9 City of Surrey Funding Approach P3 approach preferred project delivery model DBFOM, 25 year term Private Partner carries most risk: technical and commercial; private financing; commercial waste; guaranteed annual volume of RNG; processing & marketing of compost City s risk limited to providing land, guaranteed residential organic waste: feedstock, paying tipping fee, and RNG ownership Estimated Cost: $67.6 M (NPV) P3 Canada approval at $16.9 M (25%): Sep RNG arrangement between the City of Surrey and Fortis BC (provincial gas utility):city to repurchase 100% of the useful gas generated at the facility
