1 TOWN OF TAOS PURCHASING DIVISION 400 CAMINO DE LA PLACITA TAOS, NEW MEXICO JANUARY 15, 2016 ADDENDUM #6 TO RFP OPERATION, MAINTENANCE AND MANAGEMENT OF THE TAOS VALLEY REGIONAL WASTEWATER TREATEMENT AND RECLAMATION FACILITY The following are responses to requests submitted in writing: Request: Are all three cost proposal options required for submittal or are we able to submit on any of the three options? Response: The Town of Taos is requesting that both options A and B are submitted, it is at the respondents discretion whether to submit a third option. Request: The RFP asks for submittal of a cost proposal but there are no points associated with the costs provided. Will the Town consider adding points to score the proposals based on cost? Response: Please see the revised Evaluation Point Summary. Cost proposals will receive points as follows: each cost proposal will have the same maximum value of points available, the average points of the respondents cost proposals will be used in the final ranking. For example if the respondent receives the following points: Option A = 7, Option B = 3 and does not include a third option, their total cost proposal score would be (7+3)/2 = 5; if the respondent includes a third option which might receive a 8 points, their total cost proposal score would be (7+3+8)/3 = 6. Request: Alternatively, will the Town consider adding scoring criteria for an explanation of an approach the Contractor would use to minimize operational costs? Response: The Town of Taos will not add scoring criteria for minimizing operational costs. Point consideration for minimizing operational costs will be given under item b Experience in furnishing operation and maintenance services for similar size and types of treatment facilities. Request: Section I.C.4 (paragraphs 2 and 4) - Will the Contractor be responsible for all costs with these items, or only a portion? If repairs, maintenance and calibration of equipment are needed, are those costs reimbursable? If some of these items are mixed in this concept, please advise which ones the Town will reimburse and which we pay for. Response: The contractor will be responsible for the maintenance of the facility including the buildings and grounds, and all items necessary for operation of the facility including calibration of equipment, these costs are not reimbursable. 2 for the major repair of these same items in coordination with the Town of Taos, these costs are reimbursable. Request: Section I.C.6 - Plant Optimization - Is the current O&M software and system in use at the facility integrated with the rest of the Town's CMMS software? Response: No it is not. Request: If not, is this the Town's intention? Response: It is the Town s intention that this system should be stand alone. Request: Section I.C.7 - Organization Optimization - is the training, mentoring and succession program intended for Town employees or the WWTF operation staff only? Response: This is intended for Town of Taos employees. Request: Section I.C.9 - Utilities - Will the Town pay the cost of telephone, natural gas, data and internet used at the plant? Response: The Town of Taos will pay the costs of the landline telephone, natural gas, electricity, internet, and data associated with the SCADA system. Request: Are there other utilities provided to or utilized by the plant? Response: The plant also utilizes electricity which is paid for by the Town of Taos. Request: Section I.C.10 - Contract Item 9 - are provisions for the transition period in the current Contractor's scope of work and contract, or shall this be included in the cost proposal for the new Contract? Response: This should be included in the cost proposal. Request: Section I.C.10 - Contract item 11: Provision for odor control and full-time safety programs - Please provide clarification about odor control: Does the Contractor need to pay for odor control? Response: Yes, the contractor will need to pay for odor control. Request: Will the Town identify which of the lab equipment is owned by the Town? Response: All lab equipment is owned by the Town of Taos with the exception of an Auto Cat chlorine ampermetric titractor, one hydraulic press, all desktop and laptop computers, printers, hand tools and two ford trucks. 