2 Foreward The EPA wecomes the pubication of this document which represents the cumination of 4 years work on the Loca Authority Prevention Demonstration programme. The programme is an initiative funded by the Environment Fund through the EPA ed Nationa Waste Prevention Programme, in coaboration with Irish oca authorities. A wide range of successfu projects have been estabished to improve resource efficiency (waste, water and energy) practices in oca businesses, communities and within the oca authorities themseves with significant cost saving for cient organisations. The programme has successfuy deveoped capacity for impementing prevention projects ocay across the country and has demonstrated that oca authorities can design and impement effective oca integrated waste prevention programmes and projects. Foowing on from this Demonstration programme, the Loca Authority Prevention Network (LAPN) is a key component for continuing to buid capacity in oca authorities for the promotion of resource efficiency and waste prevention at a oca and grassroots eve for the benefit of their ocaities. This programme continues to demonstrate that impementing waste prevention and resource efficiencies in any organisation can ead to significant savings, in addition to the obvious environmenta benefits. A hoistic approach to resource efficiency, integrating waste prevention, water conservation and energy conservation aso has an important part to pay in contributing to meeting sustainabiity commitments by pubic authorities, incuding those in regiona waste management pans and cimate action pans. I woud ike to congratuate the oca authorities invoved in the programme and the businesses/organisations who took part in these oca prevention projects. 3 Executive Summary Over a four year period, 14 oca authorities were funded under the Environmenta Protection Agency s Nationa Waste Prevention Programme. These oca authorities undertook ambitious actions across a range of sectors, incuding: Pubic administration Business Communities Farms SCHOOLS AND 3RD LEVEL INSTITUTIONS Heathcare Retai Hospitaity and Tourism In a, the foowing savings were made: Direct Cost Savings Waste prevented or Diverted Water consumption Reduction Energy reduction > 873,000 per annum > 2,300 tonnes per annum > 37,500 tonnes per annum > 1,530,000 kwh per annum More than 2,500 peope participated. Amost 300 audits were performed. 26 peope received accredited training in Waste and Resource Use Prevention. Others are being trained on an ongoing basis. The capacity buit up within oca authorities, and the abiity and experience of the personne invoved, can ensure successfu deveopment of future resource efficiency programmes within Ireand. 4 What is the Nationa Waste Prevention Programme? The Minister for the Environment, Heritage and Loca Government aunched the Nationa Waste Prevention Programme (NWPP) in Apri The programme is ed by the Environmenta Protection Agency (EPA). The Minister aso set up the Nationa Waste Prevention Committee (NWPC), which incudes a broad stakehoder group who meet periodicay to provide strategic direction for the EPA in impementing the Nationa Waste Prevention Programme. The aim is to deiver substantive resuts on waste prevention and minimisation and to integrate a range of initiatives addressing awareness-raising, technica and financia assistance, training and incentive mechanisms. 5 What is Prevention? Prevention means stopping materias entering the waste stream. It does not mean removing them after they have entered. This makes it quite unike other environmenta initiatives such as recycing and treatment. Prevention aso means the efficient use of resources (water, energy, and raw materias). It is sometimes, therefore, referred to as Resource Efficiency. The Nationa Waste Prevention Programme - Fifth Annua Report 2008/2009, uses the foowing definition for prevention: Eimination or reduction at source of: Materias, Water and Energy Consumption Waste arisings (soid, iquid, gaseous and heat) Hazardous or Harmfu Substances Prevention is a hoistic approach The foowing diagram iustrates the focus of prevention activities within the Waste Management Hierarchy. 6 How does Prevention Work? Loca Authorities have engaged in successfu programmes such as recycing. Prevention invoves moving up the Waste Management Hierarchy. Prevention requires an understanding of the sources and magnitudes of resource inefficiency, a methodoogy for generating and prioritising improvement options, and perhaps more importanty, widespread dissemination of resuts and techniques. This requires: monitoring and measuring generation of indicators and benchmarks idea generation improvement impementation reassessment continuous improvement Empowerment and a Bottom Up Approach The LAPD programme sought to address and support previousy identified successfu prevention based activities by Irish Loca Authorities. By empowering Loca Authorities to initiate and sustain programmes within their region, initiatives on the oca or individua eve are aso empowered. The European Union principe of subsidiarity is thus strengthened. It seems ikey that the invovement of regiona authorities can be more successfu in the promugation of prevention activities than those of top down, or nationa, initiatives. Thus, whie programmes, such as the EPA s Ceaner Greener Production Programme (CGPP) offer top-down approaches and represent a set of geographicay dispersed projects, the LAPD initiative offers the possibiity of quasi- bottom-up approaches. The two, together, offer rea possibiities for radica improvement. In particuar, the LAPD programme has ed to a further ocaisation, and a true bottom up approach. 6 Summary of Resuts

