2 1. INTRODUCTION Pursuant to the Law n o 39/2011 of 13/09/2001 establishing the Rwanda Utilities Regulatory Agency (RURA) with mandate to regulate Lake Kivu Gas among other regulated sectors, and based on its responsibilities as stated in the Law: i. Ensuring that certain utilities provide goods and services throughout the country to meet in transparency all reasonable demands and needs of all natural persons and organizations; ii. Ensuring that all utility suppliers have adequate means to finance their activities; iii. Promoting the interest of users and potential users of the goods and services provided by utilities so that there is effective competition. iv. Facilitating and encouraging private sector participation in investments in public utilities; v. Ensuring compliance by public utilities with the laws governing their activities. Based on the above, the Management of RURA has developed the following document referred to as Reporting system for Lake Kivu Gas Resources Operations as a form to be filled and sent to RURA management on a quarterly basis by different gas operators whose activities are related to Lake Kivu methane gas extraction, processing & transport. 2

Data to be reported at the design stage Relevant data that will be reported at the design stage for all extraction facilities include but are not limited to: 1.1 Depth of extraction of methane gas 1.2 Depth of re-injection of degassed waters 1.3 Extraction pipeline diameter 1.4 Re-injection pipe diameter 1.5 Design flow rate for all water extracted from the lake 1.6 Design flow rate for water re-injected into the lake 1.7 The concentration of a) methane (CH4) b) carbon dioxide and (CO2) c) hydrogen sulphide (H2S) d) Nitrogen (N) 3

4 1.8 Amount of a) Average power to be supplied to the national grid b) Average power consumption in gas extraction 1.9 Hourly averages of a) flow rate for water extracted from lake b) flow rate for water re-injected into the lake c) rate of extracted gas d) electrical power generated (MW) and e) cumulative production of gas (Nm 3 ) 1.10 Monthly average values of flow rates for all gas streams produced during extraction process 4

5 1.11 Monthly average values of concentrations of a) methane b) carbon dioxide c) hydrogen sulphide and d) nitrogen in the said water and gas streams, as well as calculated and/or measured densities of the re-injection water. 2. Data to be reported at the operational stage 2.1 Gas Extraction a) Monthly quantity of methane gas extracted b) Concentration of methane gas, at the extraction zone 5

6 c) Concentration of i) methane gas ii) carbon dioxide and iii) hydrogen sulphide at the surface d) Location of the gas extraction platforms and associated equipment compared to the concession boundaries e) The depth where the washing water is being extracted f) How often the monitoring of the impact of extraction activities on the lake stability was carried out for the last three months? g) In which direction water extraction and re-injection is done?.. h) Safety precautions being considered & catered for during gas extraction activities 6

7 2.2 Environmental Protection a) The level of Methane &/or Hydrogen sulphide emissions to the atmosphere if ever occurred b) working pressure and temperature limits c) Precautions taken to prevent continuous flaring or venting if ever occurred? d) Precautions taken at the plant to avoid explosion risks 7

8 2.3 Gas processing activities a) The concentration limits of the produced methane to comply with the requirement for carbon dioxide removal b) The depth (or location) of the gas export pipelines (from offshore to onshore) c) Pressure at which gas is distributed from offshore to onshore d) Types of engines used for power generation e) What are the challenges encountered during; i) Gas extraction ii) Methane gas washing activities iii) Power generation etc. k) Any accident that had occurred and how it was handled N.B: Any additional information can also be attached to the reporting format. 8
