SPONSORS Open for offers TOPIC ACTUALITY The volumes of wastes in Russia grow. In year 2005 three billion tons of wastes including the communal wastes were produced. In the last yeas this figure has increased up to billion tons of wastes annually. Almost 1 million tons out this amount are hazardous wastes like boron, molybdenum and arsenic, 239 thousand tons are extremely hazardous wastes like lead oxide, quicksilver and radioactive isotopes. Almost 80% of these hazardous wastes are produced by the extraction industries like metallurgy, oil and coal production; however the chemical industry and metallurgy damage the environment and human health the most. There are approximately 90 billion tons of wastes accumulated to the present day in Russia. Almost 10 millions of people in Russia live in the cities where the levels of hazardous emissions drastically exceed the permitted levels. The sewage waters from households and industry pollute the surface waters and nowadays approximately 22-30% of the surface and ground waters do not match the environmental norms. They are in an extreme critical situation. The modern world tendencies show that in middle and short term the usage of wastes for the production of the valuable secondary resources and solid recovered fuel will increase with the goal to save the primary resources and to decrease the CO2 emissions. This process will go along with the integration of the innovative technologies in the area of sorting of wastes as well as for the material and thermal utilization of the communal wastes. On the session of the State Council on the 9th June 2011 the President of the Russian Federation set for the federal and regional governments the task to develop the modern concept for sustainable, environmental friendly and effective system for utilization of communal and industrial wastes, which should determine the product responsibility of producers (importers) for the utilization of their products and guarantee the environmental safety of the large industrial objects as well as to protect the surface and ground waters against the pollution. Therefore one can state that the problem with the wastes disposal in the Russian Federation has a nationwide scope and thus the authorities have to cooperate with each other and companies representatives in order to develop measures and ways to solve the waste problems. 3 COMMON INFORMATION INFORMATION NOTICE According to the information of the consumer advice centre today in the Russian Federation operate 5 waste incineration plants and 5 wastes processing plants, 39 facilities for waste sorting and waste dumps for domestic wastes. However despite the application of the innovative European technologies on the wastes processing plants in Russia they are not able to operate effectively because of the huge volumes of the not presorted wastes. Currently no technology exist which enables to extract more than 12% of valuable secondary sources for recycling from the mixed not presorted wastes. According to the expert estimations the Russian economy bears the losses of 3 billions of US dollar annually because of the poorly organized system of the waste management. Thereby the opportunities of the thermal using of the 90 billion of the accumulated wastes for the energy generation, as well as serious environmental problems and health risks, misuse of territories are not taken into account. The essential measures for the improvement of the legal norms and regulations in the waste disposal system of Russia lie in the redistribution of authorities between the federal and regional administrations, as well as legal definition of the duties and responsibilities of households, trade and production enterprises for the utilization of wastes which arise through their diverse activities. Moreover it is planned to introduce new regulation concerning the recycling of packages and refund bottles, as well as the economic mechanisms stimulating the usage of secondary sources extracted from the wastes in order to reduce the waste volumes on the waste dumps. Thereby it is important to state that the Waste Dump Regulation which was introduced in Germany in 2005 and forbade the dumping of the unprocessed industrial and domestic wastes on the waste dumps, was an important factor that lead to the establishment of the effective, sustainable and environmental friendly system of waste management in Germany and helped to reduce the emissions of hazardous gases in the atmosphere up to 24%. If we take into account the fact, that a lot of industrial wastes in their chemical and physical properties are very similar to the natural raw materials and in many cases even have advantages (for example because of thermal pre-treatment, high dispercity) in comparison with the natural resources, we can state that the usage of the industrial wastes in the construction can lead to the reduction of the consumption of raw materials. In some cases the waste produced by the mining industries can fully cover the demand of the construction sector in raw materials! Slag and wastes produced by the coal industry are used in the construction sector much often. The other valuable secondary sources are waste produced by the metallurgy and other extraction industries. There are a lot of examples for usage of different wastes from the mining industries as binding and filler materials for glass and ceramics production. The chemical industry produce a lot of wastes which as well can be used in the construction sector for example slag containing phosphor and phosphor gypsum. The needs of the construction industry in gypsum can be completely covered by the wastes containing phosphor from the chemical industry namely phosphor production. Moreover a lot of timber wastes and other renewable materials are used intensively in the construction branch. Hereby saw dust, chips, tree barks, knots, etc are used. The construction