7 What is the Loca Authority Prevention Network? The Loca Authority Prevention Network (LAPN) provides funding to 12 oca authorities to engage in waste prevention and resource efficiency programmes and projects. It buids upon the successfu Loca Authority Prevention Demonstration programme and expands the number of oca authorities invoved. What is the Loca Authority Prevention Demonstration Programme? The LAPD programme addressed and supported previousy identified successfu prevention based activities by Irish Loca Authorities. Research has identified that the two principa barriers to impementing waste prevention in the oca authority sector have been a ack of resources and a ack of expertise and expert support. The LAPD Programme heped to overcome these barriers by 1. providing grant aid to seected oca authorities who agreed to impement comprehensive prevention based programmes within their regions, with dedicated staff resources and invoving reevant externa stakehoders, and 2. providing expert technica support [in this case from the Cean Technoogy Centre [CTC], at Cork Institute of Technoogy [CIT]) to assist them in the deveopment and impementation of these progammes. In return, participating oca authorities undertook ambitious programmes of work. The LAPD method is based on the Deming Quaity Cyce for continuous improvement. One form of this may be represented as shown in the Figure beow. 8 Participants Map Who is invoved? In tota, 14 Loca Authorities participated in the LAPD during the two phases of its impementation. In addition some 200 other organisations have aso been invoved. The participating Loca Authorities are isted in the Tabe beow. 9 Summary of Resuts By undertaking audits, assessing improvement options, and impementing changes, a significant reduction in resource use was achieved. The data are presented in the tabe beow. Perhaps just as significant as the actua reductions was the number of organisations and individuas introduced to the prevention concept. Working with business organisations to impement best practice across the sector. A mix of retai, hospitaity, fish processing, printing and a 3rd eve academic institution, participated and benefited from advice given by the Gaway Waste Prevention Programme to improve their resource use efficiency. 14 Concusions Working directy with househoders is abour intensive and resources may be better used in areas ike the pubic and business sector where more waste can be prevented. Nationa househod environmenta awareness campaigns shoud be continuay supported, ike Change and Power of One campaigns. Food waste is a particuar issue that coud be addressed within a nationa prevention programme. Audit Too Initiative An audit too was deveoped specificay for househoders. 16 Paper Use Reduction Actions University of Limerick A working team, made up of UL and oca authority staff, was estabished. The UL staff were a mix of academic staff from a number of different facuties and who were members of the UL Environment Committee, as we as staff from the Faciities Management section. A post graduate researcher was taken to champion the project within UL. Baseine data for paper consumption for a of UL was gathered. Waste audits were conducted, to gather data and profie the type of paper being disposed of both in the recycing stream and in the genera waste. Within 3 months a shared printers and copiers managed by the campus IT Department were defauted to print doube-sided. Limerick County Counci Offices (three separate administrative areas) A muti-discipinary team was set up within the Counci. This comprised a representative of each of the functiona areas of the Counci. The baseine data on paper purchasing were gathered. A series of waste audits were carried out so that data about paper consumption habits coud be verified. The data emerging from the project was then used to assist the Counci s IT department in deveoping a tender for the suppy of a new print management service for County Ha and a new administrative centre. This new equipment defauts to print dupex and has the scan to emai function. An extensive muti-media awareness campaign was conducted throughout the intervention period. The campaign incuded dispays, eectronic messaging, staff awareness and training sessions and competitions. Limerick City Counci Construction and Househod Waste Prevention Initiative Two main eements were set out for this initiative, (i) at the construction stage of the deveopment where it was hoped to introduce a programme to conserve materias, reuse products and prevent waste from being produced. (ii) to present househoders occupying the new accommodation with a waste prevention too kit. The aim of the kit was to assist the househoders in minimising the amount of waste they produce. 16 Summary of Resuts

