This engineering report sets out the basis for the planning submission in terms of surface and foul drainage and water supply. The centre will be located to the south of the existing hospital entrance with frontage onto the main hospital road. The works will also include the realignment and replacement of existing roads in the vicinity of the development. Please refer to the architectural report for a full description of the scheme. 3.1 Site Location The proposed development is located in the existing Tallaght Hospital Campus in Dublin Site Topography A topographical survey was carried out in December 2014 by Apex Survey on behalf of the National Paediatric Hospital Development Board (NPHDB). This survey was provided to the design team in AutoCAD format. The existing structure has a finished floor level of 102.5m OD. Generally, the topography is relatively flat over the area of the proposed building and surrounding land, varying from approximately 102.1m OD to 102.6mOD. To the south-east of the proposed satellite centre, there is a large bank of earth approximately 3.0m in height running to the west of the existing main hospital access road. The proposed general site level will match the existing hospital throughout the new building. The proposed Finished Floor Level of the building is 102.5m OD. 3.3 Site Access The proposed site is access from the main hospital road and the centre has frontage along this road. Relocated car parking is to be provided to the south of the proposed building as indicated on the drawings. The main hospital access road has a posted speed limit sign of 15 km/h. However, observations on site indicate that many vehicles on the site operate at speeds in excess of this. Therefore, sightlines for junctions and pedestrian crossings have been developed using a speed of 30km/h for additional safety. Tactile paving will be provided at all road crossings and signage has been developed in accordance with the Traffic Signs Manual (Latest Edition). 3.4 Site Geology and Hydrology Extracts from the Ground Investigation Report are provided in Appendix A. The boreholes indicated that the site consists of approximately 400mm of topsoil July 2015 Page 5
8 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin 24 overlaying stiff to very stiff clay at a depth of approximately 1.2m. Made ground was encountered in the hand trial pits but as these were against the existing building, it is assumed that this was a result backfilling following the original construction. Roughan & O'Donovan's geotechnical team has carried out an assessment of the available site investigation and has calculated the loadbearing capacity of viable founding strata at the site. On the Tallaght site, the allowable (service) bearing pressure on the stiff clay is 300kN/m 2 at a depth of 2.0m below existing ground level. Ground water was not reported to be encountered during the boring of the cable percussive boreholes. However it is possible groundwater was sealed off by the steel casing used during completion. Water was located in the trial pits at a depth of approximately 1m. BH301 contains a standpipe and shows a water level on 25 February 2015 at approximately m OD. Based on this water level, it is not anticipated that water ingress will be a major concern at construction stage. However, it is likely that some local dewatering of trenches for service diversions may be required during construction July 2015 Page 6
9 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin WATER SUPPLY 4.1 Existing Water Supply An existing 150mm upvc watermain runs along the main hospital local road running diagonally across the site. It is not proposed to divert this watermain as it will not be impacted on by the proposed building. However, new connections and spurs to provide additional hydrants to ensure adequate coverage of the satellite centre will be provided. Refer to drawings: TH-ROD-C-DR-XX-Z Proposed Watermain Layout TH-ROD-C-DR-XX-Z Watermain Details 4.2 Proposed Water Supply Water is expected to be supplied from the existing watermain system running in a north - south direction through the site. During intitial consultations with the hosptial Estates Office and the Local Authroity, it was indicated that sufficient capacity for the proposed extension is available but this will only be confirmed by Irish Water upon submission of a pre-connection inquiry once the detailed design has been further developed by the design team. This enquiry will be submitted upon development of detailed architectural and services plans and acceptance with user groups. A number of secondary spurs will be required to provide adequate hydrant coverage for the existing building where access will be altered due to the new extension footprint. In addition, Roughan & O'Donovan has considered the use of rainwater harvesting and recovery to minimise the water usage in the new extension. However, it is unlikely to be practical in an acute health setting therefore is not proposed for use on the scheme July 2015 Page 7
10 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin FOUL DRAINAGE It is proposed to provide new separate surface and foul drainage systems to serve the proposed development. To be read in conjunction with drawings: TH-ROD-C-DR-XX-Z Proposed Drainage Layout TH-ROD-C-DR-XX-Z Existing Drainage Layout TH-ROD-C-DR-XX-Z Drainage Details Sheet 1 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 2 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 3 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 4 of Existing Foul Drainage A number of 100mm and 150mm diameter foul drains run in an east-west direction from the existing building before turning and meeting in an internal courtyard. The existing foul drainage to the south of the existing building will be utilised if possible. However, it should be noted that the existing system is shallow and hence it appears that tie-ins due to existing levels will require careful consideration. In addition, the existing foul drainage system on the north side of the existing building is reported as having flooded manholes. This indicates a potential problem locally on the existing campus which should be investigated and remediated as a maintenance concern. South Dublin County Council has confirmed that there are no issues with the foul drainage immediately surrounding the campus. However, as indicated by the blocked drains noted above, there may be local issues internally with the campus system. Further investigation is currently being undertaken and the results of this will be incorporated into the detailed design. 