7 Spill History We are responsible for reporting spills greater than 1.5 cubic metres (approximately 9.5 barrels) to the National Energy Board A total of 78 spills reported to NEB since at KM facilities, containment and early warning systems in place Mainline pipeline since 1961 : 16 petroleum spills reported, 8 exceeded reporting threshold Thorough incident investigation in response to all spills, with recommendations and Corrective Action Plan We have loaded over 900 marine vessels without a single vessel spill 7

27 Landowner Engagement - Implementation Activities to Date Project notice sent to all landowners in June 2012 AB: Land agents have contacted 361 of 435 affected landowners BC: 320 affected landowners identified to date. Land agents have contacted 105 affected landowners What We re Hearing Only 7 refusals for survey consent due mainly to concern about number of pipelines on property Most landowners on Alberta side have positive things to say about KMC Some have questions about compensation, routing and pipeline safety 10

33 Economic Benefits - Construction Project construction expenditures: Approximately $4 billion predominantly spent in BC and Alberta on goods and services Over the next five years, this expenditure is estimated to lead to: Increased GDP in Canada of approximately $3.5 billion Labour income of approximately $2.3 billion Approximately 37,000 personyears of employment 16

35 Economic Benefits TMEP Operations Annual Project operation expenditures are estimated at $77 million per year (excluding municipal taxes) 100% will be spent on Canadian goods and services This expenditure is estimated to lead, over the 30 year life of the Project, to: Increased GDP of approximately $2.2 billion Labour income of approximately $650 million Approximately 10,000 person-years of employment Direct expenditures (excluding taxes) are estimated at: $55 million per year for 30 years in British Columbia (70% of total expenditures) $22 million per year for 30 years in Alberta (30% of total expenditure) 18

54 Stakeholder Engagement BC Hydro Engagement with BC Hydro began mid-2014 BC Hydro initiated Field Resistivity testing to support modeling between their two 500kV circuits First draft report issued May 27, 2015 (4 months delay) Report indicated the preference for P2 Alternate Routing between the 500kV and 230kV is unacceptable BC Hydro modelled the routing south of their 230kV conductors July ; revision to report demonstrated the route could occur with adequate mitigation BC Hydro modelled routing closer their infrastructure with unlimited mitigation September ; BC Hydro responds with closest possible distance (due to safety concerns) is 14.5m from the 3 rd conductor 8
55 Stakeholder Engagement Continued Ongoing engagement with BC Hydro focused on reducing the minimum separation distance between the centerline and the 3 rd conductor to 8m P1 Alternate November 10, 2016: BC Hydro letter stipulated a minimum offset requirement of 12m This would result in the pipeline being outside the approved corridor and into neighboring streets and properties Go-forward plan is P2 Alternate 9
56 Construction General P1 Alternate (8.0m offset from BC Hydro 230kV conductor) and the P2 Alternate (utilizes existing Trans Mountain easement) are both feasible using open cut methodologies with restricted work space Landowner concerns with proximity to homes would possibly drive to trenchless solution (HDD, Direct Pipe) Both alternatives involve using fencing placed within 3m of homes Trenchless P2 Alternate currently has two Horizontal Directional Drills (HDDs) being explored. Further geotechnical investigation required to determine feasibility HDD for the P1 Alternate would also require HDD investigation and feasibility assessment Ongoing engagement required 10