17 The two eements of this proposa determined that the work was carried out in two distinct phases. Phase (i) invoved the Savoy Deveopment site in the heart of Limerick City. Sisk were under contract to Fordmount Deveopments Ltd, to construct a 100 bedroom hote incorporating bar & eisure faciities, 95 residentia apartments and 14 retai units on a site that fronted onto Henry Street, one of the busiest streets in Limerick City. Site visits each Friday 2 additiona visits by CTC staff and LCK RWMO staff Running concurrenty with the site visits was a body of research to ascertain trends in construction waste both ocay and nationay. A number of issues came to ight: The waste management area ocated in the car park was very sma, housing (in January 2008) 3 no 1100 itre wheeed bins. These were ocated in a refuse room with a soid wooden door. The ony tenants who appeared to be presenting waste for recycing were the commercia tenants and this was eft on the foor in cear recycing bags (Optibags); the proportion of recycing waste ooked very sma in comparison to andfi waste. The apartment tenants in Bocks B & C have a circuitous route to the refuse area. In January 2008 the bins required emptying three days a week and the on-site caretakers reported excessive waste over the week-ends. An initia audit of a waste arisings was conducted with the assistance of CTC, the purpose of which was to gather baseine data on the character of waste arisings as we as of indicative weights. Care County Counci Sky Court Shopping Centre Initiative (Shannon) The management team at SkyCourt were keen participants in the LAPD project, as they recognised the significance of spiraing waste quantities and costs. As waste management faciities were shared by a tenants, and paid for as part of an overa service charge, there was a ack of unit waste data and responsibiity for unit waste arisings at the outset of this project. Shopping Centre Initiative Actions Meeting with a number of retaiers at the shopping centre aong with the Management Team to engage them in the process Detaied five day audit of a waste arisings at the centre by the individua units (incuding one of the 3 supermarkets) Generation of a customised report for each of the retaiers Awareness session incuding newsetter Fina waste audit Food retaier programme with 12 food retaiers Meetings to continue engagement Specific waste prevention initiatives by individua tenants on suppy chain packaging and disposabe food packaging. 18 Kerry County Counci Initiative to Deveop a Waste Action Pan for Kerry Airport An increase in passengers had ed to a growth in waste and more consumption of energy and water. In 2006 at Kerry Airport there was itte if any segregation of waste on site with amost a waste generated being andfied. The primary waste prevention targets were to reduce the amount of mixed waste generated as we as investigating prevention opportunities and introducing a conservation programme for both water and energy. Activities Baseine data gathering on three key areas: Current practice for waste management by airport, airine and sub-contractors operating at the airport Overa water & energy consumption and consumption patterns for the tota site, The future direction for the airport as this woud determine the feasibiity of impementing change during LAPD. At Kerry airport there are 50 staff empoyed directy by Kerry Airport PLC and there are a number of sub-contractors on site. These incude: A company who ease the bar and restaurant in the passenger termina Eight Hire Car companies Ceaning staff, pubic transport and private hackney staff, tour operators etc. An initia project outcome was to get the sub-contractors and tenants to take responsibiity for their own waste arisings. This spawned a number of prevention initiatives which were driven by a desire to reduce waste management costs. Capacity buiding had an enormous impact on the overa environmenta management of the airport. Initiatives incuded: The banning of free newspapers on interna fights since over 95% of these were never used and went straight to the recycing bin On-board segregation of waste by airine staff to reduce andfi waste Leak detection and water restriction to reduce overa consumption An energy conservation programme to reduce consumption, particuary during quiet operationa hours. 18 Summary of Resuts