5.2 Proposed Foul Drainage The development will be served by a new foul drainage system. New foul drains are proposed to be run along the curtilage of the proposed building before connecting to the existing hospital system. In addition, there are a number of manholes located inside existing courtyards that are currently in poor condition that will need to be reconstructed and fitted with double-sealed manhole covers to prevent the escape of gases and smells into the new refurbished urgent care zones Hydraulic Loading The new satellite centre will cater for 200 patients/visitors and will have approximately 90 staff as per the following table. The EPA Wastewater Treatment Manual has been used to calculated the proposed flows from the development to the public sewer system. Based on this manual and the predicted staff and patient numbers, the estimated foul sewerage is: July 2015 Page 8

Max Organic Load: = 20.4 kg (BOD 5 )/day. P.E. Value: This gives a Population Equivalent (P.E.) of: 20.4 kg/ 0.06 kg = 340 P.E. Overall, it is not considered a significant increase over the entire hospital campus. The foul drainage system has been designed to ensure adequate capacity is achieved with a minimum self-cleansing velocity in the pipes of 1 m/s when flowing half full. All drainage will be constructed in accordance with South Dublin County Council requirements July 2015 Page 9
12 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin SURFACE WATER DRAINAGE It is proposed to provide new separate surface and foul drainage systems to serve the proposed development. To be read in conjunction with drawings: TH-ROD-C-DR-XX-Z Proposed Drainage Layout TH-ROD-C-DR-XX-Z Existing Drainage Layout TH-ROD-C-DR-XX-Z Drainage Details Sheet 1 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 2 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 3 of 4 TH-ROD-C-DR-XX-Z Drainage Details Sheet 4 of 4 This section outlines the existing surface water drainage services on-site and gives our proposals for the additional surface water drainage requirements as part of the development. 6.1 Existing Surface Water Drainage There are a number of local surface water drains and probable sewers on the site that will need to be diverted as part of the works. Primarily, there is a 900mm surface water drain running west-east on the southern end of the site which will need diverting to allow the construction of the proposed satellite centre. It appears this is a private drain as it is not shown on council records. This diversion will involve considerable excavation in the existing access road due to the existing deep invert levels in order to tie back into the original outfall. 6.2 Proposed Surface Water Drainage South Dublin County Council has confirmed that there are no current capacity issues in the immediate vicinity of the hospital although there have been some issues raised at the Whitestown Way junction. The Dublin Regional Code of Practice for Drainage Works requires 3m clearance from a sewer to any foundation or building. While the surface water system is in fact a private drain, it is best practice to adhere to this requirement wherever possible for new drainage and diversions. In order to provide for the developing building layout it will be necessary to divert a number of drainage runs to the south and south east of the proposed building including the 900mm surface water sewer. These diversions will impact on the existing circulatory access road as can be seen on Drawing TH- ROD-C-DR-XX-Z Surface water attenuation is envisaged for this development as it is unlikely that there will be adequate space on site for a soakaway given the building density on site and proximity to boundaries and structures. In addition, the site investigation indicates that the site is unsuitable for large scale infiltration. It has been calculated that approximately 200m 3 of surface water storage will be required as indicated on Drawing TH-ROD-C-DR-XX-Z July 2015 Page 10
13 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin 24 The possibility of using green roof construction on the satellite centre was explored amongst the design team but discounted due to the required servicing requirements for the new satellite centre. In addition, ROD would not recommend the use of rainwater harvesting in a acute hospital setting as discussed above. The total area that will contribute to the surface water drainage system is 2,500m 2. The surface water drainage system has been designed to ensure adequate capacity is achieved with a minimum self-cleansing velocity in the pipes of 1.0 m/s when flowing half full. The drainage network has been designed to cater for potential future expansion of the development. All drainage will be constructed in accordance with South Dublin County Council requirements SUDS Approach This should be read in conjunction with the following: a. TH-ROD-C-DR-XX-Z Drainage Details Sheet 4 of 4 It is proposed to provide the following SuDS measures: Surface water attenuation Permeable Paving Surface Water Attenuation It is proposed to provide surface water attenuation, which will provide enough storage for the 1 in 100 year rainfall event (allowing for a 20% increase in rainfall rate due to climate change) without flooding the site. The storage provided is based upon an allowable discharge rate of 2.0l/sec/ha (green field runoff rates) in accordance with the Greater Dublin Strategic Drainage Study. Calculations are presented here to illustrate the storage required for the 1 in 100 year rainfall event. Refer to Appendix C for Surface Water Storage Calculations Using the formula presented in the Institute of Hydrology Report No 124 for sites less than 24 hectares: Q BAR = x (AREA) 0.89 x (SAAR) 1.17 x (SOIL) 2.17 Where o Q BAR = Allowable green-field run off in m 3 /s o AREA = Contributing Area (km 2 ) o SAAR = Standard Average Annual Rainfall (mm) July 2015 Page 11
