4 DREDGING - SEDIMENT ANALYSIS INFORMATION All proposed dredging sites must be sampled and the material must meet the Interim Contaminant Testing Guidelines developed by Environment Canada - Disposal at Sea Program ( Soil to be disposed of on land must meet BCMOE Contaminated Sites Regulations, and may require a soil deposition permit from the receiving municipality, if applicable. A copy of the sample analysis must be received prior to the project being reviewed. The analysis will be valid for four (4) years and kept on file at Port Metro Vancouver offices. Port Moody Navigation Channel Page 2 of 2 Potential environmental implications of the proposed dredge are expected to result in no net effect and / or positive effects as follows: Potential aquatic effects of turbidity will be effectively managed with combined controls including silt curtains placed in proximity to the cutter suction discharge pipe diffuser (as in 1995) and in strategic locations near the berm during Titan sediment placement. Turbidity is not expected to affect fish populations which will normally avoid this kind of water column disturbance. A minor sediment rain on the existing soft-bottom community in the Inlet (possibly from Port Moody to Second Narrows) from sediment settling should result in rapid recolonization of benthic organisms and replenish nutrients. Water quality monitoring will be conducted pre, during, and, post dredge. Benthic populations will also be examined pre and post dredge. Visual impacts of turbidity may be most noticeable in the dredge channel and relocation (placement) inside the placement berms: Note that turbidity associated with dredgate disposal at Point Grey is eliminated. Beneficial end-use of dredgate for habitat compensation instead of disposal at sea (Point Grey) of undervalued waste. Dredgate will be the first of a potential multi-stage approach to developing habitat compensation. Air emissions will be minimized by shorter dredge duration using the combined cutter suction hopper and clamshell dredge approach. Emissions will also be significantly lower than dredge vessel transit to / from distant disposal sites (Point Grey or Sand heads). Duration of potential noise and visual intrusion will be also be minimized using the combined cutter-suction / hopper dredge approach (e.g., from as high as 260 days to the combined approach of approximately 69 days.