industry produces itself a lot of wastes which can be further recycled. A lot of technologies were developed to produce secondary raw materials for the construction industry from the industrial wastes. The main sources of the water pollution are the contaminated domestic and industrial sewage waters, mainly industrial sewage waters polluted by the chemical industry, metallurgy, oil and coal mining industries, agriculture, transport companies etc. The contaminated sewage waters pollute the natural surface and ground waters and sometimes even change the natural features of water (chemical composition, color density, odour, etc.), make it completely ineligible for living and consumption. For example the water in the river North Dvina contains high concentrations of zinc due to the industrial wastes produced in the city Kotlas. In the river Cherepovets by the town Cherepovets the permitted norms for nitrogen are exceeded enormously. In the river Kama near Solikamsk the allowed concentrations for manganese and iron are 15 and 7 times exceeded respectively. Oil and oil-products pollute the surface waters and World Ocean enormously nowadays. Only 12 gram of oil is sufficient to contaminate one ton of water. The Siberian Rivers are the most polluted with oil. The river Ob brings annually almost 200 ton of oil in Arctic. The oil contaminations pollute not only the surface but also the ground waters and thus are the serious danger for the environment. However the state regulation of the system of sewage waters which was developed and introduced in different European countries in the last decades has supported the integration of modern innovative technologies of decontamination of sewage waters based on the chemical and biochemical processes. In Germany in the last years an essential ecological change in the area of wastes disposal has happened because the vision of the importance of wastes has drastically changed. So the wastes today are no longer annoying rests which are normally stored on the agricultural areas or somewhere else but valuable resources which can be processed, recycled and used as secondary energy sources or as valuable raw materials. Germany takes nowadays the leading place in the development of the environmental friendly technologies and the recycling quotes worldwide. 6 ORGANIZATIONAL INFORMATION CONDUCTION OF THE SCIENTIFIC- PRACTICAL CONFERENCE The scientific-practical conference contains two parts thematic part which foresee the introduction and subsequent discussion of the introduced issues and topics of the conference, and the practical part which takes place on the day after the conference and foresees the visiting of the enterprises of the respective branch and provides the opportunity to get to know the practical application of the technologies and equipment, as well as the participation at the discussions with the European and Russian authorities, experts and specialists from the respective branches. The conference session is thematically in two parts divided. During the first part the representatives of federal and regional governmental institutions and authorities, leading international experts speak about the development and experiences in the area of environmental protection of the respective country. During the second part the representatives of enterprises from the environmental branch have the opportunity to present their new technologies and machines and their projects and thus provide the issues for discussions. In line with the discussion and presentation session (workshop) round tables, seminars and presentations stands take place with the participation of the representatives of regional and federal ministries and authorities, communal and private enterprises, public environmental associations with the goal to set up new contacts, to exchange knowhow and experiences, to discuss common projects and cooperation forms. INFORMATION FOR EXHIBITORS In the hall neighboring to the session hall the exhibition will take part parallel to the conference sessions. The exhibiting participants are given the opportunity to present their companies, technologies and services in the area of environmental protection to other conference participants by means of individual conversations in line with the exhibition section. INFORMATION FOR SPEAKERS The main goal of the report is to promote the effective exchange of experience and knowhow and to develop the international cooperation between the companies of the environmental area, to present new innovative environmental friendly technologies, equipment and machinery as well as products and services. The report will be published in the conference catalogue together with other reports and presentation no matter if a company representative has presented the report during one of the sessions. These materials can be translated into Russian by the specialists of the organizational committee if needed. Reports, ppt-presentations and other informational materials which the participants would like to present during the conference have to be sent to the organizational committee in both German/ English and Russian languages not later than 14 days before the conference so that the reports and companies information in the conference catalogue are published. The registered participants will be informed about the current program, the speakers, and topics at the conference in detail one week before the conference. TRANSLATION AND TECHNIQUE FOR REPORTS AND PRESENTATIONS During the first two sessions of the conference the synchronic translation in Russian and German languages (in case of participation of English-speaking participants also English language) as well as equipment for making presentations and reports will be provided. The third session of the conference (workshops, discussions) as well as the visiting of companies will be supported by the consecutive translators.
