8 What is Combined Cycle Technology? Combined Cycle Technology Cycle 1: The Gas Turbine In the gas turbine cycle, air is compressed then heated Heat Recovery Steam Generator through the combustion of natural gas. The expansion High-pressure Steam Gas Turbine Hot Exhaust Natural Gas Fuel Supply of gases turns the turbine, which drives a generator, producing electricity. Steam Turbine Gas Turbine Generators Transformer Electricity What is Combined Cycle Generation? A combined cycle plant uses both a gas turbine and a steam turbine to produce electricity. Electricity is generated first in the gas turbine cycle using natural gas fuel and then the steam turbine cycle. Cycle 2: The Steam Turbine Heat created in the first cycle (that would otherwise be wasted) is recovered to produce steam. This steam is provided to a steam turbine. Similar to the gas turbine cycle, the expansion of steam turns a steam turbine which drives a generator, producing electricity. Adding the steam cycle to the gas turbine cycle increases the amount of electricity generated from a given amount of natural gas. Subsequently, there is greater fuel efficiency and fewer emissions produced per unit of electricity generated than would be produced by the gas turbine on its own.
9 Proposed NGS View from West Preliminary Rendering (view from west): The proposed Napanee Generating Station (NGS) is a 900 mw natural gas-fuelled electricity generating station. This proposed facility will be located on the existing Ontario Power Generation (OPG) Lennox Generating Station site in the County of Lennox and Addington in the Town of Greater Napanee.
10 Cooling Tower A cooling tower is required to produce cold water to cool the steam coming from the steam turbine, condensing it so that it can be used over and over again in the closed loop system cycle. The cooling tower has a function similar to that of a radiator in a car. The evaporative cooling process converts a portion of the cooling water flow to water vapour which is emitted to the atmosphere. The water vapour plume will be studied as part of the Environmental Review process to understand potential effects on surrounding properties including any potential visual effects. TransCanada has selected a mechanical draft wet cooling tower over competing technologies because it: Increases facility output and improves efficiency Substantially reduces the footprint of the power plant Reduces the amount of natural gas consumed per unit of electricity produced and lowers overall unit specific emissions Is much lower in height giving the plant a lower overall profile
11 Safety is a Core Value TransCanada is very proud of its safety record. Our safety programs and operational philosophy have protected the public and the environment for more than 60 years. Our operations extend across North America and we have established offices in many communities. Each region is fully staffed with qualified employees trained in safety and emergency response who ensure the safe and efficient operation of our facilities in the area. From design to construction and operation, safety is an essential part of everything we do. TransCanada has safely operated natural gasfuelled power plants in Ontario for 20 years, with no public safety incidents. Ensuring the safety of the members of our community, contractors and employees is an integral part of the way we work. The proposed NGS will: Have numerous protection systems including equipment shutdown and fire suppression systems built into its design. Be operated by qualified, competent engineering and operations staff 24/7. TransCanada will work with local emergency responders and extensive emergency response procedures will be developed in line with industry standards.
12 Our Environmental Commitment The proposed NGS will: Be a safe and reliable facility Use low emission technology Meet or surpass all applicable environmental regulatory requirements Stakeholder review and input is an integral part of the Environmental Review process. Potential effects on people and the environment are being thoroughly studied. Prior to construction of the facility, approvals are required from regulatory agencies. Environmental monitoring and reporting will occur before and during construction and throughout operations. 13 Environmental Review Process The proposed NGS is subject to an Environmental Screening by Ontario Ministry of the Environment. TransCanada has chosen to undertake a more comprehensive level of assessment and is preparing an Environmental Review Report (ERR). TransCanada will make the Draft ERR available for stakeholder review and comment prior to its submission and will hold a second Open House to share findings. The ERR will contain details on potential environmental effects and will integrate stakeholder input. Detailed studies are being undertaken to examine the potential effects on: Air Quality and Noise Archaeological and Heritage Resources Human Health Socio-economics Terrestrial and Aquatic Environment Traffic Permits and Approvals TransCanada is acquiring all necessary federal, provincial and municipal approvals and permits. As the project development proceeds, TransCanada will work with Ontario Power Generation to secure proper amendments to their existing permits, as required.
14 Study Descriptions Air Quality and Noise Ambient air emissions and noise levels are being measured in the vicinity of the proposed NGS. Air emissions and noise levels are being assessed for different operating scenarios and are being compared to regulatory guidelines. Archaeological and Heritage Resources Potential effects on archaeological, built heritage and cultural landscape resources are being assessed. Aboriginal and Local Heritage Groups are being engaged. Human Health Potential human health effects associated with emissions are being examined using approaches supported by regulatory agencies.
