6 1-1. About Kampot Pilot City Kampot-Municipality is a southwestern province next to the sea coast and as far as 148 km from Phnom Penh Capital. Total population stands at 34,325 The total households comprise of 6,785 with the average household size of 5 persons. The population density averages 640 persons/km 2 with 24.5% women headed. The land administration inkampot Municipality divided into 5 Sang Khat and 15 villages. It borders the north with Teuk Chhu District, East with Vietnam and the South with the Gulf of Thailand.
7 1-2. About Kampot Pilot City The total area of Kampot Municipality is 54 km 2 formed by mountainous, low-lying, coastal areas and sea. Key potential areas including:. Low lying plain devoted to the rice cultivation in the eastern part..the low lying coastal areas have been used for salt production, mangrove woods, and other plantations..it has 93km of coastline including 17 km of Kep coastline with rich marine species, resources and seaside..estimated land used for agriculture production is 575 hectares..land used for salt evaporators totals 1,000 hectares with production capacity ranges from to tons/year..mountainous area about 212 hectares.
8 2-Project Design Improving Urban Environment: Waste Management.
9 2-1. Project Design The project started with an assessment conducted by DELGOSEA and NLC/S in July- August 2010 to learn about the city s priorities and the city s management commitment. An MOU between the City and NLC/S was then signed to start the collaboration.
10 2-2. Project Design A 2-day workshop to formulate a best practice transfer concept paper/urban project proposal was conducted. Participants were given opportunity to review their core environmental problems and identify root causes and impacts of those problems on their livelihoods. The second part of the workshop was devoted to formulate an action plan matrix in logical order.
11 2-3. Project Design The action plan matrix was later on developed into a logical framework for the BP transfer concept paper/urban environment project. The Matrix has also been modified to become a useful implementation guide and M&E tools for both, the city and all concerned stakeholders and DELGOSEA coaches.
12 2-4. Project Design Improving Urban Environment: Waste Management. Result 1: 60% of the population practice appropriate waste collection and segregation. Result 2: Solid waste collection service coverage increase from 2,000 to 3,200 households. Result 3: 80% of the population access to safe drinking water. Result 4: 80% of the population access to hygienic toilet Result 5: Capacitated concerned officials and institution on urban environment. Result 6: Trees are planted and maintained in public open space, institutional areas, and on roadsides. This 3-year action plan has been formulated with full participation of all key offices and private sector - trash collection company with technical support from an EU-funded project called DELGOSEA. DELGOSEA stands for partnership for democratic local governance in Southeast-Asia.

14 3-1. Main Project Result 1. Solid waste collection and segregation implemented in 18 target schools and 5 Sangkat. 2. Solid Waste Collection Coverage increased from 2,000 to 4,071 households which is equal to 59% of total HH in the pilot city % of the total population access to safe drinking water.

Main Project Result 1. 67% of the total households have hygienic toilets 2. 3 city officials visited and learn the Eco Savers Program in Marikina, the Philippines;13 official studied the Low Carbon Project in Maung Klang, Thailand; 22 City officials trained on Conflict Resolution Skills trees planted on roadsides, in front of government institutions and public areas; 4,670 rattans and 347 teak seedlings planted in local communities.
