6 AIM AND OBJECTIVES WHY? One of the most vulnerable sectors to climate changes in Southern Europe countries are water resources (IPCC, 2007); EPAL s mission is to manage the urban water cycle in a sustainable way. AIM ADAPTACLIMA-EPAL Adapting urban water cycle to climate change scenarios aimed at providing the company with a strategy to adapt to climate changes in the medium and long term, allowing planning and implementation of actions to reduce vulnerability of company activities to climate change. Anticipate impacts on design and operation of the water supply system; Ensure overall resilience to climate change; Secure confidence and trust from customers, shareholder and regulator.
7 THE OUTSET: PROJECT TEAM GAC - EPAL RESEARCHERS In order to allow knowledge generation and to raise awareness about climate change issues within the company, the Board of EPAL appointed an internal work group, GAC. GAC assured the coordination of several climate change studies, namely Adaptaclima and PREPARED Enabling Change. The knowledge generated enabled EPAL to perform a consultancy for EIB regarding TOR preparation for Seychelles Water. Scientific coordination of the project was led by CCIAM (Climate Change Impacts, Adaptation and Mitigation Research Group) from Faculty of Sciences, University of Lisbon. Due to its multidisciplinary character, the project also involved teams from other universities.
8 THE OUTSET: TERMS OF REFERENCE Clause nº 4 Deadline ( ) 30 months Clause nº 5 Main obligations of EPAL a) to provide all the relevant data to FCUL; b) to edit a book with the conclusions of the project; c) to create a link between EPAL s website and the website of the project. Clause nº 6 Main obligations of FCUL a) to comply with all the deadlines set for each task, according to Appendix I; Clause nº 15 Transfer of ownership 1. ( ) 2. In the end of the project, the ownership of all those data and documents shall be transferred to EPAL.

Existing or planned measures implemented by the stakeholders were identified. It was agreed that EPAL would send a questionnaire to each of these stakeholders (strong feedback from the Holding and from the Regulator). Meeting with EDP gave rise to a second one, where an agreement was made regarding the elaboration of a protocol safeguarding the joint management of the reservoir in case of droughts.

15 KEY CHALLENGES AND MAIN INSIGHTS! Making researchers and EPAL experts work together.! Designing the adaptation plan rigid or flexible? CC indicators.! Accepting uncertainty may be too high for some impacts to be modelled.! Engaging stakeholders beyond Adaptaclima. Adaptaclima is a valuable input to long-term planning at EPAL (strategic risk management), allowing a better scheduling and allocation of resources. Climate change knowledge is now internalized at EPAL (including data for modelling). The territorial scale of Adaptaclima enables the creation of synergies with other stakeholders (knowledge and implementation of measures). Adaptaclima is a successful example of collaboration between industry and research.

18 GUIDING QUESTIONS 1) What kind of national/regional climate change model is available in your country? Do you need to wait for a state-of-the-art model before initiating actions? How could you develop adaptation and resilience projects with an outdated forecasting model? 2) How is the adaptation challenge integrated in proper engineering in your country? Are adaptation works considered separately or integrated in general upgrading works? To what extend are national design standards amended to cover climate change? If not, any Plan B for developing adaptation projects resilient to climate change? 3) How dependent is the success of an adaptation project from stakeholder consultations? How can you identify relevant stakeholders and what are the means to reach out to them? Any fall-back options for adaptation projects in case their feed-back is limited? 4) With regard to a critical challenge/difficulty observed by EPAL - how can there be a Plan B for dealing and overcoming this key challenge? How can the next promoter learn from the insights and experiences gained by EPAL?