20 Working together to prevent waste in County Monaghan 3 Participants Loca Authority Monaghan County Counci Other Participants Monaghan Leisure Centre Heath Service Executive Irish Farmers Association (IFA) Programme Initiatives Pubic Sector Greening Monaghan Business Agricuture Sector Schoos Programme Househods Pubic Sector Initiative Monaghan County Counci Within Monaghan County Counci the foowing activities were undertaken. In the Corporate Headquarters improvements were made to waste management procedures which resuted in 50% ess waste going to andfi. An energy training programme was undertaken by tweve staff members with the assistance of Sustainabe Energy Ireand, resuting in savings to date of 33,000. This was achieved through the foowing: - Eimination of eectricity MIC and Wattess penaties - Changes to the motor (variabe speed) on the gas fare at Scotch Corner andfi - Energy savings in Baybay Waste Water Treatment Pant through changes to timings on aeration system The LAPD team worked with Monaghan Leisure Centre to ensure that the faciity is operated to highest possibe environmenta standards. Waste management, energy and water were ooked at as areas of improvement. 21 Heath Service Executive The LAPD worked with three HSE faciities within Monaghan County. Pre-intervention each faciity had a different eve of environmenta performance. Post intervention each faciity had improved its environmenta performance and demonstrated that a preventative approach to environmenta management pays. Successes of the project incude: Waste prevention at source, particuary food waste through an improved food ordering system from wards. Reduction in waste cassified as risk waste through proper identification and segregation. Increased waste diversion from andfi through better segregation. 225 empoyees of HSE received environmenta training. Water conservation through eak detection and use of water conservation devices. Business Initiative A key objective of the North-East Waste Management Pan was to Impement best waste management practices in the workpace with the emphasis on waste prevention and to Broaden the remit of environmenta awareness to waste prevention and minimisation in the business sector. Monaghan County Counci has tried to meet these objectives by deveoping a prevention programme in businesses that focuses on the foowing: Ceaner production and resource use efficiency. Waste prevention and, where appropriate, diversion from andfi. Training and awareness. Working with business organisations to impement best practice across the sector. The response from the business community in County Monaghan to prevention has been positive. A mix of manufacturing, service industry, hospitaity and community run businesses have participated and benefitted from advice given by Monaghan County Counci to improve their resource use efficiency. Successes of the project incude: In tota 35 businesses participated in the project. The 35 businesses incuded 18 pubs and 3 hotes who participated in a hospitaity waste prevention programme. 3 community type businesses participated. Significant waste prevention and waste diversion was achieved. Increased environmenta awareness in the business community. 12 companies received training from Sustainabe Energy Authority of Ireand. Significant energy savings were achieved in these tweve companies. Increased co-operation between private and pubic sector. Caing Time on Waste booket distributed to 4600 pubicans nationay. 22 Agricuture Sector Monaghan County Counci s LAPD team worked cosey with the Irish Farmers Association (IFA) to recruit farmers to participate in the prevention programme. One of the primary objectives of this project was to research types and quantities of waste being produced on farms. The LAPD discovered that whist waste is not generay a probem for farmers, there are some issues of concern regarding storage and disposa of hazardous waste. Furthermore, it was discovered that there are significant savings to be made by farmers in energy conservation. The farms that participated incuded: 2 Mushroom Farms 5 Dairy Farms 1 Poutry Farm 1 Integrated Piggery 1 Sucker Farm Successes of the project incude: Savings in energy conservation for participating farmers. Identification of hazardous wastes as an issue for farms. Greater co-operation between farming community and the Loca Authority. Pubication of Farming the Environment Booket, 2,500 of which have been distributed around the country. Schoos Initiative The objective of this initiative was to promote prevention as the most desirabe form of waste management and to get schoos to move beyond recycing. The main work undertaken incuded: Introduction of the concept of prevention and resource use into 28 schoos. Deivery of prevention project competition in which over 700 students participated. 