With this publication we hope to strengthen the communication with, and between, the ECCSEL consortium and the CCS Community. In this first issue, we will give you a short introduction to ECCSEL, our Preparatory Phase project and our vision to become a strong and coordinated pan-european distributed Research Infrastructure (RI) for doing world-class experimental research pertaining to CO 2 capture and storage techniques (CCS). 1 Page

2 Background Carbon dioxide capture and storage (CCS) is identified as a future key technology for reducing emissions from fossil fuels. Global demand is large, in particular from emerging economies. However, further research and technological development is urgently needed if CCS is to become a viable and cost-effective technology. ECCSEL, short for European Carbon Dioxide Capture and Storage Laboratory Infrastructure, was proposed by the Norwegian Government and put on the official European Strategy Forum on Research Infrastructures (ESFRI) updated Roadmap in 2008 as the only new entrant within the energy theme. The ECCSEL consortium teams up selected Centres of Excellence on Carbon Capture and Storage research (CCS) from 10 countries across Europe. The consortium aims to establish ECCSEL as a robust and sustainable legally independent entity. Our Vision ESFRI ESFRI, the European Strategy Forum on Research Infrastructures, is a strategic instrument to develop the scientific integration of Europe and to strengthen its international outreach. The competitive and open access to high quality Research Infrastructures supports and benchmarks the quality of the activities of European scientists, and attracts the best researchers from around the world. The mission of ESFRI is to support a coherent and strategy-led approach to policy-making on research infrastructures in Europe, and to facilitate multilateral initiatives leading to the better use and development of research infrastructures, at EU and international level. ECCSEL shall become the hallmark of world-class experimental research pertaining to CO 2 capture and storage techniques (CCS). In recognition of the pronounced urgency of CCS and the growing demand for improvements along the CCS chain, ECCSEL will establish a cluster of highly-advanced European research laboratories, test facilities and sites dedicated to CCS, thus forming a pool of distributed European key laboratories. It will act in the interest of the European scientific community to remain in the forefront of advanced CCS research and it will support the industry in strengthening its base of knowledge and technical know-how. ECCSEL will offer trans-national access to these research laboratory facilities and services for high-ranking scientists, projects and proficient researchers on competitive terms and conditions. Priority shall be given to projects according to scientific quality, relevance and topical approach. Emphasis will be placed on experimental verification, validation and calibration of emerging CCS techniques, concepts, theories and physiochemical phenomena. In this undertaking innovative schemes will be pursued along the CCS chain. The ambition is to become one of several important instruments that the European Commission initiates and supports to meet the objectives of the SET-plan, and to strategically interact with relevant bodies such as EERA, the ZEP-TP, Lighthouse projects, etc. In particular, ECCSEL aims to serve projects in the European Commission s Framework Programmes, future European industrial initiatives, and education of specialists for the new CCS industry. 2 Page

3 THE PREPARATORY PHASE PROJECT ECCSEL is planned to be in operation by The ECCSEL Preparatory Phase (PP) project started January 1st 2011 and will last for approximately 4 years. The PP aims at bringing ECCSEL to the level of legal and financial maturity required for implementation. The financial strategy will identify funding mechanisms for new investments and operational and transnational access costs. It will recommend procedures and mechanisms for the flow of funding through the ECCSEL organization and provide cost scenarios. The legal and governance structure shall define the legal framework that will regulate the operation and management of ECCSEL This will include analysis of different options of suitable legal forms and to define a governance structure for ECCSEL. It will also set up IPR rules and an access policy. The infrastructure development plan will comprise all RI upgrades and new-builds required to meet the needs of the European CCS community. It will be based on a detailed identification of future infrastructure needs, a comprehensive mapping of existing infrastructure and planned developments and on a subsequent gap analysis. 3 Page

MANAGEMENT AND COORDINATION The management and coordination package will ensure an effective, smooth and high-quality performance of the

4 This work package will bring forward an ECCSEL vision document, which will be used in two processes; an internal process to ensure involvement of ECCSELs most important resources the people; and an external process to attract new partners; new research institutes, new universities, new countries, new major CCS stakeholders, also in third countries outside of EU. In the external process good visibility and dissemination will be ensured by further developing the existing ECCSEL website, introducing the ECCSEL newsletter and participating in forums and events. The implementation strategy will interact with the work of the other Work Packages in order to integrate the results in a coherent Implementation Strategy. The WP will also develop the strategic interaction between ECCSEL and other European bodies. WP5 will suggest any necessary subsequent steps for realization of the RI and provide concrete actions to be carried out in the later stages of the Preparatory Phase project. The preparatory phase consortium has 15 partners from 10 countries across Europe. In the future, ECCSEL can also involve facilities in countries outside of Europe. MANAGEMENT AND COORDINATION The management and coordination package will ensure an effective, smooth and high-quality performance of the ECCSEL Preparatory Phase project. The Coordinator is given authority by the General Assembly to manage the legal, financial and administrative aspects of the project, both towards the General Assembly and the Commission. Project reports will be produced in close cooperation with the WPleaders, but resources for this work will be assigned to the various work packages. 4 Page

5 A VISIT TO MONGSTAD Kick-off February 9th - 10th 2011 at CO 2 Technology Centre Mongstad and Bergen Norway The ECCSEL Preparatory Phase Kickoff meeting took place 9-10 February at Technology Center Mongstad (TCM) close to Bergen, Norway. 35 participants were present from 15 partner institutes including representatives from the European Commission, the Research Council of Norway and the Norwegian Ministry of Education and Research. TCM is the world s largest facility for testing and improving CO 2 capture. Knowledge gained will prepare the ground for CO 2 capture initiatives to combat climate change. TCM is a joint venture between the Norwegian state, Statoil, Shell and Sasol. TCM s managing director, Tore Amundsen, was excited to have such a distinguished group of visitors. - We hope that TCM can be a part of this European laboratory network in the future, he says. - I am very impressed with the facility because it covers the "Valley of Death" between research in a laboratory, and a real industrial application, which is something companies do not always invest in. - Also, I understand that TCM has an enormous flexibility, and it will give facilities to other companies who can also test the possibilities of new solvents and new techniques, and that is quite interesting to me, says Emile Elewaut from TNO, Netherlands Organization for Applied Scientific Research. - We are very grateful that TCM could host us the first day of the kick-off meeting, and in particular for the exciting tour around the TCM facilities, says Morten Grønli, coordinator of the ECCSEL PP project. 5 Page
