopolotsk (7,5 km lejpus) Novopolotsk (15,5 km below) Verhnedvinsk (2,0 km above) Verhnedvinsk (5,5 km below) * * * * Piedruja, on border * Sy mb ols Explanation Below AA-EQS 2008/105/EK * All measurements below 0.5 µg/l, what is higher value than AA-EQS 0.15 µg/l class 4 hardness of water. For conformity assessment of AA- EQS there was used insufficiently sensitive method. MAC-EQS is not exceeded. 6

BL data according to surface water quality Cities Novopolotsk and Vitebsk with their waste water can influence quality of Daugava in Latvia, besides potential pollution risk in case of aciident has to be taken into account. Surface water quality monitoring results of Belarus show, that below these cities there are increased concentrations (with bad ecological quality or below EQS of hazardous subastances of Latvian legislation) for such substances as ammonium nitrogen and copper, but closer to Piedruja (border), waters are cleaner. 7

Loads of N tot. Loads of N tot. on border (yellow) and in Riga HES (orange), thosand tons, from For N tot. loads in Piedruja and in Riga reservoir there is observed decreasing tendency (confidence level high > 95%). 8

Concentrations of N tot. Annual average concentrations of N tot., mg/l, on border, from For N tot. concentrations in Piedruja there is observed decreasing tendency (high 99.7% confidence level). 9

Loads of P tot. Loads of P tot. on border (pink) and in Riga HES (purple), thosand tons, from For P tot. loads on border there was observed increasing tendency (high 99.9% confidence level), and in Riga reservoir there was observed possible increasing tendency (confidence level 93%). 10

Concentrations of P tot. Annual average concentrations of P tot., mg/l, on border, from For P tot. concentrations in Piedruja there is observed increasing tendency (high 99.9% confidence level). 11