25 Waste prevention at Loca Authority operated swimming poos in Co. Cork 4 Loca Authority Cork County Counci Initiative Cork County Counci impemented a waste prevention and environmenta awareness training initiative at Cork County Counci owned swimming poos. The target audience incuded poo users, predominanty schoo chidren, and aso the Counci s staff working at these ocations. The three participating poos were Fermoy and Maow in North Cork, and Dunmanway in West Cork. Actions Soid waste prevention, energy & water conservation measures were investigated and impemented, mainy in Maow & Fermoy. Improvements in environmenta awareness amongst staff and poo customers, in particuar students, were achieved in Dunmanway. Resuts Maow poo Significant savings were made on water usage, and recycing & soid waste prevention steps were impemented. A 7 % reduction in soid waste per swim was achieved [13 g/swim]. Energy audits identified short, medium and ong term improvements - the short and medium term improvements are being impemented. A benchmark of kwh/customer/year was cacuated. Tota energy consumption was reduced by 83,544 kwh. Fermoy Poo Tota energy consumption was reduced by 278,140 kwh (by switching to geotherma). Considerabe water savings were achieved. Weeky water meter reading introduced greater contro on water with a faster reaction time to eevated usage. The sand fiters were changed and are now operating more efficienty. Recycing & soid waste prevention steps were impemented, eading to reductions in 2008 from 9.6 to 5.8 g/ swim. Like Maow, energy audits identified short, medium and ong term improvements to be made - the short and medium improvements currenty being impemented. Fermoy poo had a geotherma pump instaed during this period. Energy rating for the buiding has improved from D1 to C2. A benchmark of kwh/customer/year was cacuated. Due to the instaation of the geotherma pump, the effectiveness of energy conservation aone cannot be reported separatey. Dunmanway poo Audited for both waste and energy. The poo achieved a C2 energy rating. Best practice is being impemented for water conservation and soid waste management aowing for the age of the poo. 26 Gan Thoraí 5 Loca Authority Donega County Counci Other Participants Comharchumann Thoraí Teo (Tory Co-Op) Initiative Waste prevention on Tory Isand Activities Focus The initiative took pace on Tory isand, 11 km off the north Donega coast. The project incuded: A waste prevention and minimisation awareness campaign for businesses & househoders: o Waste amounts and character generated on the isand were assessed in audits at the start and end of the project. o Awareness activities incuding: a programme aunch night, an Environmenta Awareness and Sustainabiity questionnaire for househoders, a schoo competition for ogo, eafet deivered to a househods with waste awareness and minimisation information. o The cub and the hote have each bought a gass crusher. The crushed gass is stockpied on the isand for use as a buiding aggregate substitute. o other measures introduced: home composting units distributed and a tak on composting, introduction of mixed dry recycabe coection, domestic gass & can bring banks, and an amnesty period for buky waste coection. Measures to promote water use minimisation, incuding provision of rainwater coection system for the hote. Invovement of Donega County Counci s Energy Officer and a reated project on a feasibiity assessment of renewabe energy sources for the isand. Resuts Coected househod residua waste has faen from an average of 23.5 kg per househod per week (summer - Juy 07) and 18.3 kg per househod per week (winter - Nov 07) to 9.8 kg per househod per week (Sept 09). This is a 58% drop in residua waste. Whie not stricty prevention, the resuts for the soe business (socia cub) audited in September 2009 iustrate that the gass crusher is being utiised, rather than gass being shipped in the residua waste to the mainand for andfi. The gass content in the weeky residua waste for the socia cub has dropped by 99% (41.6 kg per week Nov 07 to 0.44 kg per week Sept 09). 27 Food Waste Prevention at Dundrum Town Centre 6 Loca Authorities Dun Laoghaire County Counci Other Participants Dundrum Town Centre, Dubin Initiatives Assess the wastes, especiay those from the food producing units, produced in the centre. Identify areas for preventative improvement in the generation and subsequent management of wastes. Activities A 5 day survey of the wastes generated in the centre was carried out. During this audit 16 tonnes of mixed wastes were monitored. Wastes were attributed to individua units and this was used to identify the major waste producers. Resuts Based on the work of the LAPD team a new contract with a waste management company was drawn up. This had, at its core, a determination to reduce wastes removed from the centre through improved segregation and prevention through education of the staff in the main food serving areas. Based on the contracts that exist between the centre and the individua units, there is no incentive to reduce waste voumes. The major waste producer was identified during the waste audits and, based on this experience, the