15 Study Descriptions (continued) Socio-Economics Potential effects on: local communities, Aboriginal communities, recreation, land use zoning and policy, aesthetics (potential visual effects), and the local economy, are being evaluated. Discussions are being held with local community groups, Aboriginal communities, business owners and government agencies. Terrestrial and Aquatic Environment Potential effects are being assessed on: Vegetation and wildlife Species of concern/environmentally sensitive areas Fish and aquatic biota Surface water Ground water resources Water quality Geology and soil Traffic Potential effects on traffic during both construction and operation are being studied. The study is developing traffic scenarios for the site preparation and construction phases.
16 Aboriginal Relations Policy TransCanada constructs and operates our facilities near many Aboriginal communities across Canada. TransCanada believes by developing positive, long-term relationships with the Aboriginal communities whose lives may be impacted by our activities, we can conduct our business while respecting the community interests. TransCanada s Aboriginal Relations Policy must be flexible to address the legal, social and economic realities of Aboriginal communities across Canada. The following principles guide this policy: TransCanada respects the diversity of Aboriginal cultures, recognizes the importance of the land and cultivates relationships based on trust and respect; TransCanada works together with Aboriginal communities to identify impacts of company activities on the community s values and needs in order to find mutually acceptable solutions and benefits; TransCanada strives to create short and long-term employment opportunities for Aboriginal people impacted by our activities; TransCanada supports learning opportunities for Aboriginal people to provide a well-trained source of Aboriginal employees and to build capacity within Aboriginal communities; TransCanada respects the legal and Constitutional rights of Aboriginal peoples and recognizes that its relationships with Aboriginal peoples are separate and different from that of the Crown. All TransCanada employees have a responsibility to help build and maintain relationships with the Aboriginal communities we do business with.
17 Aboriginal Community Investment and Capacity Building We believe in making a positive difference in the lives of others through investing in communities. TransCanada s Community Investment programs focus on three key areas: wellness, safety and the environment. We work with communities to support their identified education to employment needs and support initiatives including scholarships, bursaries and fellowships. By supporting education, we can help increase the number of Aboriginal professionals and trades people in the workforce. This is beneficial to both the energy and resource industry and Aboriginal communities.

24 Expected Facility Operations Staff (starting in 2016) Function Role General Accountabilities Min Entry-Level Requirements Operator 1 st Class Operator 2 nd Class Operator 3 rd Class Maintenance Manager Electricians/ IC Technicians Millwrights/ Mechanics Administration Reporting to the Operation Manager/Chief Engineer at the Napanee Generating Station, responsible for providing operational support, technical skills to achieve maximum efficiency, reliability and safety of the power facility. Application of such duties will be in accordance with the Technical Standards & Safety Authority regulations, Operations Standards of Performance, company policies and procedures, as well as, regulatory requirements under Provincial and Federal jurisdictions. Normal reporting work hours are 12 hour shifts that will include weekends. Reporting to the Plant Manager at the Napanee Generating Station, this position is responsible for managing facility maintenance to continuously improve business performance in terms of costs, health, safety and environment, and customer service; Effectively manage all resources (people, financial, material and time) in order to ensure maximum efficiency in planning, forecasting and allocation; Perform electrical/i&c maintenance and inspection on gas turbines, steam turbines, boilers and other associated equipment in combined cycle power facility; Supervise and coordinate third party contractors; Perform mechanical maintenance and inspection on gas turbines, steam turbines, boilers and other associated equipment in combined cycle power facility; Supervise and coordinate third party contractors; Oversees and implements office administrative procedures. Performs basic to complex office duties to support professional and technical employee groups in such areas as accounting, library services, administrative services, records management, human resources, manage warehouse parts inventory etc. 30 months of practical qualifying time experience and Certificate of Qualification 1 st Class 18 months of practical qualifying time experience and Certificate of Qualification 2 nd Class 12 months of practical qualifying time experience and Certificate of Qualification 3 rd Class working toward 2nd Class Successful completion of a Bachelor s Degree or Diploma in a technical based field of study (Engineering, Commerce, or equivalent) would be considered an asset; Minimum of 5 years of related experience preferably in managerial or leadership type setting; An equivalent combination of training and experience may be considered; Licensed electrician Licensed millwright High school graduation with up to one year of related experience.
