3 PENANG, MALAYSIA Penang Island was established in 1786 by Capt. Francis Light of the British East India Company Mainland Penang (Province Wellesley) was occupied in 1790, and placed together under the administration of Straits Settlement. George Town, a port town, was developed as hub for trading, commerce and culture..country : Malaysia Coordinates: 5 o 24 N 100 o 14 E Area: 1,048 km 2 Population: 1.6 million (as of 2010) GDP : RM 49.5 billion (as of 2010) Human Development Index : Urbanization: 80%

5 PENANG, MALAYSIA Started off as a trading port in Malaysia. Penang enjoyed the status of free trade port until In 1970, Bayan Lepas Free Industrial Zone was established to spur economic developments in Penang Apart from Bayan Lepas FTZ, other parts of Penang were also developed as industrial zones, including areas such as Juru, Bukit Minyak and Mak Mandin. Manufacturing is the largest component of the economy, at 50.6%. Service industry follows with 45.8% of the economy. In 2010, Penang attracted RM 12.2 billion worth in investments, contributing to 26% of Malaysia s total investment

One niche sector developed in Penang is Ecotourism, featuring sites such as: Penang Botanic Gardens : oldest public botanic gardens in Malaysia (1884) Penang Hill : oldest hill resort in the region (1796) Penang National Park : smallest national park in the world (2562 hectares) Batu Feringghi beach : beach resort strip since 1970

7 Policy The Penang Government is committed to the transformation of Penang State s economic, social and cultural development so as to improve the quality of life of its citizens through environmentally sound and sustainable principles.

8 Global Commitments Member of the Commonwealth Parliamentary Association of the Climate Change Networking Committee in Tanzania (Sept/Oct 2009); June 2010, Penang State - commitment to the Principles of the Kyoto Protocol in Seoul, Korea December 2010 Cancun Mexico, at the 2010 United Nations Climate Change Conference which is officially referred to as the 16th session of the Conference of the Parties (COP 16) to the United Nations Framework Convention on Climate Change (UNFCCC).

11 Strategy1: Protection for Environment and Reducing Impacts of Development Objectives: Identify & solve current environmental problems in Penang. Reduce environmental impacts and ecological footprint through environmental planning.

12 STRATEGY 1 ACTIVITIES Promote waste minimisation programmes for waste diversion from the landfill Develop a better managed solid waste management system through the upgrading the existing landfill at Pulau Burong into a Level IV Sanitary Landfill with leachate treatment. Set up buy-back centres, material recovery facilities or resource recovery centres to divert waste away from the landfill such as school recycle banks Collect used PCs & peripherals under the Dell-Sunshine- MPPP Programme Collect used cooking oil from eateries, restaurants, food complexes. Collect food and organic for composting and processing into liquid fertilizer.

13 STRATEGY 1 ACTIVITIES Established smoke-free zones for Penang. Banned the giving of free plastic shopping bags in Supermarkets / Hypermarkets to reduce the carbon footprint Banned the use of Styrofoam food containers. Enforced the closed house system for pig-farming activities. Collection of used roadside banners to be turned into shopping bags. Implemented the 100 steps to cleanliness project

( 7 units set up on the mainland and 1 on the Island) Grow your own vegetable programme Incorporating rainwater harvesting systems in wet markets. Landfill gas extraction and flaring for CDM Turning pig waste into bio-gas and electricity. Cultivation of algae from pig waste for animal feed Implement eco-town concept for the Bayan Lepas Free Industrial Zone.

35 Strategy 4: Looking Ahead Objectives: Develop a vision of a sustainable Penang. Develop a new state agenda for sustainable development.

36 STRATEGY 4 ACTIVITIES Establish the Penang Science Council to help inspire great interest in science and technology that will result in an environment that generates great passion for excellence through technical innovations. Establish Penang Green Council to look into all matters pertaining to environment and sustainability Establish a Government Linked Company (GLC) to manage public cleansing, solid waste collection, transfer and disposal.

38 CONCLUSION Changes towards realising environmental importance and sustainability is growing in Penang with the strong leadership and political will! Reflective in policy changes and programmes, especially from the State Government Receptive stakeholders (NGOs, CBOs, Private Institutions), and have spurred similar interest nationwide Principle of Awareness, Education Warning Enforcement Still a long way to go before achieving a truly ecologically sustainable State, but efforts are there to continue support the vision.