centre management aim to change their contract terms to ensure that waste costs are not based on a fat fee, but rather on voume thereby creating an incentive for individua units to reduce their wastes at source. Based on audit findings improved signage and staff education took pace. A number of interna piot improvements were made and these were to be roed out at the project end. These incude waste segregation training programmes as part of staff induction, the use of graphics and muti-ingua text on waste management signage, and ongoing monitoring and rejection of noncompying recycabe bags. 6 Margaret Coes, Dun Laoghaire - Rathdown County Counci, County Ha Marine Rd, Dun Laoghaire, Co. On site training of farmers on waste prevention: energy, soid waste and water. Generation of environmenta benchmarks for farms. Production of an environmenta guidance booket for farms, which was distributed to a the farmers in County Longford. The booket has some very practica tips and hints, so other farmers can aso easiy achieve reductions in waste, water and energy costs. Activities Carried out detaied environmenta audits on four farms in Longford. Carried out waste characterisation studies on farm waste. Compied monthy data on stock numbers, water consumption, waste production and energy consumption in order to generate environmenta benchmark data for Irish farms. Provided on site training to farmers invoved. Provided environmenta training to farmers at Teagasc training events. Compied Booket on Farm Waste Prevention in conjunction with Monaghan County Counci. Resuts Increased environmenta awareness of farms directy invoved in the project and raised nationa awareness through pubication of Farm Waste Booket and pubicity surrounding this. Increased environmenta awareness by Teagasc and a commitment to raise environmenta issues in training courses deivered by them. Production of environmenta benchmarks for Irish beef farm and Irish dairy farm for energy consumed per anima, water consumed per anima, and waste produced and andfied per anima. 29 Deveoping a Waste Prevention Programme in Roscommon County Counci Workpaces 8 Loca Authority Roscommon County Counci Activities Focus The project ooked to identify and impement preventive initiatives for waste, water and energy for interna Roscommon County Counci (RCC) activities. The project incuded: Waste reduction: waste audit resuts at the project start were used to generate visua metrics such as kg/day per department; kg per empoyee per department; waste composition and recycing rates. Offices, ibrary and arts centre were incuded in the waste reduction aspect. Consumabes: Singe/doube sided printing by department tracked and anaysed. Costs of printer cartridges by type and department tracked. Large quantities of singe use enveopes used internay were identified. Water conservation: a review to identify water saving opportunities in buidings. Energy reduction: eectricity accounts anaysed; meter tracking and EMAP impementation; green team out of hours surveys; awareness campaign to reduce out of hours energy usage; green eectricity procurement evauated. A green team was estabished and used to identify projects in each of the above areas and assist with those impemented. Management commitment was made. Green zone intranet estabished. Staff survey carried out. Resuts Waste: A biness system for desks was introduced across a offices and the ibrary, together with segregated bin stations. The various measures resuted in a drop from 46 tonnes of waste generated per annum to 40 tonnes of waste per annum. A shift from 21% recycing & reuse to 83% recycing & reuse was aso achieved; paperess river catchment surveys impemented. Consumabes: Switched to recyced paper; purchased and impemented interna enveopes; impemented an eectronic database for tracking printer consumabes. Energy: review of the 20 argest eectricity accounts (a in water services) identified potentia savings in charges of 36,000 avoidabe wattess and MIC charges. Offices: timer switches for copiers and vending machines. RCC are in the process of impementing some more of the recommendations identified. 30 Cashe Waste Prevention Project 9 Loca Authority South Tipperary County Counci Other Participants Cashe Chamber of Commerce Activities Focus The project invoved a waste prevention study with retaiers on Main Street, Cashe. The aim of the project was to identify ways of reducing waste generation, energy & water consumption and communicate waste prevention measures to seected businesses in Cashe town. The project incuded: Estabishment of a Waste Prevention Team within South Tipperary County Counci to work on the Cashe Waste Prevention Project. Recruitment of businesses (56 businesses approached; nine businesses took part in the programme). In tota 13 waste audits and 18 energy audits were performed. Through the duration of the project, each business was visited an estimated times by a project team member. Outcomes incuded: A participating businesses reporting reductions in energy use after impementing recommendations from their energy audit reports. A water conservation awareness campaign incuding a water awareness website by the Water Services Section of South Tipperary County Counci. A quick Environmenta Audit sheet to assist simiar sma businesses to tread ighter on the environment and make financia savings. Overa, the nine businesses invoved have changed their practices in terms of waste and energy management. Significanty, many of them have stated that they wi think about energy performance and waste issues when procuring any new products or services for their businesses and homes. 