2 6 Monthly Report on MMU Carbon Management Plan Purpose The purpose of this report is to: Report progress against the Carbon Management Plan (CMP); Highlight key actions implemented to date; Explain changes to the driver landscape; Set out the framework for a full review of the CMP. Setting the Scene In response to a number of legislative, financial and reputation drivers, MMU developed a Carbon Management Plan (CMP) which was formally approved by the Board of Governors on 2nd July The CMP sets out actions under 7 themes that will be implemented over the next ten years order to deliver against agreed targets for reducing greenhouse gas emissions: Manchester Metropolitan University will reduce Scope 1 and 2 emissions from university buildings and our own vehicle fleet by: 35% from the 2005/6 baseline by 31st July 2016 Alignment with HEFCE Strategy In 2009 HEFCE made CMPs and carbon reduction targets a mandatory funding requirement for all HEIs through the Capital Investment Framework II. HEFCE have just published the targets returned by 128 HEIs. The average target is 38% reduction by 2020, which is slightly below HEFCE s target for the sector of 43%, but demonstrates the commitment of the sector to reduce emissions. MMU is amongst 17 HEIs that have set targets of 50% or higher. We should achieve HEFCE s first interim milestone (12% reduction by 2012) two years ahead of target. Sector performance against targets will now be reported annually using Estate Management Statistics. Carbon Trust Standard Awarded In April 2010 MMU was awarded the Carbon Trust Standard, an external audit independently verifying a consistent reduction in emissions and a robust approach to ensuring this trend continues. With an additional stretch target of: 50% from the 2005/6 baseline by 31st July 2021
3 2009/10 Emissions By the end of July 2010 MMU had reduced emissions by 1,153 tonnes to 22,110 tonnes / year, which is 4.9% lower than the previous year. This represents a 10.8% reduction against the 2005/6 baseline (see chart Footprint Trajectory) 0.8% ahead of target. This footprint reduction is actually the result of projects and changes to the estate that were substantially in place by July it is one year later until the impact can be fully realised. These are summarised in table 1. It should be understood that this table does not capture all of the projects that have contributed to the lower footprint. For example changes to opening hours across the estate will have had a marked impact. Equally increases in equipment and student numbers will have had a significant and opposite adverse impact. 5 2010/11 Emissions In order to stay on track with projected progress towards targets, the 2010/11 footprint will need to be reduced by a further 734 tonnes or 3.3% lower than the previous year. 7 Next Steps MMU and Scope III Emissions In line with their Carbon Reduction Strategy, HEFCE have begun work to expand sector carbon footprints to include Scope III emissions (those from travel, waste, water and procurement) and will report in summer The project will: Establish a sector baseline of emissions from procurement; Produce definitions for measuring scope 3 emissions at institutional level; Provide guidance that helps institutions to adopt efficient and effective data collection practice. One output will be definitions for inclusion within the Estates Management Statistics (EMS), MMU will be required to report these from MMU Environment is working closely with HEFCE on the delivery of this methodology. Carbon Reduction Commitment Energy Efficiency Scheme (CRC) Following amendments to the CRC announced during the 2010 Spending Review, the proposed revenue recycling model, the Scheme is now a straight levy of 12 / tonne CO2. As a result annual costs are likely to be in the region of 125K, with the first payment required in April- June The cost of carbon is predicted to increase in line with DECC s carbon floor price to 30/tonne CO2 by Clearly this adds an additional impetus for MMU to minimise emissions. Full CMP Review Framework MMU now understands its immediate carbon footprint. The University has developed plans to reduce the current footprint and to comprehend MMU s wider carbon impacts such as international student commuting, waste and procurement. (Prof. John Brooks - Vice Chancellor, MMU CMP 2009) In line with this commitment to further understand our wider carbon footprint and in order to keep the CMP living document relevant and aligned with MMU s strategic plan, the following framework for a Full Review is proposed to ensure the CMP remains fit for purpose and updated with the following actions: Carbon footprint 2010/11 with progress against target; Expansion of carbon footprint to include Scope III Emissions in line with HEFCE recommendations and application of preparatory actions to MMU data for waste, water, travel and procurement; Review of current Strategic Themes to include water, waste, travel and procurement; Review of approved corporate plan and estate planning strategy and application to CMP Review of planned projects, initiatives and enabling actions for coming 12 months; Review of responsibility, ownership and governance; Approval by Senior Management and Board of Governors