3 Request: Does the Town have agreements in place regarding the use or selling of effluent water for construction (eg to tanker trucks from the standpipe at the washwater building) or will the Contractor control when water is taken? Response: Please see attached contract TT with Taos Golf Properties, this is the only existing agreement for the purchase of effluent water. Other than this agreement the Contractor and Town will work together to determine when water is taken. Request: Who will need to pay for sampling/testing, preparation and associated costs as required by the NPDES permit renewal, which appears to be due in 2017? Response: The contractor will pay for the sampling, testing, preparation and associated costs of the permit renewal. Request: Will the Town or Contractor pay the permit fees? Response: The Town of Taos will pay the direct cost for the permit renewal fees. Request: When is the Taos Regional Landfill anticipated to start accepting sludge? Response: Taos Regional Landfill is expected to start hauling sludge in March Request: What are the dumping fees for both the Rio Rancho Landfill and the Taos Regional Landfill? Response: The dumping fees at Rio Rancho Landfill are $32.00 per ton plus fuel surcharge and environmental fees of approximately $5.50 per ton. The fees at Taos Regional Landfill are $29.50 per ton. Request: Please confirm when the Taos land fill will start taking processed sludge from the treatment plant. Response: Taos Regional Landfill is expected to start hauling sludge in March Request: Please confirm if the Table of Contents and Attachment 1 Campaign Contribution Disclosure Form are included in the 25 page limit. Response: The table of contents and Campaign Contribution Disclosure Form are not included in the 25 page limit. Request: When double sided printing, if a section ends on an odd number page, does the corresponding blank page count towards the 25 page limit? 4 Request: Is the contractor responsible for the cost of repairs to the wastewater treatment plant under the fixed monthly fee or are they treated as reimbursable? Response: Repairs to the treatment plant are reimbursable. Request: Will the current contractor be responsible for repairs that are not completed before the new contract start date? Response: The current contractor will be responsible for repairs that are in process at the end of the contract term. Request: Will the backhoe that is currently on-site remain available for the contractors use? Response: Yes, the backhoe will remain available for the contractors use on site only. Request: What are the requirements for septic haulers to dump on-site? Response: Please see attached Resolution Request: Are there permits which apply to the facility or operation of the facility other than the NPDES Permit No. NM and NMED Groundwater Discharge Permit DP-232? Response: These are the only permits for operation of the Waste Water Treatment Plant. Request: If there are, can these be made available for viewing? Response: Not applicable. Request: Please provide a list repairs to the wastewater treatment plant including costs for the last 3 years, 2013-through current. Response: Please see attached repair list. Request: Is any of the equipment still under warranty? Response: Please see attached warranties for major equipment including Aquarius Diffusers, KTurbo Blowers, Rockwell Software, and GE ZeeWeed Membranes. Request: Please provide a list of Town owned equipment which will remain on-site. Response: All equipment currently at the facility is owned by the Town of Taos and will remain on site with the exception of an Auto Cat chlorine ampermetric titractor, one hydraulic press, all desktop and laptop computers, printers, hand tools and two ford trucks. Response: There were 125 loads totaling 1,606 tons hauled from January 16, 2015 to December 15, Request: How many employees, full and part-time, are currently working at the wastewater treatment plant? Response: There are six full time and no part time employees currently working at the wastewater treatment plant. Request: Is the wastewater treatment plant currently being staffed eight hours per day, seven days per week? Response: No, the wastewater treatment plant is currently staffed eight hours per day, five days per week with on call service during the weekends and holidays. Request: What is the make and model of the programmable logic controller(s) including software? Response: MBRs Allen Bradly SLC 5/05 Logix 5562 GE programed; KTurbo Blowers Modbus TCP/RTU, Profibus, Microcontroller AVR Atmega 128; SCADA Citect SCADA Ver Request: Please provide the chemical usage for the last 3 years. Response: The SCADA system does not print out specific reports however provides the following printouts: Daily flow graph with max, min, average for influent and effluent flows; RAS flow graph with max, min, average; DO Aeration basin(s) graph with max, min, average; MBR Train 1-3 Splitter level, Permeate pump suction pressure, Permeate Pump NTMP, Back pulse flow rate, blower discharge flow rate, combined effluent permeate flow rate graphs with max, min, average; Equipment run times for equipment set up in the system NOT all equipment is registered on the SCADA. Request: Reports from the SCADA system regarding membranes, specifically: pressure and vacuum readings, trans-membrane pressures, permeabilities and flow rates for the past two years of operation. Response: Please see attached SCADA reports. Request: Operational logs for the past year for MLSS, DO levels and ph. Response: Please see attached 3 yr MLSS and DO data for MLSS and DO levels.