31 Convenience Waste - Tacking Waste Prevention - An Integrated Retaier-Consumer Approach 10 Loca Authority Wickow County Counci Other Participants Topaz (Statoi) Service Station, Bray Programme Initiatives Assess the wastes associated with modern convenience shopping this is often referred to as dashboard dining. Reduce the wastes generated and improve the resource efficiency of the participating garage. Activities A number of waste audits were performed at the participating Topaz garage. These identified areas for improvement in waste management as we as prevention options. Assessment of the water use on site. This garage has a arge car wash and uses significant quantities of water at times. Assessment of the main types of packaging materias used in the garage. Survey of pubic attitudes to packaging waste. Evauation of energy use on site and the identification of areas for improvement. Resuts After the first waste audit it was found that arge quantities of recycabe waste were going to andfi (60%). A comprehensive segregation system is now in pace with 2/3 of a waste now being diverted (newspapers and cardboard were identified as significant issues). An initia survey of water consumption ed to a 13% saving in water use. This equates to 40m 3 per month (500m 3 per year). A more efficient car wash was instaed during the programme which recyced water caed cascading of water. During the initia waste audit a wak-through identified a number of energy improvement savings especiay in the compressed air system. Whie no forma programme has been estabished, some informa poicies regarding ighting have been appied. A thorough and comprehensive examination of the input materias purchased by the petro station was performed. This was used to identify areas for change and, utimatey waste reduction at source, for the garage. 32 Certified Training Course in Waste and Resource Use Prevention Nationa Waste Prevention Programme The course, estabished in 2007, is funded under the EPA Nationa Waste Prevention Programme. As of 2010 it is in its 4th iteration with 35 peope having been trained or currenty undergoing training. The 8-day course is HETAC Leve 7 approved through the Cork Institute of Technoogy (CIT), and has been deveoped by and is deivered by CIT s Cean Technoogy Centre (CTC). Whie primariy aimed at oca authority staff, it is aso open to other pubic administration empoyees. To date, the profie of attendees is as foows: Loca Authorities EPA HSE ESB Údarás na Gaeteachta The course covers a wide variety of topics which provide both the practica and theoretica skis to impement prevention programmes. The course aso incudes a prevention based project, which is competed in the participant s work pace where earning can appied in practice. Some of the key topics covered incude: The evoution of prevention Legisation and its importance to prevention Environmenta economics Resource use assessments (materias, waste, water and energy) Prevention techniques Option generation, creativity, and probem soving Innovation and co-design Networking and socia capita Hazardous waste identification and management A prevention is based on the Deming Quaity Circe, and this improvement cyce has been expanded and taiored, to form the foundation of the CTC prevention methodoogy and the Training course. 34 Continuing the success: The Loca Authority Prevention Network (LAPN) The Loca Authority Prevention Network (LAPN) is a key component in continuing to buid capacity in oca authorities for the promotion of resource efficiency and waste prevention at a oca and grassroots eve. Over the ast 4 years, the Loca Authority Prevention Demonstration programme has shown that impementing waste prevention and resource efficiencies in an organisation can ead to significant savings, in addition to the obvious environmenta benefits. Currenty, 12 oca authorities from across the country are receiving financia and technica support from the EPA and are using the experience and case studies generated by the LAPD Programme to impement further waste prevention initiatives. In many instances, oca authority staff have been seconded to work specificay on prevention projects. This has deveoped capacity in oca authorities, so that their staff can in turn enabe oca organisations (incuding their own) to prevent waste.
