Energy Efficiency Initiatives PM FSS/FT Devens Base Camp Integration Laboratory (BCIL) LTC H. Brad Hodge Assistant Product Manager Force Provider Product Manager Force Sustainment Systems Natick, MA SUSTAINING WARFIGHTERS AWAY FROM HOME
Force Provider 600 person camps Base Life Support System providing deployed forces: Billeting with Environmental Control Showers Latrines Batch Laundry Kitchen and Dining Facilities Power Generation and Distribution Water Storage & Distribution Wastewater Collection & Storage Fuel Storage Administration Facilities Area Lighting Morale Welfare and Recreation Shower Water Reuse Configured in four 150 person C-17 transportable camp modules
Force Provider Incremental Targets of Opportunity (Resources Water) TODAY Fully Burdened Cost of Fuel & Water ~ $5 to $20 / gal (Theatre dependent) Every gallon of generator fuel consumed or gallon of water delivered requires on average seven (7) gallons of fuel to supply it (Source: COL Vavrin CERL Briefing 16 June 2010) Sustainment costs include non-drinking water supply, fuel supply, gray water disposal, black water disposal, solid waste disposal and disease and non-battle injuries due to waste issues Force Provider Shower water reuse allows for reuse of 75% of shower water TOMORROW Continue to reduce water resupply Reduce gray and black water disposal by recycling up to 95% of waste water Generate water on site (e.g., wells, water from air) Develop and field technologies to eliminate/reduce resupply of non-drinking water o o Reuse/recycle gray water from showers, laundries and kitchens and black water from latrines Capture water from combustion sources and air to offset recycle inefficiencies Reduce water resupply Reduce Deaths & Injuries Major O&M Cost Reductions Force Multiplier Effect 3
Force Provider Incremental Targets of Opportunity (Resources Water) TODAY Shower Water Reuse System 12,000 Gallons Per Day capacity - 75% recovery Saves 9,000 gallons/day per system Leveraged off of existing technology integrated into the Force Provider system Produces reuse level of shower water quality in accordance with Surgeon General standards Housed within an ISO 8 x 8 x 6.5 Tricon TOMORROW Continue to reduce water resupply Solar Powered Wastewater Recycling integration of Technologies for treatment of sewage and wastewater
Force Provider Incremental Targets of Opportunity (Energy - Power) TODAY Fully Burdened Cost of Fuel & Water ~ $5 to $20 / gal (Theatre dependent) Every gallon of generator fuel consumed or gallon of water delivered requires seven (7) gallons of fuel to get it there (Source: COL Vavrin CERL Briefing 16 June 2010) Harsh, austere, and hostile environment combined with high OPTEMPO present challenges for reducing energy and power consumption CB personnel size can grow rapidly and base engineers are more concerned about meeting the power demand rather than the energy efficiency TOMORROW - Continue to reduce fuel consumed both supply and demand Operational Energy policy changes Improved heating, cooling & functional systems efficiency Improved soft wall shelter liners Rigid Wall shelters with increased R value Power Management -- intelligent micro-grid (efficient supply) Renewable energy sources supply Reduce Supply Convoys Major O&M Cost Reductions Reduce Deaths & Injuries Force Multiplier Effect
Force Provider Incremental Targets of Opportunity (Energy - Power) TODAY Microgrid Currently assessing at BCIL - Efficient use of available power - Replaces spot power generation - Links 6-60 KW Tactical Quiet Generator (TQG) - Manages supply of power based on demand - Automatically shuts down and restarts generators - Reduces generator run time and wet stacking - Less wear and tear increase generator life - Reduces necessary maintenance Soft Wall Shelter Energy Efficiency Kit - Tent Liner increases insulation R value - Solar shade reduces thermal (solar loading) - Right sized efficient Environmental Control Units (ECUs) and self powered heaters
Force Provider Incremental Targets of Opportunity (Energy - Power) TOMORROW - Continue to reduce fuel consumed both supply and demand Light-Emitting Diode (LED) lighting Reduces energy demand with a longer lifecycle Rigid Structures as Tent Replacements Higher insulation R Values range from 10 to 33 Smart and Green Energy (SAGE) Micro Grid/Renewable Energy Sources commercial hybrid micro grid system integrating generator, renewable power (wind, solar) with energy storage system (batteries) SAGE Photovoltaic - photovoltaic system feeding to a commercial hybrid micro grid system SAGE Solar Hot Water - Evaluate and determine energy savings (fuel) through use of a solar hot water production to supplement conventional water heat
Force Provider Incremental Targets of Opportunity (Environment - Waste) TODAY Open waste sites and burn pits result in soldier health hazards Evaporation lagoons and local waste dumping result in environmental liabilities Logistics support requirements reduce tooth-to-tail and increase soldier exposure in convoys TOMORROW - Reduce solid waste disposal Thermally decompose solid waste to reduce volume Develop and field technologies to minimize solid waste in deployed areas o Convert solid (waste) products (e.g., food, plastics, wood, cardboard, etc.) into usable energy o Redesign packaging to eliminate non-usable solid waste (e.g., metals and glass) Reduce solid waste disposal Major O&M Cost Reductions Reduce Deaths & Injuries Force Multiplier Effect
Force Provider Incremental Targets of Opportunity (Environment - Waste) TODAY Incinerators sized for Platoon & Company Camps - Reduce the volume of non-hazardous solid waste generated and the health risks associated with open burning of solid waste. Working MA EPA approval to begin assessment of commercial off the shelf products at Devens BCIL TOMORROW - Reduce solid waste disposal Deployable waste to energy systems Gasification system which takes mixed solid wastes, and covert into a syngas that can fuel a standard generator Low oxygen thermal destruction which takes the heat and converts to power or the ability to heat water