14 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin 24 o SOIL = Soil Factor In our case o o AREA = km 2 (based on new hard standing only, existing roads to be resurfaced have not been included) SAAR = 754mm o SOIL = 0.30 Giving a QBAR = m 3 /s = 0.89 l/s The above QBAR is for an unrestricted flow from the proposed satellite centre site. However, South Dublin County Council imposes a maximum run-off rate of 2.0 litres/sec regardless of the size of the development and therefore, this has been used for all calculations. The following table presents the allowable run-off for the 1 in 100 year storm event and the calculated surface water storage volume. Table 8.1 Required Surface Water Storage Storm Event (Years) Allowable Run-Off (litres/sec/ha) Required Surface Water Storage (m 3 ) (Allowing for a 20% increase in Rainfall Rate due to Climate Change) As shown, the maximum storage required for the 1 in 100 year storm event is 193.5m 3. It is proposed to limit the rate of discharge to a maximum of 2.0 l/sec/ha for the 1 in 100 year event using flow control devices such as the Hydro-International Hydrobrakes or similar Rainwater Recovery The possibility of rainwater recovery was investigated as part of the planning design procedure. However, due to the acute nature of the proposed Satellite centre and the issues with ensuring that the 'grey' water was properly sterilised to avoid potential infections, it was reviewed with the client and the decision was taken to omit this measure July 2015 Page 12
15 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin FLOOD RISK ASSESSMENT (Refer to Appendix D for details of flood map records in the vicinity of the site). As part of the planning application for the proposed development, ROD carried out a detailed flood risk assessment. This process involved consulting all available information on flooding events within the vicinity. The methods implemented included OPW flood mapping, Myplan.ie online mapping, and PFRAM mapping This process allowed ROD to discover historical evidence of flooding on-site or in the vicinity, the types of flooding on site and the extent and levels of the flooding close to or in the vicinity of the site. The OPW flood mapping was consulted to obtain evidence of previous flood events that have been recorded for the surrounding areas. It was discovered that no flooding occurred in the vicinity of the site. The closest recorded flooding event occurred approximately 2.5km away on the N81 Tallaght By-pass in October Please refer to Appendix C. Due to the existing topography, it is noted that the N81 is at a lower level than the hospital grounds and hence this indicates that further events in this locality would not adversely impact on the development. Myplan.ie is an initiative of the Department of the Environment, Community and Local Government on behalf of each of the 88 planning authorities across the country. The local authorities ensure the information is up to date. Myplan.ie incorporates numerous aspects of spatial information including flooding information. Assessing the available information it was discovered that there exists two types of flooding that may affect the site. A small portion has pluvial flooding located on the site. There exists a small depression in the south-western end of the site that after heavy rainfall may become flooded. This low point will also be removed as part of the works. The national preliminary flood risk assessment (PFRA) mapping objective is to identify areas where the risks associated with flooding might be significant. To help with the presentation of information from the PFRA Ireland is split up into 420 map tiles. According to the information provided for the site area pluvial flooding is a potential issue for the site and correlates with the myplan.ie mapping. It shows a small portion of the site affected by Pluvial (rainfall) flooding. It was noted that the PFRA mapping (refer to Appendix C) does not take into account the local topography which has a major impact on flood water effects. However, it is proposed as part of the development to build the new centre at the location of the depression and hence the potential for pluvial flooding will be eliminated. It is also noted that the existing road is called up as a potential flood risk. Based on the proposed floor level of 102.5m OD, the building will be approximately 500mm above the road level, which falls away towards the main hospital entrance. Therefore, there is no significant risk to the new structure. The guidelines state that as a hospital, the satellite centre would be classed as a highly vulnerable facility and would therefore be suited to Flood Zone C. As the proposed site is not in a area where flooding from rivers is predicted, the area can be said to be Zone C July 2015 Page 13
16 Roughan & O'Donovan Consulting Engineers Tallaght satellite centre, Dublin SUMMARY The proposed National Children's Hospital Satellite Centre in the Tallaght Hospital Campus, Dublin 24 has been designed to be fully compliant with all current standards and codes of practice. Water will be supplied to the development from an existing watermain on site. Additional hydrants will be provided to ensure compliance with Part B of the Building Regulations. Separate foul and surface water drainage systems will be constructed to serve the site. Permeable paving is proposed for the new car park area as indicated on the drawings. All surface water from the site will be attenuated prior to discharge so that the current green field runoff is not exceeded. There is no history of flooding on the site as illustrated in the OPW National Flood Hazard Mapping July 2015 Page 14
