4 Developer Background Regional Power Inc. developer and operator of hydroelectric power plants since developed 3 small hydro plants (2 in BC and 1 in Ontario) and has rehabilitated 3 existing power plants in N Ontario. Regional has 4 hydroelectric development sites under contract representing 93 MW in capacity Bear Creek, Long Lake and Ucona River in BC Anglier in Quebec Near term development prospects with an aggregate capacity of 135 MW. a subsidiary of Manulife Financial

8 Project Background Westmin studied Long Lake hydro scheme to service new 2000 tpd mine in late 1980 s Plans for 7.5 MW hydro power plant shelved when BC Hydro extended transmission line from Aiyansh to Stewart Premier Gold mine operated until mid 1990 s Mine is presently executing closure plant, Boliden seeking to dispose of property
9 Development Background In 1999, Premier Power entered into Agreement with Boliden to acquire facilities & infrastructure, rights-ofway, roads, etc. for Long Lake small hydro development Provides Boliden cost relief, additional security of supply for ongoing water treatment obligations Late 2002: Premier Power and Regional Power formed Long Lake Joint Venture to advance the development Successfully bid into BC Hydro s 2002 CBG power acquisition program and executed EPA in spring 2003
10 Development Concept Reinstate historic development at Long Lake with concept refined from earlier Westmin scheme Develop hydro power scheme to optimize utilization of hydrological resource 16 MW installed capacity 2.83 m 3 /s design flows utilize storage on Long Lake develop 775 m head Utilize existing transmission infrastructure to deliver energy for sale to BC Hydro
